4. PLEDGE OF ALLEGIANCE
Boy Scout Troop #174 provided a flag ceremon y and led those in the Pledge of
Allegiance.
5. CEREMONIAL/PRESENTATIONS
A. PRESENTATION-PET OF THE MONTH
Cindy Rigney , president of the Board of Directors , introduced the featured pet
for the month "Freddy ". Those interested in adopting him can ca ll the San
Gabriel Valley Humane Society at (626) 286-1159 .
B. PROCLAMATION-OLDER AMERICAN
Mayor Chavez and City Council proclaimed May "Older American Month " and
presented the proclamation to Robert "Bob " Rodenbucher, 2016 Older
American of the Year.
Roman Rodriguez , Parks and Recreation Coordinator, gave a brief
introduction of Mr . Rodenbucher, 2016 Older American of the Year.

C. CERT IFICATE OF RECOG N ITION-DAN SNELL
Mayor Chavez and City Council presented Mr. Snell a certificate recognizing
him for his service to the Country community , and being se lected to take his
"Honor Flight".
Ms . Sne ll spoke regarding the Honor Flight Program and encouraged the
public to donate to this program .
D. PRESENTATION -JOHN L. HUNTER AND ASSOCIATES ON ENHANCED
WATERSH ED MANAGEMENT PLAN
John L. Hunter, John L. Hunter Associates , gave a brief overv iew of the
Enhanced Watershed Management Program .
Mr. Hunter answered City Council questions.
6 . PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA
Steve Terry, Na ncy Terry , and Lance Baroldi , Sister City Program , thanked City
Council for their support of the program and presented City Council with a
certificate from National Australian Sister City Program and Hawkesbury City
Council.
Lynne Best , Historical Society , invited the public to meet author Larry Stevens at
the museum 's upcoming special event on May 17 , 2015.
Karen Noyes, Temple City Library Children Librar ian, announced upcoming
library events for the month of May .
Steve Stafford , Temple City resident , spoke about install ing utility lines
underground .
T.K. Washuta , a member of the public , spoke regarding the laundry mat on Las
Tunas Drive , overhead canopy at bus stops along Rosemead Boulevard and the
need for a cross-walk across Rosemead Boulevard adjacent to Valu -Mart.

F. ADOPTION OF RESOLUTION NO. 15-5083 APPROVING PAYMENT OF
BILLS
The City Council is req uested to adopt Resolution No. 15-5083 authorizing
the payment of bills

A. ADOPTION OF RESOLUTION NO . 15-5077 APPROVING THE REMOVAL
OF ONE-WAY TRAVEL RESTRICTIONS ON FOUR ALLEYS IN THE
DOWNTOWN AREA
Transtech , City's Traffic Engineer Consultant, conducted a study of the alleys
to determine the need and appropriateness of limiting the alleys to one-way
travel. The study looked at the land uses abutting each alley , s ite access ,
circulation , and accident data .
Community Development Director Forbes gave a brief summary of the staff
report.
Jana Robbins , Transtech , gave an overview of the traffic assessment for the four
one-way alleys in the downtown area .
Ms. Robbins and Community Director Forbes answered City Council questions.
Mayor Chavez opened public comment.
Steve Stafford , Temple City resident , spoke in favor of installing stop signs
and no parking s igns in the alley.
Colleen Huson , Temple city resident , spoke about an accident that occurred at
an alley near a lea rning center on Temple City Boulevard .
Jerry Jambazian, Temple City business owner, asked if the one-way alley at
Primrose and C loverly can be included for co nsideration .

gave a brief history of how this item came about and spoke rn favor of
removing the one-way travel restrict ion for the mentioned alleys .
Hearing no further request to speak , Mayor Chavez closed public comment.
C ity Council discussed and commented on the removal of one-way travel
restrictions for the public alleys in the Downtown area .
Councilmember Yu made a motion to have staff remove the existing one -way
signs in the four alleys in the Downtown area and d irected staff to bri ng back
an item regulating traffic and parking for alleys citywide . Seconded by
Councilmember Man and unanimously carried by the following votes :

B. INTRODUCTION AND FIRST READING OF ORDINANCE NO . 15-1003
AMENDING MUNICIPAL CODE SECTION 2-6C-5 TO REDUCE SIZE OF THE
PUBLIC ARTS COMMISSION
City Council directed staff to prepare and introduce an ordinance reduc ing size of
the Public Arts Comm ission from seven to five members .
Mayor Chavez opened City Council discussion.
Mayor Chavez opened public comment.
Or . Maryann Rachford , Public Arts Commissioner, spoke against reducing the
s ize of the Public Arts Commission .
Carl Blum , Temp le City resident , spoke against reduc i ng the size of the Public
Arts Commission .
Hearing no further request to speak , Mayor Chavez closed publ ic comment.
City Council discussed and commented about reducing the size of the Public
Arts Commission .
Councilmember F ish made a motion to introduce Ord i nance No . 15-1003 for
first reading by title only; waive further reading of Ordinance No . 15-1 003 ; and
set the second reading of Ordinance No. 15-1003 for May 19 , 2015 .

12. UPDATE FROM CITY MANAGER
City Manager Cook spoke regarding steps the City has imp lemented to track
expenditure of funds for Capital Improvement Projects , he shared that all City staff
will be attending a Customer Service Training tom orrow and announced that the
City will stop watering the median landscape along Baldwin Avenue , Santa Anita
Avenue and Encinita Avenue . City Manager Cook also stated that the City will
receive less gas ta x money next fiscal year, and touched briefly on a legislature
regardi ng storm wate r issue .
