PARKING CITATION HEARINGS The Commission held ten hearings in person; nine citations were dismissed in full. A 1oth citation had two violations; one violation was upheld and the second violation was dismissed. The Commission held four hearings requested by written declaration and upheld the citations. 4. NEW BUSINESS A. RECOMMENDATION THAT THE CITY COUNCIL APPROVE ORDINANCE NO. 15-1002 AMENDING SECTION 3-3A-30 OF THE MUNICIPAL CODE TO REPEAL THE BLANKET PROHIBITION ON BACK-IN PARKING ON MUNICIPAL LOTS AND GRANT THE COMMUNITY DEVELOPMENT DIRECTOR THE AUTHORITY TO PROHIBIT BACK-IN PARKING ON MUNICIPAL LOTS WHERE DEEMED APPROPRIATE OR NECESSARY. Management Analyst Coyne delivered the presentation to the Commission. The Commission unanimously approved a resolution recommending that the City Council repeal the back-in parking prohibition, and modified staff's proposed code amendment to state that the Transportation and Public Safety Commission be given the authority to prohibit back-in parking when deemed necessary or appropriate. CONCLUSION: The City Council is requested to receive and file this report. FISCAL IMPACT: This item does not have an impact on the Fiscal Year 2014-15 City Budget.
