HomeMy Public PortalAbout2000.121 (07-17-00)RESOLUTION NO. 2000.121 LOS ANGELES COUNTY, CALIFORNIA A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AUTHORIZING THE CITY MANAGER TO RESOLVE ISSUES RELATING TO UNOBLIGATED AND UNEXPENDED FUNDS FOR THE 1997 AND 1998 LOCAL LAW ENFORCEMENT BLOCK GRANT. WHEREAS, the Ciry is a recipient of the federal funds under the 1997 and 1998 Local Law Enforcement Block Grants Program (LLEBG); and WHEREAS,.the LLEBG program requires for the City to provide a 10 percent cash match to the funds the City receives from the LLEBG program; and WHEREAS, the City must obligate all LLEBG (federal award, interest, and cash match) program funds by September 30, 1999 and that all. program funds not obligated by September 30, 1999 must be returned to the BJA; and WHEREAS; staff has determined that certaih funds must be returned to the Bureau of Justice Assistance in compliance with the LLEBG program; and WHEREAS; to preverit impact on the general fund, staff proposes relief from the Couhty of Los Angeles on the unpaid invoices related to the Bike Patrol and Community Services Officers from July 1999-November 1999; WHEREAS; to avoid further compromise to the LLEBG funds for 1998, any estimated funds not expected to be exhausted by December 30, 1999 should be obligated by September 30, 2000, NOW THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF~ THE CITY 'OF LYNWOOD, STATE OF CALIFORNIA, DOES HEREBY RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOW: ~----- SECTION 1. That the City Council authorize the City Manager or his designee to return ' unobligated and unexpended 1997 Local Law Enforcement Block Grant Funds. SECTION 2. That the City Council authorize the .City Manager to facilitate the most expedient arrangement with the Los Angeles County Sheriffs Department to seek relief from-the County on the unpaid Bike Patrol and Community Services. Officers. invoices from July 1999- November 1999. - - SECTION 3. That the City Council authorize the City Manager to obligate 1998 Local Law Enforcement Block Grant funds, interests, and cash match within the defined Purpose Area 1: Supporting the hiring, training, and employing of additional law enforcement officers and necessary support personnel on a continuing basis not exhausted by December 30, 2000 to expedite expenditures and prevent compromising the funds. SECTION 4. That the City Council authorize the City Manager or his designee to conduct an informal bid process to purchase "Flash Cams" for grafitti surveillance to expedite expenditure and meet the September 30, 2000 deadline for obligation of funds for the 1998 Local Law Enforcement Block Grant (4/5 vote by the City Couhcil is required). '~ SECTION 5. That this resolution shall take effect immediately upon its adoption.
