CALL TO ORDER
The October 19, 2009, "Pre- Meeting" Work Session was convened at 5:47 P.M. by Mayor
John Landwehr.
ATTENDANCE
The following Council Members were present at the time the meeting convened:
Present: Carroll, Ferguson, Harvey, Klindt, Koon, Medin (arrived at 5:50 PM),
Penfold, Pope, Scrivner and Struemph
Absent: None
DISCUSSION OF AGENDA ITEMS
Appointments
Mayor John Landwehr stated that he would like to recommend Councilman Eric Struemph
as the liaison appointment to the new Animal Shelter Advisory Board, and Councilman Ron
Medin as the City's representative to the Enhanced Enterprise Zone.
2009 -88 (Animal code for "provocation" of animals) - Councilman Jim Penfold stated he
would like to offer an amendment to make the minimum age seven (7) instead of five (5) as
shown in the bill. He stated he believed that was what was decided by the Administration
Committee when the bill was discussed. He also would like to add language about "or other
persons" so that any person in charge of a small child would also be included in the
language. Mayor John Landwehr suggested that Councilman Penfold get his proposed
language to the Council in the form of a Substitute Bill before the next Council meeting to
allow time for the Council to see it before voting on it.
2009 -81 (Amending code pertaining to parking on Jefferson, Dunklin, and City Lot 31) -
Councilman Ron Medin stated he will be placing this bill on the Informal Calendar.
2009 -73 (Charter Changes) - Councilwoman Carrie Carroll stated she will place this item
on the Informal Calendar tonight.
RS2009 -28 (trash bin policies) - Councilman Bob Scrivner stated he plans to withdraw this
on Monday night.
