their regular meeting of April 14, 2015.

C. PARKS AND RECREATION COMMISSION ACTIONS – MEETING OF
APRIL 15, 2015
The City Council is requested to review the Parks and Recreation
Commission actions of their regular meeting of April 15, 2015.

A. ADOPTION OF RESOLUTION NO. 15-5077 APPROVING THE REMOVAL
OF ONE-WAY TRAVEL RESTRICTIONS ON FOUR ALLEYS IN THE
DOWNTOWN AREA
Transtech, City’s Traffic Engineer Consultant, conducted a study of the alleys
to determine the need and appropriateness of limiting the alleys to one-way
travel. The study looked at the land uses abutting each alley, site access,
circulation, and accident data.
Presentation: Community Development Director
Recommendation:
1) Removal of one-way travel restrictions on the four public alleys in the area
bounded by Las Tunas Drive, Cloverly Avenue, Woodruff Avenue, and
Kauffman Avenue to allow two-way travel in the alleys; and
2) Installation of 15 mph speed limit signs at each end of each alley, two
additional speed humps in each alley, and speed hump warning signs in
each alley.

B. INTRODUCTION AND FIRST READING OF ORDINANCE NO. 15-1003
AMENDING MUNICIPAL CODE SECTION 2-6C-5 TO REDUCE SIZE OF THE
PUBLIC ARTS COMMISSION
City Council directed staff to prepare and introduce an ordinance reducing size of
the Public Arts Commission from seven to five members.
Recommendation:
1) Introduce Ordinance No. 15-1003 for first reading by title only;
2) Waive further reading of Ordinance No. 15-1003; and
3) Set the second reading of Ordinance No. 15-1003 for May 19, 2015.
