Overview
This is a public hearing to solicit testimony on unmet transit needs. Unmet transit needs
hearings were held in Riverside on January 11th and on February 2nd in Blythe.
5. ADMINISTRATIVE ITEMS/FINANCIAL ITEMS.
5A. Appointment/Reappointment to Committees.
Overview
Staff is recommending that the Chair appoint/reappoint Commissioners to the
Committees mentioned in the staff memorandum.
5B. California Transportation Commission (CTC) Report.
Overview
This item is provided as information on actions taken by the California Transportation
Commission (CTC) at its meeting on January 18-19, 1995. This report is planned as
a regular update on CTC issues and actions in order to inform RCTC of the votes taken
related to projects and issues of interest to Riverside County. Additionally, an oral
report will be provided on the special CTC meeting held in Calexico on February 2,
1995.
5C. Commissioners/Executive Director Report.
Overview
This item is placed on the agenda to provide Commissioners/Executive Director the
opportunity to report on various Committees representing the Commission.

5D. Amendment to 1995-96 Legislative Program.
Overview
This item requests your action on an amendment to the 1995-96 Legislative Program
to add language relating to the equity of intercity rail funding for Southern California
and the use of intercity rail funds available from the State of California. This action
would increase RCTC's role in issues related to existing and future rail funding and its
usage.
5E. 1995 Statewide Allocation Plan for Transportation Funding.
Overview
Allocation Plan meetings are scheduled through the last week of January and may
continue into February. Depending on the rate of progress in crafting the 1995
Allocation Plan, staff may present an oral report at the Commission's February 8th
meeting.
5F. Joint Meeting with San Bernardino Associated Governments (SanBAG), Western
Riverside Council of Governments (WRCOG), and Coachella Valley Association of
Governments.
Overview
Staff is recommending that the Commission schedule a joint meeting with SanBAG,
WRCOG, and CVAG on March 1st, and accept SanBAG's invitation to hold the meeting
in San Bernardino.
5G. RCTC Participation in CVAG Contract to Review Regional Arterial Financial Program.
Overview
Staff is recommending that the Commission approve 50% funding participation and
authorize the Commission representatives to serve on the selection panel.
6. TRANSIT/RIDESHARE/PARK-N-RIDE/BICYCLE.
6A. Petroleum Violation Escrow Account Proposed Projects.
Overview
Last year the Commission proposed three projects for funding through Petroleum
Violation Escrow Account (PVEA) dollars: Construction of five mobile refueling
stations in the Coachella Valley, purchase of two electric shuttles and operating
subsidy for a demonstration project in the Western County, and a Coachella Valley
Passenger Rail Demonstration Project. We were recently informed that there is a
possibility of receiving approximately $250,000 in PVEA funds. Staff is requesting
direction on which project should be given priority for funding.

6B. Employee Transportation Coordinators Survey On Commuter Transportation Services,
Inc. and the Employer Transportation Forums.
Overview
The Commission recently conducted a survey of Riverside County Employee
Transportation Coordinators (ETC) regarding the performance of Commuter
Transportation Services, Inc. in delivering regional rideshare services and the monthly
Employer Transportation Forums. Forty-one percent of the 282 ETC's contacted
completed and returned the survey. The responses as summarized in an ETC Survey
Report transmitted to the Commission under cover of this agenda item.
7. COMMUTER RAIL.
7A. Design Plans for the LaSierra and Corona Metrolink Stations.
Overview
A presentation on the design plans of the LaSierra and Corona Metrolink Stations will
be made at the Commission meeting.
8. CONSENT CALENDAR - All matters of the Consent Calendar will be approved in a single motion
unless a Commission member requests separate action on specific items.
8A. Consent Calendar - Administrative Items.
8A1. Adoption of Ordinance No. 95-001, An Ordinance Amending the
Commission's Administrative Code.
Overview
Ordinance No. 95-001, prepared by Legal Counsel, is submitted to the
Commission for adoption. This is to amend the Administrative Code as it
relates to the Budget/Finance Committee and the Administrative Committee,
as directed at the January 1995 meeting. Staff is recommending adoption of
Ordinance No. 95-001.
8A2. Western Riverside County Representation on SCAG.
Overview
This item provides information on an action taken by the Western Riverside
County of Governments (WRCOG) to expand the representation of Western
Riverside County on the Southern California Association of Governments
(SCAG) Policy Committees. This is a receive and file item.
8A3. Sacramento Report.
Overview
This item is a report from DJ Smith/Will Kempton regarding activities in
Sacramento. This is a receive and file item.

8A4. Microfilm Services and Archive Storage for RCTC Correspondence and Project
Files.
Overview
Microfilming and archive storage is part of the records retention process
previously approved by the Commission. Staff has solicited bids and staff is
recommending that the Commission direct staff, under Legal Counsel review
and approval, to enter into an agreement with Microfilming Services Inc. to
perform microfilming services and with Archive Management Services for
storage of records and film.
8A5. Monthly Cost and Schedule Reports.
Overview
The attached material depicts the current costs and schedule status of
contracts reported by routes, commitments, and cooperative agreements
executed by the Commission. For each contract and agreement, the report
lists the authorized value approved by the Commission, percentage of
contract amount expended to date, and the project expenditures by route with
status for the month ending December 31, 1994. This is a receive and file
item.
8B. Consent Calendar - Highways/Local Streets and Roads.
8B1. Moreno Valley Request for Surface Transportation Program Project
Substitution.
Overview
This is a Surface Transportation Program (STP) project substitution request
from the City of Moreno Valley. The City is requesting the substitution of two
signal projects.
8B2. Approval of Consultant Contract with Mark Thomas & Company, Inc. to
Prepare Plans, Specifications and Estimates (PS&E) for the Northmoor Noise
Wall Project on SR-91.
Overview
Staff is recommending that the Commission authorize the Executive Director
to enter into a Consultant Service Agreement with Mark Thomas & Company,
Inc. for PS&E Engineering Design Services for the Northmoor/SR-91 Noise
wall Project with a budget amount of $68,242.00 for the base contract
amount, and $ 10,000 for extra work, subject to final Legal Counsel review.

8B3. Amendment of Agreement No. RO-9415 with J.F. Davidson Associates, Inc.
to Provide Additional Engineering Design Services.
Overview
Staff recommends that the Commission authorize the Executive Director to
approve an amendment to J.F. Davidson's Agreement No. RO-9415 for an
amount not to exceed $2,007 for Base Work and $1,993 for Extra Work with
a total Contract amount not to exceed $25,333. The standard contract
amendment language will be utilized and legal counsel will review the final
contract prior to approval.
8B4. Approval of Consultant Contract with De Leuw, Cather & Company, to
Prepare a PSR/PR and PS&E for State Route 111 Between Monroe Street and
Rubidoux Street in the City of Indio Post Mile 29.6/30.3-Proposed Widening.
Overview
Staff is recommending that the Commission authorize the Executive Director
to enter into a Consultant Service Agreement with De Leuw, Cather &
Company, Inc. for the preparation of a combined PSR/PR and PS&E
Engineering Design Services for SR-111 between Monroe Street and Rubidoux
Street in the City of Indio with a base cost of $405,000 and extra work of
$40,000 for a total cost of $445,000, subject to further RCTC staff and Legal
Counsel review to determine the final contract amount.
8C. Consent Calendar - Transit/Rideshare/Park-n-Ride.
8C1. City of Banning FY 1995 Short Range Transit Plan Amendment.
Overview
We have received a request from the City of Banning to amend their FY 1995
Short Range Transit Plan to include the expansion of the existing paved
parking area at an estimated cost of $10,000 in Local Transportation Funds.
8C2. Educational Transit Training Video Production in Cooperation with the
Riverside Transit Agency.
Overview
Staff is proposing an educational transit training video production project to
be conducted in cooperation with the Riverside Transit Agency. Staff is
recommending the use of Measure A Specialized Transit funds in an amount
not to exceed $20,000 to produce an 8 to 10 minute video to familiarize
paratransit users with fixed route transit services.

8C3. Americans with Disabilities Act Paratransit Funding Coalition.
Overview
The Metropolitan Transportation Commission is proposing the formation of an
ADA Paratransit Funding Coalition. The fundamental purpose of the Coalition
would be to pool financial resources and professional expertise to focus
exclusively on funding and implementing the paratransit provisions of the
ADA. Staff recommends we become a participant in the Coalition and
contribute $5,000 to support consultant services in Washington D.C. to work
on behalf of the Coalition on legislative, administrative and regulatory
activities.
8C4. Request for Financial Support from the Office on Aging to Implement a Senior
Needs Assessment.
Overview
The Riverside County Office on Aging will be conducting a county -wide senior
needs assessment with assistance from the Gerontological Society of
America. The assessment will include multiple methods to gain information
on the needs of seniors residing in Riverside County, including a mail survey,
focus groups with special need populations, and individual interviews with
significant leaders. The Office on Aging have requested a contribution of
$5,000 to support implementation of the study.
8C5. Applied Management and Planning Group Contract Amendment for Measure
A Commuter Assistance Program Evaluation Survey.
Overview
Applied Management & Planning Group is under contract ($30,000) to
perform an evaluation survey of the Measure A Commuter Assistance
Program. While the contract includes tasks related to Club Ride employee
transportation coordinator's, it does not include surveying of Club Ride
members as staff had initiated a separate member survey. As the two survey
time schedules have now merged, it is recommended that a contract
amendment in the amount of $6,498 be approved to incorporate the data of
the member survey into the existing AMPG scope of work to produce a
comprehensive report for the Commuter Assistance Program.
8D. Consent Calendar - Commuter Rail.
8D1. Vine Street Improvements /Metro/ink Station).
Overview
The City of Riverside required the Commission to fund the installation of a
traffic signal on Vine Street as a condition of approval for the Downtown
Metrolink Station. Staff recommends that the Commission approve payment
to the City of Riverside from the Measure A Rail Program in an amount up to
$20,000 for costs associated with alternative improvements, negotiated by
the City of Riverside with adjacent property owners, in lieu of installing a
traffic signal on Vine Street previously required as a condition for approval of
the Downtown Station construction project.

8D2. Amendment 2 to Contract R09324 with Daniel, Mann, Johnson &
Mendenhall, INC. (DMJMI to perform final design and prepare construction
drawings for the La Sierra Metrolink Station.
Overview
Staff is recommending that the Commission approve the attached Amendment
#2 to Contract RO-9324 for the performance of the final design and
preparation of construction drawings for the La Sierra Station for an amount
of $175,412 subject to Legal Counsel review and approval.
8D3. Metrolink Clips.
Overview
This item includes news release and information on the Metrolink Commuter
Rail Service for Commission information.
8E. Consent Calendar - Service Authority for Freeway Emergencies (SAFE).
8E1. Monthly Call Box Update.
Overview
The operational statistics for the Riverside County Motorist Aid Call Box
System for the month of December, 1994 will be presented to the SAFE
Board.
