Mr. Maley reported that we had received a State of Florida Tourism grant in the amount of $14,000 and a United States Travel Service grant in the amount .of $15,000. Mr. Logan left the meeting at 11:00 A.M. and was not present for any of the following. Mr. Gold told the council that the City of North Miami Beach litagation would involve considerable costs and wanted to council to be advised of this in advance. There being no further business on motion of Mr. Davis, seconded by Mr. Taplin the meeting was adjourned at 11:05 A.M. ATTEST: Village Clerk November 30, 1976 December 28, 1976 The Council of Bal Harbour''Village met Tuesday, December 28, 1976 at 9:30 A.M. in the Village Hall. Present: Messrs. Beatty, Davis, Printup and Taplin Absent: Mr. Logan On motion of Mr. Davis, seconded by Mr. Taplin and voted the minutes of the previous meeting of November 30, 1976 were approved as submitted. Mr. Maley said he had a letter from Stressau, Smith and Stressau asking that they be allowed to survey the beach landscaping project, in— cluding meeting with the ocean —front representatives on a per diem basis, not to exceed $1,700.00 before the actual contract is presented to the Council. The $1,700.00 fee would be deducted from the total contract price and the survey would result in a more accurate contract price. It was moved by Mr. Davis, seconded by Mr. Taplin and voted that the proposal be accepted. December 28, 1976 268 Mr. Beatty arrived at the meeting at 9:55 A.M. and was not present for the above. Mr. Daley said he had met with Mr. Jack Taplin at the Harbour House and they had reached an agreement on the reimbursement to the Harbour House for parking replacements and repairs caused by the beach restoration project. Mr. Maley requested authority to reimburse them up to S10,000.00 for the relocation of the parking, plus other items agreed upon. The Council agreed that this was reasonable. Mr. Taplin said that the 15' easement should be ready for the next meeting. Mr. Maley reported that our proposal for beach cleaning services had been accepted by the Dade County administration. This will give us an initial clearing of all the rocks on the beach surface and then the beach will be cleaned of seaweed and debris once every two weeks for two years. Mr. Printup said he had been meeting with the Resort Association and the Advertising Agency to determine the proper approach for our advertising budget. Mr. Henry von Oesen told the council that the project was nearipg completion and showed them some tentative sketches for the wall that will separate the Harbour House North from the beach access. It was the Councils' opinion that Mr. Taplin should make the selection with Mr. von Oesen. Mr. Gold said he had reviewed the files on the Giblin case and that it is not clear that the Contempt Order has been discharged by the Court. He said there should be a further Order of the Court saying that the Order has been complied with and the Contempt Order discharged. He thinks we should request informally that the Contempt Order be discharged. Mr. Maley said that he and Alan Gold and representatives from Bay Harbor Islands had met with Coopers and Lybrand, C.P.A., and are working on challenging another rate increase by the City of North Miami Beach. He said that we will know the cost of the Coopers and Lybrand fee shortly, which will be equally shared by Say Harbor Islands. Mr. Taplin suggested that the council room should be refurbised along with Village Hall renovations. Mr. Maley said he would like to wait until the main project is completed before going into this due to budget limitations. Mr. Printup said Mr. Kovens of Bal Harbour 101 had offered to donate plants for the Village Hall. Mr. Gold said he would like to look into this before the Council makes a decision.
