CALL TO ORDER
The Work Session of October 12, 2009 was convened at 5:35 P.M. by Mayor John
Landwehr.
ATTENDANCE
The following Council Members were present:
Present: Carroll (arrived at 5:45 PM), Ferguson, Harvey, Klindt, Koon, Medin,
Penfold, Pope (arrived at 5:42 PM), Scrivner, and Struemph (arrived
at 5:36 PM)
Absent: None
A quorum was present.
TOPICS OF DISCUSSION
Mayor John Landwehr welcomed members of the JCTV Steering Committee and staff of
JCTV who were present to participate in a discussion about JCTV and the issue of local
cable access in general.
JCTV & Cable Access Issues
City Counselor Nathan Nickolaus made a presentation regarding JCTV and explained how
JCTV is configured, how the programs are produced and distributed, and the "P.E.G."
definition of cable television: "Public, Educational, Governmental."
Mike Moyer of the JCTV Steering Committee also gave a brief presentation explaining his
personal vision, goals, and philosophy regarding the issue of local cable access.
Mr. Nickolaus also discussed issues with Mediacom quality, service, etc., and how it affects
JCTV. The City Council asked the JCTV Steering Committee to make inquiries about what
would be required, or involved, in getting the signal onto the new Embarq broadcast system.
The phone number for those having issues with Mediacom was given out as 635 -3212.
At the conclusion of the discussion, Mayor John Landwehr asked staff to do the following
three things:
1. Contact Embarq
2. Determine Costs for high - quality streaming services
3. Try to generate some direct contact with Mediacom on behalf of JCTV

Charter Changes
City Counselor Nathan Nickolaus made a presentation regarding some proposed Charter
changes to "clean up" some current Charter language. One of the issues which he believed
may be a little more involved than just `cleanup' is the issue of term limits for Council
Members appointed in midterm to fill unexpired terms. He stated that the problem currently
exists of Council seats remaining on a schedule following such an appointment which
makes it difficult, or impossible, for that seat to be placed back on a regular schedule to be
filled by the voters. Following the discussion, different options were presented, and the
Council agreed the matter should be brought up at a Regular City Council meeting so that
the viewing public could hear the discussion. Mayor John Landwehr asked the Council
Members to be thinking about the various options and discussing it to determine what they
wished to do, if anything, within the next few weeks.
