A RESOLUTION DECLARING AN ECONOMIC REVITALIZATION AREA
(HEARTLAND AUTOMOTIVE,LLC - NEW EQUIPMENT)
WHEREAS,the Common Council of the City of Greencastle,Indiana,has determined that
it would be in the best interest of the citizens of Greencastle, Indiana, if such Common Council
defined and declared a certain area within such City as an economic revitalization area; and
WHEREAS, I.C. 6-1.1-12.1-1 to I.C. 6-1.1-12.1-2.5 defines the procedure for establishing
such an economic revitalization area; and
WHEREAS,the Common Council desires to make available to persons owning property in
such economic revitalization area the right to a deduction from the assessed value of property as
defined in I.C. 6-1.1-12.1-3 and a deduction for manufacturing equipment as defined in I.C. 6-1-1-
12.1-4.5.
NOW THEREFORE BE IT RESOLVED by the Common Council of the City of Greencastle,
Indiana, as follows:
1. That this Common Council hereby declares by description the boundaries of the area to
be declared herein to be an economic revitalization area as follows:

Situate in the State of Indiana, County of Putnam and being a part of the Southeast
quarter of the Northeast quarter and a part of the Northeast quarter of the Southeast
quarter all in Section 22,Township 14 North,Range 4 West of the Second Principal
Meridian, more particularly described to-wit:
Commencing at the Southeast corner of the Southeast quarter of the Northeast quarter
of Section 22, Township 14 North Range 4 West; thence North 00 degrees 04
minutes West 598.02 feet with the East line of said Southeast quarter quarter to a
railroad spike and the true point of beginning of the real estate herein described;
thence South 89 degrees 56 minutes West 300.00 feet to a 5/8 inch rebar; thence
South 00 degrees 04 minutes East 180.00 feet to a 5/8 inch rebar; thence South 89
degrees 56 minutes West 300.00 feet to a 5/8 inch rebar;thence South 00 degrees 04
minutes East 820 feet to a 5/8 inch rebar; thence Northwesterly 167.06 feet on a
nontangent curve to the right having a radius of 375.00 feet and subtended by a long
chord bearing North 86 degrees 19 minutes West a distance of 165.68 feet to a 5/8
inch rebar;thence North 60 degrees 00 minutes West 470.00 feet to a 5/8 inch rebar;
thence South 30 degrees 00 minutes West 60.00 feet to a 5/8 inch rebar;thence North
70 degrees 00 minutes West 130.00 feet to the West line of the Northeast quarter of
the Southeast quarter;thence North 00 degrees 08 minutes West 946.13 feet with the
West line of said Northeast quarter of the Southeast quarter and the West line of the
Southeast quarter of the Northeast quarter to the South right-of-way of Veterans
Memorial Highway; thence with said South right-of-way line North 62 degrees 53
minutes 07 seconds East 735.43 feet to a 5/8 inch rebar;thence North 65 degrees 44
minutes 52 seconds East 100.12 feet to a 5/8 inch rebar;thence North 61 degrees 55
minutes 50 seconds East 300.04 feet to a 5/8 inch rebar;thence North 62 degrees 53
minutes 07 seconds East 290.00 feet to a 5/8 inch rebar;thence South 52 degrees 31
minutes 51 seconds East 36.51 feet to a 5/8 inch rebar; thence South 00 degrees 06
minutes 48 seconds West 105.00 feet to a 5/8 inch rebar;thence South 05 degrees 35
minutes 50 seconds East 100.50 feet to a 5/8 inch rebar; thence leaving the South
right-of-way line of Veterans Memorial Highway North 89 degrees 56 minutes 00
seconds East 17.57 feet to a PK nail on the East line of the Southeast quarter of the
Northeast quarter; thence South 00 degrees 04 minutes East 606.03 feet with said
East line to the point of beginning, containing 31.67 acres, more or less.
Also commonly known as 300 South Warren Drive.
2. That the above described real estate is deemed by the Common Council of the City of
Greencastle to be an economic revitalization area within the corporate limits of the City of
Greencastle, Indiana, which has become obsolete and not lending itself to normal development
because of the availability of other development ground within the City which is qualified for tax
abatement and because of a cessation or lack of growth in the general area which is anticipated to
lead to the deterioration of the area and continued stagnation of employment within the City of
Greencastle if said area is not utilized as an area to promote industrial expansion for the City of
Greencastle.
3. That in order to be competitive in retaining and attracting industrial prospects and
investment to the City of Greencastle, Indiana, it is imperative that such City offer to existing and
prospective industries locating in the above-described area tax abatement as allowed by law.
4. That the Common Council now RESOLVES that the above-designated area shall be
declared an economic revitalization area under the terms and provisions of I.C. 6-1.1-12.1-2.5.
5. That this Resolution shall be published pursuant to the provisions of I.C.5-3-1 and a copy
of this Resolution shall be provided to the County Assessor's Office for inspection therein.
6. That after due publication,a public hearing shall be held at the time set forth in the public
notice notifying of the passage of this Resolution at which time,this Common Council shall received
and hear all remonstrances and objections; determine whether or not the qualifications for an
economic revitalization area have been met; and take final action upon this Resolution.
PASSED AND RESOLVED by the Common Council of the City of Greencastle at it's
regular meeting this 8th day of January, 2013.

RESOLUTION NO. 2013-1
CITIZENS ADVISORY COMMITTEE FOR INDUSTRIAL DEVELOPMENT
A RESOLUTION AMENDING RESOLUTION 2009-1, APPROVING FUNDS
FOR THE CONSTRUCTION OF IVY TECH COMMUNITY COLLEGE
WHEREAS,the Common Council of the City of Greencastle passed Resolution 2008-26, a
Resolution Amending Resolution 2008-21, Approving Funds for the Construction of Ivy Tech
Community College; and
WHEREAS,the Citizens Advisory Commission for Industrial Development(CACFID) passed
CACFID Resolution 2008-2 and Resolution 2009-1,a similar Resolution creating matching
opportunities for local businesses, industries and entities wishing to contribute to the success
of the project.
NOW THEREFORE, BE IT RESOLVED by CACFID that, due to the sluggish response in the
receipt of matching contributions and the wish to successfully contribute to the success of the
Greencastle Ivy Tech campus,the Common Council and CACFID wish to change the matching
opportunities outlined in the previous resolutions and provide the following:
a. The remaining pledged dollars be disbursed to Ivy Tech Greencastle in $60,000
increments over the next three years.
b. These dollars shall be used exclusively to help transform three Ivy Tech classroom spaces
into virtual learning, interacting instruction classrooms.
c. The Business and Entrepreneurial Services Center(BES)will be encouraged to use these
spaces for their classroom offerings.
d. Considering past matching efforts,the$180,000 in the virtual classroom investment, and
the outstanding pledges for 2013, a balance of$34,720 will remain of the original
$300,000 pledge. It is the intention of CACFID and the Common Council to leave these
funds available for possible matching opportunities through December of 2015.
This Resolution supersedes all previous Resolutions dealing with the approval of funds for the
construction and support of the Greencastle Ivy Tech Community College.
