The Village Clerk said that applications had been filed for the
available taxi permits by the two firms now operating in the Village. On
motion of Mr. Beatty, seconded by Mr. Taplin and voted AAA Auto Leasing
d/b/a White Cab was granted 15 permits and Zilber Taxi Cab Service d/b/a
Morse Taxi and Baggage Transfer was granted 31 permits.
Mr. Maley reported that funds are being made available to municipalities
under the Public Works Employment Act to combat unemployment. It was the
decision of the Council that we should file the Statement of Assurance in
case we wished to avail the Village of these funds.
Mr. Maley told the Council that Surfside had unilaterly reduced the
budget of the library which action Bay Harbor Islands and we do not agree
with. He said that he had asked our Library Board to speak for the Village.
Alan Cold was asked to check our library agreement with Surfside inasmuch
as Surfside had passed a Resolution stating that as of April 1, 1977 the
costs of the library would be borne equally by the three towns.
The Council discussed the status of the proposal for Bay Harbor, Bal
Harbour and Surfside obtaining water from Dade County. It was agreed that
a preliminary engineering study should be made and that we would be willing
to pay half the cost of such a study if Surfside will not contribute .to it.
There being no further business on motion of Mr. Logan, seconded by
Mr. Beatty, the meeting was adjourned at 12:15 P.M.

The Council of Bal Harbour Village met Tuesday, November 30, 1976
at 9:30 A.M. in the Village Hall.
Present: Messrs. Davis, Logan, Printup and Taplin
Absent: Messrs. Beatty
On motion of Mr. Davis, seconded by Mr. Taplin, and voted the minutes
of the previous meeting of October 26, 1976 were approved as submitted.

The Village manager was excused and the council discussed a Christmas
bonus for Mr. Maley. On motion of Mr. Taplin, seconded by Mr. Davis and
voted Mr. Maley was to be given a bonus of $750.00
Mr. Maley said that he had reviewed the proposals submitted by the
landscape architect firms for the oceanfront project and recommends that
the council negotiate a contract with Stressau, Smith and Stressau. It
was moved by Mr. Davis, seconded by Mr. Taplin and voted that the Village
accept Mr. Maley's recommendation.
Mr. Maley recommended that the Village pay the increased liability
premium this year and hope that Dade County municipalities will have the
details of an insurance pool worked out for next year. It was moved by
Mr. Taplin, seconded by Mr. Davis and voted that the additional premium
be paid.
Mayor Printup reported that he had spoken to Mr. Kovens who indicated
that there would be no problem -in lifting the contempt order in the Giblin
case, but he wished to consult his attorney.
Mr. Maley said that Bay Harbor Islands and Bal Harbour have agreed
that Ray L. Hart, Engineers be retained to do the preliminary study apd
financial survey on the proposed water line from Dade County. Mr. Gold
said that he would like to make some additions to the contract. After
discussion it was moved by Mr. Davis, seconded by Mr. Taplin and voted that
a contract be signed with Ray L. Hart and Associates, Inc. for $8,750.00
incorporating the changes proposed by Mr. Gold.
Mr. Maley said that the 10' easement granted by the Harbour House
for beach access is not sufficient for patrol purposes. He also asked the
council to consider the fact that Harbour House North had expended
approximately $20,000 for relocated parking to compensate for the loss of
spaces abutting the Haulover. Mr. Maley suggested that the Village pay
$10,000 to the Harbour House for a fifteen foot easement, plus repair work
to replace the shuffleboard courts and the oceanfront area used for an
equipment turn around. It was moved by Mr. Davis, seconded by Mr. Logan
and voted, Messrs. Davis, Logan,and Printup, "yes"; Mr. Taplin abstaining;
that the Village Attorney and Mr. Maley and someone from the Harbour House
sit down and clarify just what is to be done.
The council discussed the proposed contract with McCoiloch, Bryan
Cipriano, Inc. for tourism advertising. It was moved by Mr. Taplin, seconded
by Mr. Davis and voted that the contract be signed subject to the Village
Attorney's approval.
Mr. Maley said that the County does not have enough beach cleaning
equipment to properly maintain our beach and remove the rocks. He suggested
that Bal Harbour buy the equipment for approximately S38,000 and deed it to
the County in return for cleaning the entire beach of the rocks on a one
time basis and thereafter once a week for one year. Mr. Gold suggested that
we lease the equipment to the County., It was moved by Mr. Taplin, seconded
by Mr. Davis, and voted that we negotiate with Dade County to make the
arrangements.
On motion of Mr. Davis, seconded by Mr. Taplin and voted the Americana
Hotel was granted permission to use the garage space for convention purposes

Mr. Maley reported that we had received a State of Florida Tourism
grant in the amount of $14,000 and a United States Travel Service grant in
the amount of $15,000.
Mr. Logan left the meeting at 11:00 A.M. and was not present for any
of the following.
Mr. Gold told the council that the City of North Miami Beach litagation
would involve considerable costs and wanted to council to be advised of
this in advance.
There being no further business on motion of Mr. Davis, seconded by
Mr. Taplin the meeting was adjourned at 11:05 A.M.

The Council of Bal Harbour Village met Tuesday, December 28, 1976 at
9:30 A.M. in the Village Hall,

0n motion of Mr. Davis, seconded by Mr. Taplin and voted the minutes
of the previous meeting of November 30, 1976 were approved as submitted.
Mr. Maley said he had a letter from Stressau, Smith and Stressau
asking that they be allowed to survey the beach landscaping project, in—
cluding meeting with the ocean —front representatives on a per diem basis,
not to exceed $1,700,00 before the actual contract is presented to the
Council. The $1,700.00 fee would be deducted from the total contract price
and the survey would result in a more accurate contract price. It was
moved by Mr. Davis, seconded by Mr. Taplin and voted that the proposal be
accepted.
