Call to Order; Roll Call Mayor Murray called the meeting to order at 7:00 PM; upon roll by Clerk - Treasurer Lynda Dunbar the following were present: Adam Cohen, Jinsie Bingham Mark Hammer, Terry Smith and Phyllis Rokicki. II. Public Petitions and Comments: None III. Special Requests: None IV. Department Reports. a. Cemetery — Ernie Phillips b. Engineer — c Fire Department — Bill Newgent d. Park and Recreation — Rod Weinschenk e. Planner — Shannon Norman f Police Department — Tom Sutherlin g. Department of Public Works — Brad Phillips h. Water & Wastewater Department — Richard Hedge i. City Attorney - Laurie Robertson Hardwick Lynda R. Dunbar Clerk Treasurer Greencastle City Hall VI. Reports a. Mayor's Report- 1. Congratulation to DePauw Women's Basketball Team 2. Greencastle will participate April 4 in the National Community Day at the State House 3. Mayor will appear on the Gary Dick Show highlighting the Stellar Project in Greencastle 4. Stellar Projects are continuing as planned B. Clerk- Treasurer's Report 1. State Board of Accounts is doing our annual audit. C Councilors 1. Congratulations to Nash Firebaugh for competing at the IHSAA State Swimming Meet. 2. Congratulations to the DePauw Ethics Team for winning the National Championship. V. Approval of Minutes A. Regular Session - February 12, 2013 - Motion by Adam Cohen to approve minutes as presented, second by Terry Smith, 4 -0, Jinsie Bingham abstained, motion carried. B. Executive Session- February 20 2013 C. Special Session- February 20, 2013 Motion by Phyllis Rokicki to accept the executive and special session minutes for February 20, 2013 as presented, second Adam Cohen, 3 -0, Mark Hammer and Jinsie Bingham abstained, motion carried. VI. Approval of City Claims A. Motion by Mark Hammer to approve claims as presented, second by Adam Cohen, 5 -0, motion carried. VII. Public Hearing- Tax Abatement Request by Heartland Automotive Motion by Terry Smith to close the Public Hearing, second Phyllis Rokicki, 5 -0, motion carried VIII. Old Business A. Update on Purchase of Property (Away Home Shelter)- No formal action taken IX. New Business A. Resolution No. 2013 -3 A Resolution Affirming Resolution 2013 -1 and Declaring an Economic Revitalization Area and Recommended Tax Deduction (Heartland Automotive LLC — New Equipment) - Council allowed Mayor not to read the legal description of property. Motion was made by Phyllis Rokicki to accept Resolution No 2013 -3 as presented, second by Mark Hammer, 5 -0, motion carried. B. Resolution No. 2013 -5 Resolution of the Common Council of the City Greencastle, Indiana To the Indiana Office of Community and Rural Affairs Regarding Albin Pond Dam- Motion was made by Phyllis Rokicki to accept Resolution No. 2013 -5 as presented, second by Adam Cohen, 5 -0, motion carried. Mayor announced that the 50/50 sidewalk program was going on again in 2013. Applications for this program must be turned in by April 1, 2013. X.
