CALL TO ORDER Mayor Chavez called the Special Meeting to order at 7 :00a.m . 2. ROLL CALL PRESENT: ABSENT: Councilmember -Chavez, Figh , Man , Sternqu ist (Arrived 7 :03AM) Councilmember-Yu ALSO PRESENT: City Manager Cook , Deputy City Clerk Bonus , Community Development Director Forbes , Publ ic Safety Officer Ariizumi and Senior Community Preservation Officer Tran Captain Jacob , Sergeant Miranda , Deputy Adam s , Deputy Zuniga , and Deputy Lam 3. PUBLIC COMMENTS -None 4. UNFINISHED BUSINESS -None 5. NEW BUSINESS -None 6. COMMUNICATIONS C ity Manager Cook requested staff to provide brief introductions to the City Council. A . QUALITY OF LIFE Sergeant M iranda provide d a brief overview of the quality of life . B . OPERATIONS Sergeant M iranda provided an update regarding arrests and operations in the City . City Council Minutes March 25 , 2015 Page 2 of 4 Councilmember Sternquist asked if the Sheriffs have maintained communications with neighboring cit ies regarding arrests made in their local jurisdictions . Sergeant Mi randa stated that the Sheriffs have maintained communications with the ne ig hboring communities . Sergeant Miranda provided an update regarding transient operation in the City . Mayor Chavez requested how many contacts were made with the transients in the City . Sergeant Miranda stated , less than 10 contacts were made with the transients . C . TRAFFIC ISSUES Sergeant Miranda provided an overview of traffic operations conducted at school zones . Captain Jacob provided an overview of the meeting with Supervisor Antonovich . City Manager Cook p rov ided feedback regarding the meeting with Supervisor Antonovich . D . CRIME AND TRAFFIC TRENDS Sergeant Miranda provided an overview of the crime trends in the City . Mayor Chavez requested information regarding the City ordinance for back- in parking. Community Development Director Forbes stated that the Parking Enforcement Officers are ticketing for the violations made on City properties . Mayor Chavez requested information regarding how traffic violations are handled by the Sheriffs department. Captain Jacobs provided an overview regarding the traffic in the City . PUBLIC OUTREACH I EVENTS Sergeant Miranda provided an overview of the public outreach and events attended in the City . F. NOTABLE ARRESTS Sergeant Miranda provided an overview of notable arrests made in the City . G . CRIME AND TRAFFIC STATISTICS City Manager Cook asked Sergeant Miranda to explain to the new Councilmembers how to read the table of statistics for crime and traffic trends in the City . Sergeant Miranda provided an overview of how to inte rpret the crime and traffic statistics provided . Councilmember Man requested information regarding crime trends fluctuation throug hout the year, specifically during the ho lidays. Sergeant Miranda stated that the crime tends to spike during the holidays. Councilmember Sternquist stated how thankful she was to see Sheriffs actively patrolling the City streets and stated that seeing their vehicles around the City is a great reminder to be a safe driver . H. UPCOMING EVENTS FOR APRIL 2015 Sergeant Miranda provided an overview of upcoming events and operations that will be conducted in the City . Councilmember Fish requested an update regarding the stop signs posted at Longden Avenue and Encinita Avenue and shared the happy responses she received regarding the stop signs . Councilmember Sternquist requested additional window decals be provided to the residents attending the Neighborhood Watch meeting . Councilmem ber Man requested information regarding the Sheriffs response times in relation to surrounding communities . City Counc il Minutes March 25 , 2015 Page 4 of 4 Mayor Chavez requested the Sheriffs to rem ind skateboarde rs that no skateboa rds are allowed in City parks . He also requested pictures to be added to the presentations during the Sheriffs meetings . 7. ADJOURNMENT The Special Meeting was adjourned at 8 :00a.m .
