1. CALL TO ORDER
Mayor Blum called the Special City Council meeting to order at 7 :08p.m.

Mayor Blum made a motion to excuse Councilmember Sternquist for cause .
Seconded by Counc ilmember Vizcarra .
Mayor Pro Tern Chavez recused himself from the discussion of Discussion Item 4A
due to potential confl ict of interest.

4. DISCUSSION ITEM
A. APPROVAL OF A MEMORANDUM OF UNDERSTANDING (MOU )
BETWEEN THE CITY OF TEMPLE CITY AND THE TEMPLE CITY
EMPLOYEES ASSOCIATION (TCEA) FROM JULY 1, 2014 THROUGH
JUNE 30 , 2016
The City and TCEA have bargained in good fa ith and have come to a
tentative agreement fo r wages , hours , and other terms and conditions of
employment for July 1, 2014 through June 30 , 2016 . It is recommended the
City Council take the actions outlined to implement the MOU .
City Manager Cook gave a brief background and overview of how the MOU
between the City and the TCEA was put together.
Administrative Serv ices Director Hause gave a brief summary of the staff
report .
City Council made comments regarding the MOU and the process it took for
the City and City staff to reach an agreement.
Councilmember Vizcarra made a motion to adopt Resolution No . 15-5067

approving the MOU between the City of Temple City and the TCEA and
amending salary ranges for positions represented by TCEA . Seconded by
Councilmember Yu and approved by the following votes :

Councilmember Vizcarra made a motion to appropriate $57 ,176 from the
General Fund Undesignated Fund Balance for the implementation of the MOU.
Seconded by Councilmember Yu and adopted by the following votes :
