Town Board Briefing
August 2, 2017
Please note that members of the Town Board will have dinner together starting at
5:30pm.
During the workshop session, the Town Board will be having a joint discussion with the
Winter Park Town Council regarding Transit.
We’d like to provide the Board with an update of the Eisenhower Waterline Project. This
has been a significant project and is vital to our water system and improving fire
protection water service. It’s also been a giant inconvenience for everyone and we
appreciate the community’s patience. We are close to wrapping up the work, and given
some of the surprises we’ve encountered along the way, we will not be extending the
work up Byers Avenue at this time. This will reduce the 2017 expenditure.
We have proposals for consulting services related to open space planning and a land
use code overhaul. The open space project was anticipated by the 2017 Budget;
however, it was anticipated that the work would be underwritten by a grant with a
$25,000 cost to the Town. The land use code overhaul was not budgeted, but is
recommended by both staff and the Planning Commission. This project will receive a
$25,000 grant to reduce the costs.
Enclosed for your consideration is a property owner shared facility agreement for use on
the FroDo Property. This agreement will provide a framework for the two owners (the
Town of Fraser and the Youngs) to address common and shared expenses such as
snow management along with certain easements. This will require Board approval for
execution and is provided for a first read.
Finally, the agenda includes a discussion regarding a concept for housing funds.
