SHERIFF'S DEPARTMENT AND THE LAW ENFORCEMENT TORCH
RUN FOR SPECIAL OLYMPICS FOR TEMPLE CITY TO CO-SPONSOR
THE 2015 SPECIAL OLYMPICS WORLD SUMMER GAMES LAW
ENFORCEMENT TORCH RUN FINAL LEG AND CEREMONY IN
TEMPLE CITY PARK ON JULY 19, 2015
RECOMMENDATION:
The City Council is requested to :
a) Approve the request from the Los Angeles County Sheriff's Department and the Law
Enforcement Torch Run for Special Olympics to co-sponsor the 20 15 Special
Olympics World Summer Games Law Enforcement T arch Run Final Leg and
Ceremony in Temple City Park on July 19 , 2015 ; and
b) Waive all fees and deposits for use of Temple City Park and Pavilion .
BACKGROUND:
1. On April 24, 2015 , the City received a request from the Los Angeles County
Sheriff's Department (LASD) and the Law Enforcement Torch Run for Special
Olympics (LE TR) to co-sponsor the 2015 Special Olympics World Summer Games
Law Enforcement Torch Run Final Leg and Ceremony in Temple City Park on July
19 , 2015 .
ANALYSIS:
Arriving from all corners of the world , 7 ,000 Special Olympics athletes will take center
stage in Los Angeles for th e Specia l Olympics Summer World Games on July 25 -
August 2 , 20 15 .

To commence the World Games , the Flame of Hope will be lit from the rays of the sun
in Greece, the home of the Olympics , and will travel across the sea to the United States
where it will journey to communities throughout the country and Southern California. A
team of Special Olympics athletes and Law Enforcement officers from around the world
will run the Final Leg throughout California , culminating with the Torch Lighting at the
Opening Ceremony in the Los Angeles Memorial Coliseum .
Route 3 of the Final Leg will have five Torch Runs on Sunday , July 19, starting in
Fontana , with stops in San Dimas, West Covina , Temple City, and ending in Anaheim.
The run through Temple City will begin at approximately 3:15 p .m. at Las Tunas Dr . I
Rosemead Blvd . (Kmart parking lot) and end at approximately 4 :35 p .m. at Las Tunas
Dr. I Rowland Ave . (CVS parking lot). The runners will stop at Temple City Park for a
one-hour ceremony at approximately 3:30 p.m. The ceremony will showcase the 30 to
40 Special Olympics and Law Enforcement runners and will include a special
performance and guest speakers .
The runners will be escorted by California Highway Patrol (CHP) and LASD will provide
traffic control ("Rolling Road Block") for the runners. Las Tunas Dr . between Kauffman
Ave . and Golden West Ave. will be temporarily closed to vehicular traffic while the
runners enter and exit Temple City Park .
LASD and LETR are requesting the City co-sponsor the 2015 Special Olympics World
Summer Games Law Enforcement Torch Run Final Leg and Ceremony by providing the
following assistance:
• Use of Temple City Park and the Performing Arts Pavilion
The event organizer is requesting to use the Performing Arts Pavilion and
surrounding areas in Temple City Park for the ceremony .
• Podium, PA System, and Chairs
The event organizer is requesting use of a podium, PA system and 100 chairs for
the ceremony. The City has a podium but would need to rent the chairs and PA
system .
• Decorations
The event organizer is requesting decorations for the ceremony. Staff can
decorate the Pavilion with balloon columns and arches.
• Parking Restrictions and Reserved Parking
The event organizer is requesting res e rved parking for the procession and
dignitaries. Staff recommends posting parking restrictions on Las Tunas Dr.
(north and south curbs) between Kauffman Ave . and Golden West Ave . The
procession would park along the south curb of Las Tunas Dr. Upon completion
of the ceremony , the procession will proceed east on Las Tunas Dr.

• Refreshments for Runners
The event organizer is requesting water for the runners .
• Gift Ex change for Runners
The runners traditionally receive gifts from organizations and agencies
participating in the Torch Run and ceremony. Staff's recommendation is to
provide City pins and possibly other City merchandise based on availability .
• Event Publicity
The event organizer is requesting assistance in promoting the event. The City
can post information on the City's website , social media , and on the City's cable
TV channel.
• Mayor and City Council Involvement
The event organizer would like the Mayor and City Council to be present, as their
schedules may permit, for the event. The Mayor is also requested to speak
during the ceremony .
• Invitation of Local Dignitaries I Represe ntatives
CONCLUSION:
The Los Angeles County Sheriffs Department and the Law Enforcement Torch Run for
Special Olympics has requested the City co-sponsor the 2015 Special Olympics World
Summer Games Law Enforcement Torch Run Final Leg and Ceremony in Temple City
Park on July 19, 2015. Council's approval is required to waive any and all fees and
deposits for use of the Performing Arts Pavilion and for assistance in coordinating and
publicizing the event.
FISCAL IMPACT:
Approval of this item will not have a fiscal impact on the Fiscal Year (FY) 2014-15 City
Budget. The cost to rent equipment, purchase decorations and refreshments, and for
staff time will be approximately $500. Request for funds for this event will be included in
the FY 2015-16 normal budget process.

with free exams and services in seve n c linica l ar eas. Athl etes will receive referra ls
for follow-up care. prescription eyewear. hearing aids and other life-changing
care. Medical vo lunteers return to their schools and medica l practices with the
experience and desire to better trea t people w1th intellectual disabilities.
