REGULAR MEETING MINUTES
April 8, 2015
1. CALL TO ORDER
Chairman Redmond called the Transportation and Public Safety Commission
meeting to order at 7:30 p.m.
2. ROLL CALL
PRESENT: Commissioner— Clift, Nimri, Stratis, Redmond
ABSENT: Commissioner— None
EXCUSED: Commissioner— None
ALSO PRESENT: Community Development Director Forbes, Public Safety &
Services Secretary Monroy, and Management Analyst
Coyne.
3. PLEDGE OF ALLEGIANCE
Commissioner Nimri led those present in the Pledge Allegiance to the Flag.
4. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA
Commissioner Nimri made a motion to close public comments, seconded by
Commissioner Clift and unanimously carried.
5. CONSENT CALENDAR
APPROVAL OF MINUTES — Regular Meeting of March 11, 2015.
Commissioner Clift made a motion to approve the Consent Calendar, as
amended, seconded by Commissioner Nimri and unanimously carried.

motion was made therefore no motion was needed to be withdrawn.

8. NEW BUSINESS
RECOMMENDATION THAT THE CITY COUNCIL APPROVE ORDINANCE NO.
15-1002 AMENDING SECTION 3-3A-30 OF THE MUNICIPAL CODE TO
REPEAL THE BLANKET PROHIBITION ON BACK-IN PARKING ON
MUNICIPAL LOTS AND GRANT THE COMMUNITY DEVELOPMENT
DIRECTOR THE AUTHORITY TO PROHIBIT BACK-IN PARKING ON
MUNICIPAL LOTS WHERE DEEMED APPROPRIATE OR NECESSARY.
Management Analyst, Andrew Coyne. Mr. Coyne delivered the presentation.
Chairman Redmond expressed concern regarding the appointed staff, mentioned
in the presentation, which will be designated to have authority to make the
decision where prohibition of the restriction may be necessary. In response to
Chairman Redmond's concerns, Community Development Director Forbes, gave
examples of revisions that can be made to the verbiage on ordinance no. 15-
1002, section 3-3A-30. Mr. Forbes notified the Commissioners that all revisions
will need to be consulted with the City Attorney prior to presenting the amended
ordinance to the City Council.
Commissioner Nimri asked questions related to posting of signage in public and
private lots and how many lots are maintained and enforced by the City.
Community Development Forbes and Management Analyst Coyne answered
questions for Commissioner Nimri.
Commissioner Nimri requested repealing the prohibition on "Back-In Parking"
ordinance, entirely, and to follow-up on any documented activity resulting on the
decision made within a six month period.
Chairman Redmond explained cons to the request made by Commissioner Nimri
to repeal the prohibition "Back-In Parking" entirely.

Chairman Redmond opened public comments.
Temple City Resident, Mary Kokayko. Ms. Kokayko did not agree with repealing
the prohibition on "Back-in Parking" and suggested placing devices such as
concrete parking lot stops to prevent drivers from driving forward into a parking
stall.
Temple City Resident, Angeles Dorantes. Ms. Dorantes asked where the
prohibition on "Back-In Parking" signs are posted and had additional questions
regarding the street sweeper.
Commissioner Nimri made a motion to close public comments, seconded by
Commissioner Stratis and unanimously carried.
Commissioner Nimri made a motion to repeal the prohibition on "Back-In
Parking" ordinance and to revise the review process and give the authority to the
Transportation and Public Safety Commission to re-post "Back-In Parking"
prohibition signage at any one municipal parking lot where deemed necessary,
seconded by Commissioner Clift and unanimously carried:

10. ADDITIONAL PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE
AGENDA
Temple City Resident, Angeles Dorantes. Ms. Dorantes, commented on an
observation that she made where she felt a language barrier between appellants
and the Commissioners during in-person appeals may have hindered the
Commissioners decisions to uphold or dismiss a citation. Ms. Dorantes asked
if future appellants should be advised to bring a translator or if the City should
provide one if an appellant feels it is necessary. Ms. Dorantes also questioned
other signs posted throughout the City, however, Chairman Redmond reminded
Ms. Dorantes that comments or action cannot be made by Commissioners during
public comments.
Commissioner Clift made a motion to close public comments, seconded by
Commissioner Stratis, and unanimously carried.
11. MATTERS FROM CITY OFFICIALS- Community Development Director, Forbes
reminded everyone that the purpose of the street sweeper is to have the City's
streets swept and if a vehicle is parked on the street preventing the sweeper from
sweeping that area of the street, than the vehicle has prevented the area from
being swept and the vehicle will be issued a citation. Mr. Forbes announced that

the regularly scheduled Transportation & Public Safety Commission Meeting for
April 22, 2015, has been cancelled due to no scheduled hearings. Mr. Forbes
also communicated that an agenda item will be added to the upcoming May 13-
2015 Transportation & Public Safety Commission Meeting to discuss the traffic
issues at Oak Ave and Woodruff Ave. This in response to the concerns that
arose during public comments by residents at the March 11th, 2015
Transportation & Public Safety Commission Meeting. Those residents will be
contacted by the City to be notified of the upcoming meeting discussion. Mr.
Forbes explained findings regarding a question brought up by Commissioner
Nimri in regards to the "No Right Turn" sign at the In & Out burger at Lower
Azusa Road. The findings were that the "No Right Turn" sign is on private
property and therefore is not enforceable. It is unknown who placed the sign.
Finally Mr. Forbes with assistance from Management Analyst Coyne, answered
additional questions made by Commissioner Nimri regarding street sweeping
signage on cul-de-sacs and why the number of posted signs is not consistent on
all cul-de-sacs. Both Mr. Forbes and Mr. Coyne explained that the signage and
routes at cul-de-sacs were determined based on the length of the cul-de-sacs
and if additional signage is needed at a cul-de-sac mentioned at a previous
meeting, it can be reviewed. Chairman Redmond requested to be notified when
and if any additional signage is added on cul-de-sacs. Both Mr. Forbes and
Commissioner Nimri agreed the vehicle code regarding signage on cul-de-sacs is
not clear.
12. COMMISSION ITEMS SEPARATE FROM THE REGULAR AGENDA
A. COMMISSIONER CLIFT — Commented that he is very pleased with the
new Stop signs installed at Longden Ave and Encinita Ave.
B. COMMISSIONER NIMRI —Mentioned a concern prompted by a resident at
a recent City Council Meeting, where the resident observed exposed
electrical wires at Rosemead Blvd and Las Tunas Drive across from the
Starbucks. Mr. Forbes explained that there was a vehicular accident that
damaged the concrete bench seating and a street light post at this
location. An order has been placed with the County to replace the light
post and an order has been placed with a vendor to replace the custom
concrete bench seating. The lead time for the vendor to manufacture the
seating is between 4 to 6 months. Electricians have been onsite to secure
any hazardous conditions in the interim and until all permanent repairs are
made.
C. COMMISSIONER STRATIS—None
D. CHAIRMAN REDMOND—Reminded all that the Transportation & Public
Safety Commission Meeting scheduled for April 22 2015 has been
cancelled. Chairman Redmond announced the upcoming Temple City
Unified School District Health Fair and advised all to stay tuned for
changes in traffic to accommodate the event. He also announced the

upcoming Neighborhood Watch Area 4 meeting scheduled for April 16,
2015.
13. ADJOURNMENT
Commissioner Stratis made a motion to adjourn the Transportation & Public
Safety Commission Meeting seconded by Commissioner Nimri and unanimously
carried.
The Transportation and Public Safety Commission meeting was adjourned at
9:59.m.
