Picnic in the Park Kicks Off
Last Tuesday premiered this year’s “Picnic in the Park” and despite a little rain, we had a great
turnout from locals and tourists alike! We handed out some free shirts for the event, popsicles for the
kids, and listened to some great tunes by the Peggy Mann Band. The Public Arts Committee (PAC)
provided some free fun for both kids and adults to paint a piece of a moose puzzle. Upon
completion, the collaborative painting resulted in a fun, colorful display of how fun playing together
can be! So if you’re looking for a great evening getaway, come enjoy a Picnic in the Park!
New Town of Fraser Employee
Allie Heon - Business Development Specialist
Allie moved to Colorado over two years ago from the Washington, D.C. area. Her
professional background includes financial analysis, data analysis, operations,
software sales and small business consulting. As a new resident of the Fraser
Valley, Allie is an avid skier, mountain biker, enjoys slow pitch softball and is a dog
lover. Allie’s new role is to serve first and foremost as an advocate for business
owners in Fraser. As existing businesses are the backbone of Fraser’s economy,
she looks forward to helping business owners build strong businesses through
Town resources and assistance programs. Allie will also work with prospective businesses and
developers to recruit new business to the Fraser Valley to enhance economic development for the

New Business in Fraser
Introducing Mountain Man Maintenance, Andy Petersen’s home improvement company servicing all
of Grand County. You may already know Andy from his Fraser Thrift store in the Fraser Mercantile
Building. Mountain Man Maintenance specializes in kitchen and bath remodel, repairs, property
maintenance, landscaping, flooring, demolition, plumbing, and a number of other services. A lifetime

Planning Commission
Community Resiliency Project
On June 27th, we hosted a Design & Resiliency Team (DART) preliminary site visit with the project
team leaders. On September 11-13, a multidisciplinary team of public and private sector experts
from fields relevant to the community’s needs (e.g., sustainability, climate change, planning,
architecture, landscape architecture, engineering, economic development, finance, the arts) will
come to Fraser and help us develop a strategic vision and promote community resiliency. So stay
tuned! We welcome and need community engagement as this process continues. For more

Fraser River Corridor Request for Proposal
Fraser recently solicited two Requests for Proposals (RFPs).
One RFP was in conjunction with the GOCO Planning grant
that Fraser received to develop a master plan for the Fraser
River corridor which lies within a 120-acre parcel of
dedicated open space owned by the Town. The plan will
assist in researching the impact of active and passive
recreational improvements, potential for educational
opportunities, and enhancements to wildlife and riparian
habitat. We received nine RFP’s from consulting firms with
river planning expertise. We are in the process of selecting a
firm to help us with this exciting project.
Fraser Development Code Request for Proposal
The second RFP was for assisting Fraser with a Development Code Update. The Town desires a
comprehensive overhaul of the development code and land use application procedures and
standards in order to create new regulations that are easy to understand and reference while
reducing the regulatory barriers to development. The update will incorporate recommendations from
recent plans, studies and adopted policies. We received six RFPs for this project and we are in the
process of selecting a firm to kick off this project.
Crooked Creek Business Grant
The Town of Fraser will be providing financial assistance for an exterior remodel of the Crooked
Creek Saloon. The Crooked Creek Saloon and Eatery has been a long time historical landmark in
Fraser dating back to the 1940s when it served as an eatery, bus stop and a place for musicians to
showcase their talent. Some of the improvements planned include a new entry way, numerous
exterior upgrades, a new outdoor heated patio, and a brand new sign (see below). This is part of
Fraser’s master plan to create a vibrant downtown atmosphere and riverwalk district to showcase
the true character and charisma of the Town.

Public Works
Water
The Eisenhower at Union Pacific Railroad waterline project
began on Monday July 10th and the contractor anticipates the tie
-in to the water main in Byers Ave on Monday July 17th. There
will be an interruption of water service in this area during the tie-
in. The concrete contractor is slated to follow up the pipe crew
mid-week of July 17th beginning at Eisenhower and working
towards Byers along the east side of the tracks installing new drain pans. Replacement asphalt will
follow at the end of the project. The contractor anticipates beginning on the waterline installation on
the west side of the tracks along Leonard Ln. midweek of July 17th and continuing for approx. 2 -3
weeks. Progress updates will be provided throughout this project.
Sanitary Sewer
Our jetting and video contractor continues cleaning and doing video inspections. They identified a
couple of problem areas and staff is working on solutions for repairs. Utilities staff continues with fire
hydrant maintenance and mainline flushing as well as sewer collection line and manhole
inspections.
Streets
Mountain Parks Electric is approximately 75% complete with their replacement efforts of old, high -
pressure sodium lighting with new LED street security lighting. They will finish up the balance of the
work as their schedule allows. LED conversion lighting fixtures for the Amtrak platform are ordered.
The work includes installation of new fixtures and replacement of the existing electrical service panel
due to safety issues. As we continue our carbon footprint reduction efforts, we will also be replacing
the old, high-pressure sodium lighting fixtures around the Town Hall building with new LED fixtures.
Asphalt and concrete repairs are being identified and scheduled.
Trails and Gardens
Staff will be identifying additional locations for trail signage needs along the Fraser River Trail. Staff
is preparing to construct another trail kiosk sign as we continue to enhance trail user experiences.
Gardeners continue to plant the last of the annual stock and we all look forward to a colorful summer
show!
Recruiting
Public Works continues to recruit for 3 vacant positions, one Equipment Operator/Laborer, one
Equipment Operator/Utilities, and a Gardener.

Safety Awards
Our Waste Water Treatment Plant received the Silver Safety Award from the Rocky Mountain Water
Environmental Association for outstanding commitment to employee safety and health standards.
The Town of Fraser was also awarded the Loss Prevention Award for excellent enforcement of
CIRSA safety standards to the Town of Fraser employees. Nice job!

to see our threefold initiative to make our
community, residents and businesses more
environmentally friendly.
The Town of Fraser was publicly recognized July
11th by Colorado Governor Hickenlooper on a live
Denver 7 press conference about sustainability
efforts made by cities and towns in Colorado. Gov.
Hickenlooper gave Fraser a shout out regarding our new LED lights, transit system, future recycling
site and our new blowers being ordered for our Waste Water Treatment plant that will reduce their
energy use by over 30%. This is an exciting time to better our community by implementing
sustainable practices!

Fraser - Winter Park Police
For the month of June, our Police Department
responded to a total of 482 calls for service with 304
calls occuring in Winter Park and 178 calls in Fraser.
These calls also generated 71 incident reports
resulting in the issuance of 43 citations for driving offenses.
The most critical incident during the month of June occurred on the
early morning hours of June 19th, when a vehicle proceeding west
bound on US Hwy 40 struck a pedestrian in the roadway near the
Rendezvous intersection. That investigation has been completed
and forwarded to the District Attorney’s Office for determination of
what, if any, charges may be filed.
