FY 1995-96 and 1996-97 Discretionary Surface Transportation Program Planning Projects. Overview The Commission approved the FY 1995-96 and 1996-97 Discretionary Surface Transportation Program (STP) Planning Program for the Coachella Valley Association of Governments (CVAG), as proposed. However, there was a significant amount of discussion on the Western County Association of Governments of Program of projects and the Commission determined that the Western County Planning Program be carried over for further consideration at the May 10, 1995 meeting. 4. AGENDA ITEM NO. 3 RIVERSIDE COUNTY TRANSPORTATION COMMISSION DATE: May 10, 1995 TO: Riverside County Transportation Commission FROM: Hideo Sugita, Assistant Director of Planning and Programming THROUGH: Jack Reagan, Executive Director SUBJECT: FY 1995-96 and 1996-97 Discretionary Surface Transportation Program Planning Projects At the April 12, 1995 meeting, the Commission approved the FY 1995-96 and 1996- 97 Discretionary Surface Transportation Program (STP) planning program for the Coachella Valley Association of Governments (CVAG), as proposed. However, there was a significant amount of discussion on the Western County Association of Governments program of projects and the Commission determined that the Western County planning program be carried over for further consideration at the May 10, 1995 Commission meeting. Several areas of concern were touched on during the discussion. The areas ranged from questions on particular planning projects (e.g. the Cajalco Corridor Study) to questioning the value of investing in planning rather than traditional transportation projects, particularly in light of our economic condition, to recommending the Commission administer the program. Attached is the original memorandum from the April meeting excluding the CVAG planning program which was approved.
