HomeMy Public PortalAbout2004-23 - RESIDENTIAL PARKING PERMITSORDINANCE 2004 -23 AN ORDINANCE CREATING SECTION 8 -78 OF THE GREENCASTLE CITY CODE REGARDING RESIDENTIAL PARKING PERMITS FOR DOWNTOWN GREENCASTLE WHEREAS, The City of Greencastle is committed to promoting and developing a driving Downtown area, in part by encouraging development of residential housing above many of the local downtown businesses; and WHEREAS, there is inadequate parking in the downtown area for residents wishing to park near their residence without being ticketed for an overtime parking violation. NOW THEREFORE be it ordained by the Common Council of the City of Greencastle that it hereby creates sections 8 -78 of the Greencastle City Code to read as follows: Sec. 8 -78 Residential Parking Permits 1. The City shall issue residential parking permits to individuals residing along all ® sections of streets designated as limited to two hour parking, and described in Section 8 -26 of this code. 2. People possessing a residential parking permit may park in any parking space which is restricted to two hour parking and located in the Designated Residential Parking Zones and specifically described as: Washington Street from Jackson Street to Market Street (12 spaces) Indiana Street from Franklin Street to the Alley (7 Spaces) Vine Street from Washington to Walnut, West Side Only (4 spaces) Walnut from Indiana Street to Jackson Street (3 Spaces) Columbia Street Lot (3 designated spaces) Vine Street Lot (2 designated spaces) However, other parking restrictions shall apply, including restrictions for spaces designated for handicap parking, reserved parking, and snow routes. Parking is for an unlimited duration except that vehicles must only take up one parking space, not be backed in, and must be facing the correct direction on the street. Vehicles cannot violate any sections in the Greencastle Code or the Indiana Code regarding abandoned or inoperable vehicles. O 3. Only 1 permit shall be issued per adult driver, and only I permit shall be issued • per residence. Permits may not be transferred to non - residents. Permits may be transferred to other vehicles owned by the same resident, upon approval of the City and updating vehicle info. Vehicle information must be updated or an overtime citation will be issued. 5. Applications shall be available and administered through the Greencastle Police Department by the Parking Violations Officer. Adequate verification of residency must be provided. 6. The Residential Parking Permit fee shall be $10.00 per month. The duration of the Residential Parking Permit shall not exceed the term of the tenant's current lease agreement. A fee of $5.00 shall be assessed for lost permits. 7. The City does not guarantee that a parking space will be available for each permit holder at all times. The parking areas remain available, but limited to two -hour parking, for all others. 8. Permits must be affixed to the inside of the front window of the vehicle and must be clearly visible at all times. 0 9. No permit shall be issued to any residents with unpaid parking tickets in the City of Greencastle. 10. Permits will be made available to downtown residents who do not have off street parking available to them. 11. It shall be unlawful to copy, reproduce, assign, give away, or resell any residential permit. Persons violating the terms of this Ordinance shall face immediate revocation of their permit and shall be subject to a parking violation assessment of $50.00 on favor of the City.
