LYNWOOD APPROVING THE IMPLEMENTATION OF THE "•
INFORMATION SERVICES AND' REFERRAL PROGRAM, . -
.' SATELLITE INFORMATION"SITES,-AND YOUTH SERVICES
ID CARD..
~ WHEREAS, according to the Lynwood.,Unified School Districf:record the student
,~; drop-our-rate is approximately 10 percent; and
WHEREAS, the Employment Development•Department reports that the. -
current unemployment rate for Lynwoodis 45%among persons between the ages of 16 to 2S '
years; and .
WHEREAS,. the Sheriffs Department reports that the Gang vs. Gang episodes
occurred 228 times during.the year and that juvenile arrests for felonious assault and grand theft.
auto lead the region; and - .
WHEREAS, these statistics demonstrate that a crisis exist for Lynwood .youth and
heir families; .and ~ ~ '
• _ WHEREAS, prevention programs such as the information services and referral
.: program,. satellite information sites, and Youth Services fD Card targeting Lynwood-youth seeks to
enhance the, quality of life ,for Lynwood youth and their families by providing them with tools to
• cope with daily life challenges; and . '
WHEREAS,.Project IMPACT has~the expertise to develop a database of city,
county, state social services available to Lynwood youth and their families, to develop a "Lynwood
Social Services Information Guide"; to conduct youth outreach, youth interest surveys, satellite
information sites, and Youth ID Service Card;`
- NOW. THEREFORE, THE CITY COUNCIL OF LYNWOOD DOES HEREBY ~ •
.i FIND, PROCLAIM; ORDER AND ..RESOLVE AS FOLLOWS:
_ ~~ '," ~ ~ Section 1. That the City'Councit approves the Information Services and
'Referral Program which includes the.development of a database of city, county, state social
• ~ services available to Lynwood youth and their families, the development of a "Lynwood Social
Services Information Guide", youth outreach, and. youth interest surveys.
.Section 2. ~ That the City Council approves the establishment~of satellite .
' information sites and Youth Services ID Card.' •
• • `Section 3. That the City Councif directs the City Attorney to, draft an _
.Agreement :between the City ahd Project IMPACT for the implementation of the Information
Services, and. Referral Program, Satellite Sites, and. Youth Services ID Program. •
Section 4. : That the City Council approves the appropriation of $28,000 from
. ~ the unappropriated general fund to 1-4771-4220 to cover expenses in FY 99-2000 and to include
- remaining program cost in the FY 2000-2001 Budget. ~;
. Section 5 That this resolution shall take effect.immediately upon its ..
.. adoption. • .
