CALL TO ORDER
The October 16, 2009, "Brown Bag" Work Session was convened at 12:07 P.M. by
President Pro Tempore Mike Harvey in the absence of Mayor John Landwehr.
ATTENDANCE
The following Council Members were present:
Present: Carroll, Harvey, Klindt, Koon, Medin, Penfold, *Pope (arrived at 12:35
PM), Scrivner, and Struemph
Absent: Ferguson
A quorum was present.
DISCUSSION OF AGENDA ITEMS
Moving up items on agenda
City Administrator Steve Rasmussen asked the Council to consider moving up Resolution
RS2009 -27 to occur before the public hearings so that the employee being honored as the
recipient of this year's Outstanding Service Award would not have to stay for the whole
meeting. There were no objections.
ANNOUNCEMENTS OF UPCOMING EVENTS:
Finance Director Steve Schlueter stated he would like to announce this year's surplus
auction which will be held on October 31.
Assistant Community Director Charles Lansford made an announcement about the open
house at the landfill which will be held on Monday, October 19 from 10:00 AM to 3:00 PM.
BILLS:
2009 -88 (Animal code for "provocation" of animals) - Councilman Jim Penfold stated he
would like to offer an amendment to make the minimum age seven (7) instead of five (5) as
shown in the bill. He stated he believed that was what was decided by the Administration
Committee when the bill was discussed. He also would like to add language about "or other
persons" so that any person in charge of a small child would also be included in the
language.
2009 -81 (Amending code pertaining to parking on Jefferson, Dunklin, and City Lot 31) -

Councilman Ron Medin stated he will be placing this bill on the Informal Calendar.
2009 -73 (Charter Changes) - Councilwoman Carrie Carroll stated this will remain on the
Informal Calendar.
RS2009 -28 (trash bin policies) - Councilman Bob Scrivner stated he plans to withdraw this
on Monday night.
New Business
City Administrator Steve Rasmussen and Assistant Community Director Charles Lansford
stated they will be making announcements about returning Allied trash bags to be applied
as credit towards the resident's bill. The City will be set up as a satellite location to accept
those trash bags as a service to Allied customers for 30 days beginning November 2.
*Councilman Bryan Pope arrived at the meeting at this point (12:35 PM)
Councilman Dan Klindt asked if the presentation by Mr. Palmer's Lewis & Clark Monument
presentation could be moved up on the agenda to occur immediately after RS2009 -27
which has already been moved up. No objections were voiced to his request.
