Mayor Vandernail called the meeting to order at p.m.

Trustee Taylor moved, and Trustee Soles seconded the motion to approve the Agenda.
Motion carried: 7-0.
4. Consent Agenda:
a) Minutes — May 17, 2017
b) Resolution 2017-06-01 Transit Expenditures March 2017
Trustee Taylor moved, and Trustee Quinn seconded the motion to move Resolution
2017-06-01 Transit Expenditures March 2017 to the agenda and approve the consent
agenda with the Minutes — May 17, 2017. Motion carried: 7-0.
5. Public Hearing
Ordinance No. 444- Amending the Fraser Municipal Code and Zoning Regulations
Trustee Waldow moved, and Trustee Soles seconded the motion to open the public
hearing Town Code Zoning Amendments. Motion carried: 7-0.
Proof of publication was entered into the record.
EXECUTIVE SUMMARY/BACKGROUND:
Staff has received direction to move forward with zoning code amendments to allow for
smaller lot size and width, and reduced dimensional standards for setbacks and
minimum area of a building on the ground floor, using a conditional use process.
The long-term plan is to overhaul the entire zoning code. We currently have a Request
for Proposals (RFP) out to hire a consultant for assistance with this huge project. The
deadline to submit an RFP is June 23, 2017.

STAFF RECOMMENDATION: Approval of the ordinance adopting certain zoning code
amendments.
Trustee Miller moved, and Trustee Soles seconded the motion to close the public
hearing. Motion carried: 7-0.
6. Discussion and Possible Action Regarding
a) Ordinance 444 Amending the Town Code (Zoning)
Trustee Miller moved and Trustee Taylor seconded the motion to approve Ordinance
No. 444 Amending the Fraser Municipal Code and Zoning Regulations with the following
changes Replace Sec. 16-4-300— Placement of structures (b) In an effort to provide
development flexibility, all residential, commercial and mixed-use structures may be
constructed with zero lot line setbacks; however compliance with all other applicable
rules and regulations must be adhered to. Motion carried:6-0-1, Waldow Abstains
b) Resolution 2017-06-02 Authorizing Execution of an Agreement for Economic
Incentives for the Fraser Still Project
Trustee Quinn moved, and Trustee Soles seconded the motion to approve Resolution
2017-06-02 Authorizing Execution of an Agreement for Economic Incentives for the
Fraser Still Project and Resolution 2017-06-03 Authorizing Execution of an Agreement
for Economic Incentives for the Village at Grand Park. Motion carried: 5-2 Nay Waldow
and Meyring
c) Resolution 2017-06-03 Authorizing Execution of an Agreement for Economic
Incentives for the Village at Grand Park
d) Resolution 2017-06-04 Authorizing Execution of a Grant and Loan
Agreement for the Crooked Creek Saloon and Eatery Remodel
The TB asked the TM to make some changes to the agreement and bring it back to the
Board.
e) Compact of Colorado Communities
Trustee Soles moved, and Trustee Waldow seconded the motion to submit the pledge
to sign the Compact of Colorado Communities. Motion carried:6-0-1, Quinn Abstains
f) Resolution 2017-06-01 Transit Expenditures March 2017
The TB would like an IGA for the Transit Expenditures and an explanation of the invoice
with greater detail.
Trustee Soles moved, and Trustee Miller seconded the motion to approve Resolution
2017-06-01 Transit Expenditures March 2017. Motion carries: 4-3, Nay Waldow,
Meyring and Vandernail.

8. Other Business-
Trustee Taylor discussed the fence on HWY 40 between Sharky's and the Visitors
Center. He has requested the Town to ask CDOT to replace the fence that they knocked
over plowing in the last snow storm of the season. TM said he does not believe CDOT
owns the fence and will check into this.

Trustee Taylor moved, and Trustee Miller seconded the motion to adjourn. Motion
carried: 7-0. Meeting adjourned at 8:35 p.m.
