SUBJECT: Development Code Update – RFP
MATTER BEFORE BOARD:
Development Code Update Proposal recommendation.
ACTION REQUESTED:
None. Discussion only and direction to proceed with finalizing a contract and scope of work with
a consulting firm.
EXECUTIVE SUMMARY:
The Town of Fraser has requested proposals from qualified consultants or firms interested in
processing a Development Code Update to the Fraser Municipal Code. We received six
proposals from qualified consulting companies. Five companies are based in Colorado and one
company is from Nebraska. We had a selection committee that narrowed the proposals down
to two. Staff met with the Mayor and have selected Plan Tools as the top firm to assist us with
the Development Code Update. Their proposal is in the packet for your review. We feel that
Plan Tools has provided a project team with a broad range of land use code expertise and are
willing and able to meet our objectives within a practical budget.
BACKGROUND:
The Town desires a comprehensive overhaul of the development codes, and land use
application procedures and standards, in order to create new regulations that are easy to
understand and reference, and reduce the regulatory barriers to development. The update
should incorporate recommendations from recent plans, studies and adopted policies.
ALTERNATIVES:
We could choose one of the other consulting firms to assist us with this project.
RECOMMENDATION:
Staff recommends retaining Plan Tools to lead the community in the preparation and adoption of
a development code update.
