RE: Agenda Item — Acceptance of Gift of Funds and Expenditure
I am pleased to inform you that the Watertown Police Foundation has offered to make a
contribution in the amount of $2,970 to find the purchase of ten (10) two-way portable radios
that can be used for communications purposes in the event of an emergency at any of the Public
Schools in Watertown. As indicated in the attached correspondence from Joseph B. Darby III,
President of the Watertown Police Foundation, the Foundation purchased similar equipment a
couple of years ago as a safety measure for the schools, and the Watertown Police Department
has recommended that an additional ten radios would be of significant further benefit toward
assuring the safety of children and students (and teachers and administrators) in the Watertown
Public School system in the event of an emergency.
Pursuant to Massachusetts General Laws Chapter 44, Section 53A, any expenditure of gifts of
funds needs the approval of the Town Manager and Town Council.
I respectfully request the attached Resolution accepting this gift expenditure be placed on the
November 24, 2015 Town Council Agenda for your consideration.

Resolution approving the Acceptance and Expenditure of Gifts of Funds
WHEREAS: from time to time, this community is the beneficiary of a gift donated towards
improving the quality and spirit of its inhabitants lives; and
WHEREAS: the Watertown Police Foundation has offered to make a contribution in the
amount of $2,970 to fund the purchase of ten (10) two-way portable radios; and
WHEREAS: the two-way portable radios will be used for communications purposes in the
event of an emergency at any of the Public Schools in Watertown; and
WHEREAS: the Watertown Police Department has recommended these ten radios would be of
significant further benefit toward assuring the safety of children and students (and teachers and
administrators) in the Watertown Public School system in the event of an emergency.
NOW THEREFORE BE IT RESOLVED: that the Town Council of the City known as the
Town of Watertown, hereby accepts and appropriates, pursuant to Massachusetts General Laws
Chapter 44, Section 53A, monetary gift in the amount of $2,970 generously donated by the
Watertown Police Foundation.

The Watertown Police Foundation recently received a proposal that this organization fund the purchase of ten (10) two-
way portable radios that can be used for communications purposes in the event of an emergency at any of the public
schools in Watertown.
The Foundation purchased similar equipment a couple of years ago as a safety measure for the schools, and the
Watertown Police Department has recommended that an additional ten radios would be of significant further benefit
toward assuring the safety of children and students (and teachers and administrators) in the Watertown public school
system in the event of an emergency.
I am happy to report that the Board of the Watertown Police Foundation has approved this proposal and is prepared to
donate the sum identified in the attached invoice, in the amount of $2970.
As we have done in the past, we request that the Town Council and/or the School Committee formally accept the
proposed contribution, and that the Town (or School Committee) order the equipment identified in the invoice, and the
Foundation will then make a contribution, as directed, to the appropriate person or branch of town government.

One behalf of the Watertown Police Foundation we are proud to continue to support the Watertown Police
Department, and the Town of Watertown, in making contributions that promote and advance the public safety of our

Project Proposal for Funding
I. BACKGROUND AND JUSTIFICATION
The Watertown Public Schools has deployed two-way portable radios for use with it's critical
incident management functions. Over time, these radios have proved to be invaluable to faculty
and staff and the Watertown Public Schools. In addition, the radios issued to the school
principals have the added ability of direct communication with police officers on scene of an
emergency through the Watertown Police Department "direct" channel.
The radios serve as a means of emergency communication between staff members during
medical events, evacuations, fire drills, missing students and other scenarios where Iandline or
cellular use is difficult. As faculty and student populations changed in the school system, it has
become an even more valuable tool to cope with these changing needs. As a result of a greater
number of emergency medical cases and mental health response needs, staff are discovering that
there is a gap with the radio coverage. With a greater number of aids to help students with
special needs, the school system has encountered a shortfall on portable radios.
The Watertown Police Department feels that approval of this request will further the goals of
public safety for the Watertown Community.
II. OBJECTIVES & MANAGEMENT
A. Immediate objectives
It is the hope of the Watertown Police Department and the Watertown Public Schools that the
Watertown Police Foundation would provide the school system with ten (10) additional radios to
help alleviate the coverage gap in the school system. Please see the following sections for
specifics about the program.
B. Management
The radios would be maintained by the Watertown Public School's critical incident team. Cyber
Communications would be contracted for setup and repairs. These radios would be distributed
amongst the five Watertown Public Schools to cover their individual coverage gaps.
III. BUDGET & EQUIPMENT DETAILS
We are anticipating expenses for this proposal to be $2,970.00 for ten radios, see attached quote.
The cost includes engraving, programming, batteries, charging units, belt clips and 2 year
warranty for each radio.
The radio itself is a Motorola CP 185 UHF portable radio and is compatible with the current
radios deployed by the school.
