A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
LYNWOOD AUTHORIZING STAFF TO NEGOTIATE WITH MOB
MEDIA FOR THE CREATION OF A PUBLICITY CAMPAIGN
BASED ON CAPTAIN RECYCLE AND AUTHORIZINGTHE
PURCHASE OF SAID SERVICES AND RELATED PUBLICITY
MATERIALS THROUGH AN INFORMAL BID PROCEDURE
WHEREAS, the people of the State of California have enacted the '
~ ~ California Oil Recycling Enhancement Act that provides funds to cities and counties for
establishing and maintaining local used oil collection programs that encourage -recycling
or appropriate disposal of used oil and used oil filters; and
WHEREAS, the City previously received grant funds from the Department
of Conservation and developed a "Captain Recycle" character and campaign to promote
recycling; and
WHEREAS, the "Captain Recycle" character can be used as a basis for
creating a Used Oil and Used Oil Filter recycling campaign to promote proper disposal
of used oil and used oil filters; and
WHEREAS, staff is proposing to use MOB Media (who created the
Captain Recycle character) to create a full costume of Captain Recycle that staff can.
wear to attend City events, block watch meetings, schools, etc. to promote recycling
and purchase t-shirts, book covers,. posters etc; and
WHEREAS, staff is satisfied that MOB Media has the expertise needed to
create a used oil and used oil filter recycling campaign, costume and related materials
for the City of Lynwood; and
WHEREAS, these services and related items needed can be more
economically and expeditiously completed if done through an informal bidding process;
and
WHEREAS, under Section 6-3.:13 of the Lynwood Municipal Code,
Council can authorize the informal bidding process by a 4/5/ vote.
NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF
THE CITY OF LYNWOOD, STATE OF CALIFORNIA, DOES HEREBY RESOLVE,
DECLARE, DETERMINE AND ORDER AS FOLLOWS: '
SECTION 1. That the City Council authorizes staff to negotiate with MOB
Media for the acquisition of a used oil and used oil filter recycling publicity campaign
using Used. Oil Recycling grant funds for the City of Lynwood. ;
SECTION 2. That the City Council authorizes the use of an informal bid
procedure for the procurement of the services for the creation of a publicity campaign
and the purchase of a costume and related publicity materials through a 4/5 vote by City
Council '~
SECTION 3. That this resolution shall take effect immediately upon its
adoption. ~.
