Resolution of the Common Council of the City of Greencastle, Indiana
To the Indiana Office of Community and Rural Affairs Regarding Albin Pond Dam
WHEREAS, the governing body, the Common Council of the City of Greencastle,
Indiana recognizes the need to stimulate growth and to maintain a sound economy
13 within its corporate limits; and
WHEREAS, the Housing and Community Development Act of 1974, as amended,
authorizes the Indiana Office of Community and Rural Affairs to provide grants to local
units of government to meet the housing and community development needs of low and
moderate income persons; and
WHEREAS, the governing body of the Common Council of the City of Greencastle,
Indiana has conducted or will conduct public hearings to assess the housing, public
facilities and economic needs of its low and moderate income; and
NOW, THEREFORE, BE IT RESOLVED by the governing body, the Common Council
of the City of Greencastle, Indiana that:
1. The Mayor of the City of Greencastle, Susan V. Murray, is authorized to prepare
and submit a request for grant modification to Grant # DR1B-09-017, and to
execute and administer a resultant grant including requisite general
administration and project management, contract and agreements pursuant to
regulations of the Indiana Office of Community and Rural Affairs and the United
States Department of Housing and Urban Development.
2. The Common Council of the City of Greencastle, Indiana hereby commits to the
following: the City of Greencastle has found it necessary to request a
modification to the above grant and project for the purpose of receiving additional
grant funds towards work completed on the project that was due to unforeseen
circumstances, including the following: (1) removal of substandard
soil/placement of acceptable soil; (2) pouring of a lean concrete slab to bridge
poor conditions; (3) rock excavation/removal of bedrock; (4) installation of
additional asphalt to connect property owner's driveway to newly paved road as
well as the installation of a person gate for foot access to the inlet structure; and,
(5) the deduction of the center line stripe from the roadway. The City is
respectfully requesting that IOCRA allocate additional grant dollars to pay
$39,138.46, which is one half (1/2) of the total $78,276.92 for change orders in
construction due to unforeseen circumstances and rectifications, as well as work
required for safety and completion of the project. The City of Greencastle shall
pay the other one half (1/2) of the total amount of change orders, which totals
$39,138.46.
