CONSENT C ALEND AR All Consent Calendar item s m ay be approved in a single motion as recommended unless rem oved f or f urther discussion. If members of the City Council or persons in the audience wish to discuss any m atters listed on the Consent Calendar, please address them at this tim e. Recomm endation: Approve Item s A through G per recommendations. A. APPROVAL OF MINUTES The City Council is requested to review and approve: 1) Minutes of the Special City Council Meeting of February 24, 2015; 2) Minutes of the Special City Council Meeting of March 25, 2015; 3) Minutes of the Special City Council Meeting of April 7, 2015; and 4) Minutes of the Regular City Council Meeting of April 7, 2015. Recommendation: Approve. B. APPROVAL OF A THIRD AMENDMENT TO THE CONSULTANT SERVICES AGREEMENT WITH COMMUNITY MEDIA OF THE FOOTHILLS (CMF) TO VIDEO RECORD AND BROADCAST CITY COUNCIL MEETINGS TO THE COMMUNITY CMF is a local non-profit organization located in Monrovia. They have provided reliable recording service to Temple City for the last five years. Additionally, CMF is responsive to staff and cognizant of the City’s needs. Approval of the third amendment will ensure no interruption of services. Recommendation: 1) Approve the Third Amendment to the Consultant Services Agreeme nt (Attachment “A”) with Community Media of the Foothill to video record City Council meetings for live and delayed broadcast to the community (i.e., $24,000.00); City Council Agenda April 21, 2015 Page 3 of 7 2) Approve a Consultant Services Agreement with Community Media of the Foothills to provide programming services for the City’s cable channel (i.e., $8,000.00); and 3) Authorize the City Manager to execute the amendment and agreements. C. APPROVAL OF AN AMENDMENT TO THE CONSULTANT SERVICES AGREEMENT WITH ECS IMAGING, INC. (ECS) TO RENEW THE ANNUAL MAINTENANCE AND RELATED SERVICES AND APPROVE THE PURCHASE OF ADDITIONAL USER LICENSES FOR THE WEB PORTAL Additional web user license will keep up with the public’s demand t o access City’s public record via the web portal and renewal of the maintenance and support agreement will ensure that there is not an interruption in software update and staff support. Recommendation: Approve the Amendment to the Consultant Services Agreements with ECS Imaging, Inc., to renew the annual maintenance and related services with an option to extend the annual maintenance and related services for an additional period of three years and approve the purchase five additional concurrent user licenses for the web portal and for an amount not to exceed $12,074.00. D. APPROVAL OF PERMITS TO SELL FIREWORKS FOR THE 2015 SEASON The City Council is requested to approve fireworks permits for 11 non-profit organizations/groups. City Council’s approval will allow the non-profit organizations/groups to raise funds to support their respective activities. Recommendation: Approve 11 applications for fireworks permits for the 2015 season. E. ADOPTION OF RESOLUTION NO. 15-5078 APPROVING THE FIRST AMENDMENT TO THE CONSULTANT SERVICES AGREEMENT WITH KIMLEY-HORN AND ASSOCIATES, INC. FOR THE TRAFFIC IMPACT ANALYSIS FOR THE LAS TUNAS DRIVE SAFETY ENHANCEMENT AND BEAUTIFICATION PROJECT City Council is requested to approve the First Amendment to the Consultant Services Agreement with Kimley-Horn and Associates, Inc. to expand the original scope of work to include additional traffic study tasks based on the City Council Agenda April 21, 2015 Page 4 of 7 redesign of Las Tunas Drive. Recommendation: Adopt Resolution No. 15-5078 to approve the First Amendment to the Consultant Service Agreement with Kimley-Horn and Associates, Inc. in the amount of $20,000 for the Traffic Impact Analysis for the Las Tunas Drive Safety Enhancement and Beautif ication Project, CIP No. P13-04. F. PETTY CASH REPORT The City Council is requested to review, receive and file the Petty Cash and Visa Card Report. Recommendation: Receive and file report. G. ADOPTION OF RESOLUTION NO. 15-5081 APPROVING PAYMENT OF BILLS T he City Council is requested to adopt Resolution No. 15-5081 authorizing the paym ent of bills Recommendation: Adopt Resolution No. 15-5081. 8. PUBLIC HEARING – None 9. UNFINISHED BUSINESS A. APPROVAL OF A SERVICES AGREEMENT WITH GRETCHEN STERLING TO OPERATE AND MANAGE THE TEMPLE CITY CERTIFIED FARMERS MARKET The City Council is requested to approve a Service Agreement with Gretchen Sterling to continue to operate a certified farmer’s market in the City of Temple City for an additional one-year term. Presentation: Executive Assistant to the City Manager/City Council Recommendation: Approve a Services Agreement with Gretchen Sterling to operate and manage the Temple City Certified Farmers Market. DISCUSSION ON NOMINATING AN ELECTED OFFICIAL FROM THE EAST CITY CLUSTER OF THE METRO SAN GABRIEL VALLEY SERVICE COUNCIL TO REPRESENT THE CITY OF TEMPLE CITY AND THE CITIES OF ARCADIA AND EL MONTE The City is one of 21 cities represented by Metro San Gabriel Valley Service Council and one of the three cities represented by the San Gabriel Valley East City Cluster (i.e., Arcadia, El Monte and Temple City). The nomination process is the first step in appointing an individual to serve on the Metro Service Council. Recommendation: The City Council is requested by the East City Cluster of the Metro San Gabriel Valley Service Council to nominate an elected official from the East City Cluster to represent the City of Temple City and other cities in the East City Cluster of the Metro San Gabriel Valley Service Council and direct the City Manager to coordinate with the cities of Arcadia and El Monte to submit a letter nominating the elected official to be the representative for the East City Cluster of the Metro San Gabriel Valley Service Council. 10. NEW BUSINESS A. DISCUSSION REGARDING THE PUBLIC ARTS COMMISSION At the request of Mayor Chavez, the City Council will discuss structure of the Public Arts Commission. Recommendation: City Council to discuss structure of the Public Arts Commission and direct staff to present actions prescribed as a result of the discussion for Council consideration on May 5, 2015. 11.
