The meeting was called to order at 7:30 p.m, by Mayor Lile. He announced
that the minutes for the 12 September 1989 meeting would be approved at the
November 1989 meeting.
POLICE REPORT
Chief Wehmeyer said the statistics for September 1989 were consistent with the
previous month's report. He announced that on Saturday 21 October the Clyde Hill
and Medina Police Departments will jointly sponsor the Second Annual Crime Pre-
vention Open House at Clyde Hill Elementary from 11:00 a.m. to 5:00p.m. Included
will be displays on lock and burglar alarm systems, fingerprinting for children,
information on douse Watch programs and "Dial 911. When and Why The Mayor said
the Town would be happy to send a notice to the residents, and Anne Zubko announc-
ed the West Bellevue News was planning to feature an article about the program.

KING COUNTY LIBRARY CONTRACT
Bill Ptacek, Director, King County Library Board, was introduced. Anne Mitchell
stated it was the intention of the King County Library Board to bring all con-
tracts with cities for library service into parity with the support from areas
that are unincorporated or annexed to the library district (50 cents per $1.,000
assessed valuation). The new rate would be phased in from the present rate at
25% increment increases until 100% was reached in 1994. For Yarrow Point this
would be $24,648 in 1990 and $51,036.28 by 1994, based on the 1989 property
valuation. Anne pointed out the small towns have very tight begets and cannot
handle this type of increase. She cited that there were several alternatives,
none of which are good. The one Mr. Ptacek suggests is to ask the voters to
approve annexation into King County Library District. This means the Town would
no longer have the library fees in its buget, but rather the tax payers would
pay directly through King County in conjunction with their property tax.
Mr. Ptacek reiterated the Library Board is raising the levy rate in an attempt
to equalize the fee paid by all cities and towns. It has been as low as $.06-
.39 for those who contract with the King County Library District and have not
annexed into the King County district or are unincorporated areas. The rest pay
50 cents per $1,000.
Mr. Ptacek continued to explain the Library Board is appointed by the King County
Commissioners and the Director of the Board is appointed by the Library Board.
These are staggered terms. The taxing authority for the Library District is
granted by the state and they have set the maximum rate at 50 cents per $1,000.
The Library District presently has a $17 million dollar buget. The District would
increase this by approximately $800,000 in 1990 with the new rate in force.
Mayor Lile thought the people should have the right to vote on library policies
that so significantly affect the communities, and that Yarrow Point will resist
this new rate as much as possible.
Carson Wheeler pointed out the library in Bellevue is very poor in comparison to
Seattle, who has excellent reference materials and books. He stated property
valuation is the worst way to assess people; per capita would be a better method.
He said the Town cannot raise property tax more than 6% per year for their main
revenue source, and felt the library should not be able to increase their rate
more than that. Yarrow Point's rate would increase from $.15 per $1,000 to $.50
per $1,000 in one year (a 233% increase). Mr. Ptacek explained the money would
be spent on new librarys and books.
Anne Mitchell mentioned the exorbitant price Tukwila paid to the King County
Library District when the library is only open two days a week. Mr. Ptacek said
Southcenter brings a lot of money into the Tukwila coffers.
In response to Mayor Lile's question regarding reserve money, Mr. Ptacek stated
it would be used for new library buildings and suggested that perhaps our area
should have one. Mayor Lile replied he shouldn't be so quick to make promises.

ENGINEER'S REPORT
Allan Newbill, Town Engineer, reported that Bolles Construction fixed the
broken drain on N. E. 33rd Street. Upon opening, an unexpected worn out
fabricated elbow was found; this necessitated moving the existing catch basin
down hill so that the inlet and outlet pipes both connected directly to the
basin without any bends. Asphalt will be used. The cost estimate is $1,500 -
$2,000.
Eagle Crest will put road sealing on 92nd Street, N. E., Points Drive (East),
N. E. 47th Street (down hill), and N. E. 33rd Street (West of 92nd Street, N. E.).
The charge will be $7,500. (The Council authorized $8,500 at the 12 September
1989 Council Meeting.)
Due to no recent rains, the Town Engineer has not been able to observe the
areas where water has been coming through the roadway on 47th Street, N. E.
However, based on information received from the Town Clerk and other data con-
tained in his files relating to this problem, the Engineer has estimated a cost
of $8,000 for the project. The work will include the installation of two new
catch basins, one outlet and approximately 100' of perforated pipe and washed -
rock.
ATTORNEY'S REPORT
Ron Dickinson, Town Attorney, stated that he had given the Town Engineer's
drawing of the Swygard property to Larry Martin of Ogden, Murphy and Wallace.
Ron suggested we let the Department of Ecology take the lead because the main
line of enforcement lies in the Shoreline Management Act requirements. The
Mayor emphasized that we should have a response by the next meeting.
Mr. Yule pointed out that the Department of Ecology has lost all the data,
they are slow and they are making our lawyers do all the work, which is costing
the Town money. He continued the rulings have been made; we should have a court
nearing before the statute of limitations runs out. The Mayor and Ron concurred
this would be taken care of immediately.
MAYOR'S REPORT
Mayor Lile asked the Council to consider his letter to Jack Gale, Chairman of
the Planning Commission, dated 2 October 1989, and the letter from Gregory L.
Steinhauer, received by the Clerk late Tuesday afternoon 10 October 1989. Ques-
tions arose, including was there anything the Council could do; and, if Mr.
Steinhauer came to the office for a copy of Ordinance 225 one year ago, was there
any reason for reconsideration. The Town Attorney said there was no immediate
danger because of the moratorium. Dr. Freeman said we must answer Mr. Steinhauer's
letter, making the trail very precise. The Mayor said he would respond, with Ron
Dickinson's approval,
The Mayor announced Lorraine Diede had been appointed as a consultant to the
Clerk for on -job training. The consultant is to be tailed as needed at $15.00

per hour. Jeanne Whiting also presented information regarding the possibility
of part-time office help for the Clerk.
NEW TOWN HALL
Peter Swindley, Architect, stated the last draw for the new Town Hall was
$33,336.96. He said the contractor was on schedule and a considerable amount
of progress will be visible in the next several weeks.
Peter reported that the telephone wire had been ripped out in the job shack and
added that a tree had fallen on the main floor of the hall, but no damage was
done. Peter urgently requested that the rest of the wood be hauled away; Chief
Wehmeyer pointed out that it would be unwise to let outsiders get the wood.
The Mayor asked when would the Hall be finished and Peter said the alloted time
was six months, which would make the expected completion date at the end of
January 1989. (Ground breaking was 28 July 1989; 186 days have been allowed for
completion.)
INTERIOR DESIGN COMMITTEE REPORT
After a brief discussion by the Interior Design Committee and others, Peter
Swindley said an interior designer would cost approximately $400.00. DR. MELVIN
FREEMAN MOVED AND CARSON WHEELER SECONDED THAT A DESIGNER BE HIRED ON AN HOURLY
BASIS, NOT TO EXCEED $40D.00. THIS MOTION WAS UNANIMOUSLY PASSED.
Peter continued that he proposed laminates for the cabinets in the clerk's office
and the work room, but suggested wooden cabinets would be more appropriate in the
meeting room. This met with unanimous approval.
CANDIDATES NIGHT
The Mayor appointed Jeanne Whiting as Chairman of Candidates Night. It was de-
cided that refreshments would be served and we should ask if the Hunts Point
Town Hall could be used. A notice will be sent to all residents regarding the
Police Open House on Crime Prevention and the Candidates Night.
TREASURER'S REPORT
Anne Mitchell, Town Treasurer, reported the Town had not drawn any money out of
Capital Funds II and III yet, but was still using funds from the Capital I Fund
for Town Hall Expenses. She continued the Quarterly Report balanced. The Five
Year Budget Projection was presented with no questions--7Fe Treasurer mentioned
that if the 50 cent evaluation by King CountyLibrary Board becomes effective, the
Contingency Fund will be wiped out.
King County Library Service: Stan Finklestein, Assistant Director of AWC, has
helped other counties in the past with the problems we are now faced with regard-
ing library service. He has a close relationship with the legislators, which

would be helpful. The King County Library Board is not elected and we have no
way of getting rid of them. The larger cities have asked for a one-year re-
prieve to explore various alternatives. There will be an area meeting with Mr.
Finklestein at Clyde Hill Wednesday 11 October 1989 at 9:30 a.m. In addition,
the library question will be addressed at a Suburban Cities Meeting that same
evening, 11 October 1989. The smaller towns are hoping to receive backing from
this group.
CLERK'S REPORT
The Clerk announced that Connie and Rich Grant, Case 234, would be requesting
a variance from the Board of Adjustment. After a brief discussion, it was de-
termined this request would comply with Resolution 147 regarding the moratorium.
The cable vision transfer from Northwest Cable Partners to United Community
Antenna Systems, Inc. d.b.a. Viacom Cablevision, was closed 1 October 1989.
The new owner plans to send letters to customers, announcing where they could
call for various problems. In the meantime, they could contact Kaye Deasy.

SUMMARY: The outstanding warrants for the month of August, 1989, is CE#5848 for $90.94 and for September, 1989,
#5851,5852, 5854, and 5856 for total of $2,352.16 and a grand total of $2,443.10 and ST#1817, 1819,
and 1829 for a total of $726.35 for a total of both funds of $3,169.45.
The expenditures.exceeded the revenues by $25,359.63 essentially due to the first Town Hail expenditure
in the amount of $25,830.50.
The Investment balance is approximately $22,000 less than last month which again is due to the first Town
expenditure of $25, 830.50 .
The 'Town received a total of $773.88 in retroactive (began October 24, 1988) and current interest
from the property tax monies icing County has collected and held each month prior to sending the
Town a check on the tenth of each month.
