Mayor Chavez called the Regular City Council meeting to order at 7:31 p.m. 2. ROLL CALL PRESENT: ABSENT: ALSO PRESENT: 3. INVOCATION Councilmember-Fish, Man, Sternquist, Yu, Chavez Councilmember-None City Manager Cook, City Attorney Vail, Deputy City Clerk Bonus, Administrative Services Director Hause, Parks and Recreation Director Burrouyhs, Community Development Director Forbes, and Executive Assistant to the City Manager/ City Council Corella Pastor David Palmer, First Methodist Church, provided the Invocation. 4. PLEDGE OF ALLEGIANCE Jerry Jambazian led those present in the Pledge of Allegiance. 5. CEREMONIAL I PRESENTATIONS A. CHAMBER OF COMMERCE Peter Choi, President/CEO of Temple City Chamber of Commerce provided a quarterly update. B. UPPER SAN GABRIEL VALLEY MUNICIPAL WATER DISTRICT UPDATE Manuel Gouveia, Government Affairs Representative for the Upper San Gabriel Valley Municipal Water District provided an update regarding the water supply and San Gabriel Valley Water Smart City Challenge. Mayor Chavez pulled item 5C "Youth Committee Recruitment" out of order to be heard after "Public Comments on Items Not Listed on the Agenda". City Council Minutes April21, 2015 Page 2 of 10 6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA Kyla Sickles, Program Director, and representatives from Miss Temple City Program invited the City Council and community to attend their upcoming event. Mary Sneed, Event Chair for Temple City Relay for Life Committee, thanked City Council for their support and provided information regarding upcoming events. Jing Lee, Temple City Library Manager, announced upcoming library events for the month of May. 5. CEREMONIAL I PRESENTATIONS C. YOUTH COMMITTEE RECRUITMENT Youth Committee Members Amber Lee, Sabrina Trinh, and Bailee Weisz gave a brief presentation regarding the Youth Committee and announced the recruitment to fill expired seats. Mayor Chavez provided an overview of the past and present Youth Committee activities. 7. CONSENT CALENDAR Mayor Chavez pulled Consent Calendar Item 7A-1 out of agenda order for further discussion. Councilmember Man made a motion to approve the remaining items on the consent calendar. APPROVAL OF MINUTES Fish, Man, Sternquist, Yu, Chavez None None The City Council is requested to review and approve: 2) Minutes of the Special City Council Meeting of March 25, 2015; 3) Minutes of the Special City Council Meeting of April 7, 2015; and 4) Minutes of the Regular City Council Meeting of April?, 2015. APPROVAL OF A THIRD AMENDMENT TO THE CONSULTANT SERVICES AGREEMENT WITH COMMUNITY MEDIA OF THE FOOTHILLS (CMF) TO VIDEO RECORD AND BROADCAST CITY COUNCIL MEETINGS TO THE COMMUNITY CMF is a local non-profit organization located in Monrovia. They have provided reliable recording service to Temple City for the last five years. Additionally, CMF is responsive to staff and cognizant of the City's needs. Approval of the third amendment will ensure no interruption of services Actions: 1) Approved the Third Amendment to the Consultant Services Agreement (Attachment "A") with Community Media of the Foothills to video record City Council meetings for live and delayed broadcast to the community (i.e., $24,000.00); 2) Approved a Consultant Services Agreement with Community Media of the Foothills to provide programming services for the City's cable channel (i.e., $8,000.00); and 3) Authorized the City Manager to execute the amendment and agreements. C. APPROVAL OF AN AMENDMENT TO THE CONSULTANT SERVICES AGREEMENT WITH ECS IMAGING, INC. (ECS) TO RENEW THE ANNUAL MAINTENANCE AND RELATED SERVICES AND APPROVE THE PURCHASE OF ADDITIONAL USER LICENSES FOR THE WEB PORTAL Additional web user license will keep up with the public's demand to access City's public record via the web portal and renewal of the maintenance and support agreement will ensure that there is not an interruption in software update and staff support. Action: Approved the Amendment to the Consultant Services Agreements with ECS Imaging, Inc., to renew the annual maintenance and related services with an option to extend the annual maintenance and related services for an additional period of three years and approved the purchase five additional concurrent user licenses for the web portal and for an amount not to exceed $12,124.55. D. APPROVAL OF PERMITS TO SELL FIREWORKS FOR THE 2015 SEASON The City Council is requested to approve fireworks permits for 11 non-profit organizations/groups. City Council's approval will allow the non-profit City Council Minutes April21, 2015 Page 4 of 10 organizations/groups to raise funds to support their respective activities. Action: Approved 11 applications for fireworks permits for the 2015 season. E. APPROVAL OF THE FIRST AMENDMENT TO THE CONSULTANT SERVICES AGREEMENT WITH KIMLEY-HORN AND ASSOCIATES, INC. FOR THE TRAFFIC IMPACT ANALYSIS FOR THE LAS TUNAS DRIVE SAFETY ENHANCEMENT AND BEAUTIFICATION PROJECT City Council is requested to approve the First Amendment to the Consultant Services Agreement with Kimley-Hom and Associates, Inc. to expand the original scope of work to include additional traffic study tasks based on the redesign of Las Tunas Drive. Action: Approved the First Amendment to the Consultant Service Agreement with Kimley-Hom and Associates, Inc. in the amount of $20,000 for the Traffic Impact Analysis for the Las Tunas Drive Safety Enhancement and Beautification Project, CIP No. P13-04. F. PETTY CASH REPORT The City Council is requested to review, receive and file the Petty Cash and Visa Card Report. Action: Received and filed report. G. ADOPTION OF RESOLUTION NO. 15-5081 APPROVING PAYMENT OF BILLS The City Council is requested to adopt Resolution No. 15-5081 authorizing the payment of bills Action: APPROVAL OF MINUTES Adopted Resolution No. 15-5081 approving payment of bills. 1) Minutes of the Special City Council Meeting of February 24, 2015; At the February 24, 2015 Special City Council Meeting, Mayor Chavez recused himself from the meeting due to potential conflict of interest. Councilmember Stemquist was absent from the meeting. City Council Minutes April21, 2015 Page 5 of 10 Mayor Pro Tem Yu made a motion to approve Minutes of the Special City Council Meeting of February 24, 2015. PUBLIC HEARING -None 9. UNFINISHED BUSINESS-None A. APPROVAL OF A SERVICES AGREEMENT WITH GRETCHEN STERLING TO OPERATE AND MANAGE THE TEMPLE CITY CERTIFIED FARMERS MARKET The City Council is requested to approve a Service Agreement with Gretchen Sterling to continue to operate a certified farmer's market in the City of Temple City for an additional one-year term. City Manager Cook provided an update regarding the Services Agreement with Gretchen Sterling to operate and manage the Temple City Certified Farmers Market. Mayor Chavez opened public comments. Hearing no request to speak, Mayor Chavez closed public comments. Mayor Chavez restated the changes made to the First Amendment (the computation of how the City is paid and the reduction of days the Farmers Market will be closed) during the previous meeting of April?, 2015. Mayor Pro Tem Yu made a motion to approve the First Amendment to Services Agreement with Gretchen Sterling to operate and manage the Temple City Certified Farmers Market. Seconded by Councilmemt,Jer Fish and carried by the following votes: AYES: ABSTAINED: NOES: Councilmember: Councilmember: Councilmember: Fish, Man, Sternquist, Yu, Chavez None None A. DISCUSSION ON NOMINATING AN ELECTED OFFICIAL FROM THE EAST CITY CLUSTER OF THE METRO SAN GABRIEL VALLEY SERVICE COUNCIL TO REPRESENT THE CITY OF TEMPLE CITY AND THE CITIES OF ARCADIA AND EL MONTE City Council Minutes April 21, 2015 Page 6 of 10 The City is one of 21 cities represented by Metro San Gabriel Valley Service Council and one of the three cities represented by the San Gabriel Valley East City Cluster (i.e., Arcadia, El Monte and Temple City). The nomination process is the first step in appointing an individual to serve on the Metro Service Council.. City Manager Cook provided a brief overview of the nomination process for the East Valley Cluster of the Metro San Gabriel Valley Services Council. Mayor Chavez opened public comments. Hearing no request to speak, Mayor Chavez closed public comments. Councilmember Sternquist made a motion to nominate Roger Chandler from the City of Arcadia to represent the East City Cluster of the Metro San Gabriel Valley Service Council. Seconded by Councilmember Fish and carried by the following votes: AYES: ABSTAINED: NOES: 10. NEW BUSINESS Councilmember: Councilmember: Councilmember: Fish, Man, Sternquist, Yu, Chavez None None A. DISCUSSION REGARDING THE PUBLIC ARTS COMMISSION At the request of Mayor Chavez, the City Council will discuss structure of the Public Arts Commission. Mayor Chavez provided a brief overview of the Public Arts Commission and opened City Council discussion regarding reducing the number of commissioners on the Public Arts Commission (from seven to five) to be consistent with other City Commissions. Councilmember Man asked what the advantages or disadvantages of having seven Commissioners are. Councilmember Fish stated she would like to have the Public Arts Commission be consistent with the rest of the City Commissions, and shared her experiences on the Parks and Recreation Commission. Councilmember Sternquist requested information regarding the process in amending the number of Commissioners for the Public Arts Commission stated her concerns regarding reducing the number of commissioners from seven to five. City Council Minutes April21, 2015 Page 7 of 10 Mayor Pro Tern Yu stated that the policies they create should be uniformly applied. He added, based on his experiences it is less efficient to have more commissioners than the five and he is in favor of making the number of commissioners on the Public Arts Commission consistent with the rest of City Commissions. Mayor Chavez opened public comments. Hearing no request to speak, Mayor Chavez closed public comments. Mayor Chavez made a motion to have staff bring back an ordinance reducing the number of seats on the Public Arts Commission from seven to five seats. UPDATE FROM CITY ATTORNEY Fish, Man, Sternquist, Yu, Chavez None None City Attorney Vail provided an overview and clarification on the Governor's Conservation Order specifically discussing the Capistrano Court Case. Mayor Chavez directed staff to provide a staff report at the second meeting in May or first meeting in June addressing the City's concerns and provide measures that may be taken. Councilmember Sternquist would like to invite the five water purveyors in the City to allow the community to ask questions regarding their rate structure. 14. COUNCIL REPORTS REGARDING AD HOC OR STANDING COMMITTEE MEETINGS A. ROSEMEAD BOULEVARD IMPROVEMENT PROJECT STANDING COMMITTEE (Mayor Pro Tern Yu and Councilmember Man) -Formed 6/3/2011 No report. B. SCHOOL DISTRICT/CITY STANDING COMMITTEE (Mayor Chavez and Councilmember Fish)-Formed 1/3/2012 Councilmember Fish reported on the standing committee's meeting on April City Council Minutes April21, 2015 Page 8 of 10 21st The standing committee discussed the following: schedule for construction of school sites; annual joint meeting of the City and school district; transfer of the mural from the Temple City Library to the school district building. The school district shared that they have been promoting recruitment for the City's Youth Committee. They also shared that the school sites have been taking water conservation measures. C. Mayor Chavez established a Review of Rules and Protocols Ad Hoc Committee to review the rules and protocols for any changes that may be necessary and appointed Mayor Chavez and Councilmember Man. Mayor Chavez established a Veterans Day Celebration Ad Hoc Committee appointed Councilmember Sternquist and Councilmember Fish. 15. COUNCIL ITEMS SEPARATE FROM THE CITY MANAGER'S REGULAR AGENDA A. COUNCILMEMBER FISH Councilmember Fish shared that she met with each of the City Department Manager and Director and shared the information from the various events she attended. B. COUNCILMEMBER MAN Councilmember Man shared that he attended a tour of water conservation facilities with Councilmember Fish. He urged the community to participate in the City water conversation efforts. He requested that the information provided during this Saturday's Sustainable Gardening Class would be made available on the City website. C. COUNCILMEMBER STERNQUIST Councilmember Sternquist spoke about the meetings she attended and announced the grant that was given to the Temple City Library to provide session to high school students consisting eight sessions. D. MAYOR PROTEM YU Mayor Pro Tem Yu congratulated Councilmember Sternquist on rece1v1ng Congress Woman Judy Chu's "Woman of the Year" award. He shared his recent experience presenting to the students from Woodberry College regarding the Rosemead Boulevard Improvement Project. He also expressed concerns regarding the quarry pit's water level and reiterated the importance of the City's water conservation efforts. E. MAYOR CHAVEZ Mayor Chavez provided an updated regarding the he events attended and congratulated Oak Avenue on their Civil War Day celebration. He also City Council Minutes April21, 2015 Page 10 of 10 emphasized the importance of water conservation. 16. ACTIONS TAKEN BY CITY AS SUCCESSOR AGENCY TO THE TEMPLE CITY COMMUNITY REDEVELOPMENT AGENCY City Council approved the Minutes of the Regular Successor Agency to the Former Temple City Community Redevelopment Agency meeting April 7, 2015 and adopted Resolution No. 15-5082-SA authorizing payment of bills. 19.
