CITY OF GREENCASTLE
RESOLUTION AUTHORIZING APPLICATION SUBMISSION AND
LOCAL MATCH
RESOLUTION OF THE COMMON COUNCIL OF THE CITY GREENCASTLE,INDIANA,
AUTHORIZING THE SUBMITTAL OF THE DISASTER APPLICATION TO THE INDIANA
HOUSING&COMMUNITY DEVELOPMENT AUTHORITY AND ADDRESSING RELATED
MATTERS
WHEREAS,the Common Council of the City of Greencastle, Indiana recognizes the need to stimulate
growth and to maintain a sound economy within its corporate limits; and
WHEREAS,the U.S.Department of Housing and Urban Development(HUD)Community Development
Block Grant(CDBG)funding associated with the Supplemental Appropriations Act,2008 Public Law
110-252,approved June 30,2008,and Public Law 110-329,approved September 30,2008,for disaster
relief of unmet needs resulting from tornadoes and flooding in the state,authorizes the Indiana Housing&
Community Development Authority(IHCDA)to provide grants to local units of government to meet the
housing and community development needs of low-and moderate-income persons; and
• WHEREAS,the City of Greencastle,Indiana has conducted or will conduct a public hearing prior to the
submission of an application to the IHCDA, said public hearing to assess the housing,public facilities and
economic needs of its low-and moderate-income residents;
WHEREAS,the City of Greencastle,Indiana,organized and existing under the laws of the State of
Indiana,hereby attests to the making of the following resolution by the Common Council of the City of
Greencastle. At a regular meeting of the Common Council,held on April 9,2013 at 7:00 pm,with
sufficient notice of the time and place of the meeting having been given and a quorum of the Common
Council of the City of Greencastle being present as required by law,a majority of those Common Council
Members present considered, discussed,consented to,and adopted the following resolutions:
NOW,THEREFORE,BE IT RESOLVED by the Common Council of the City of Greencastle,Indiana
that:
1. The Mayor, Susan V. Murray, is authorized to prepare and submit an application for grant funding to
complete the City of Greencastle's Stellar IHCDA Parking Garage Project, and to execute and administer
a resultant grant including requisite general administration and project management,contracts and
agreements pursuant to regulations of the Indiana Housing&Community Development Authority
(IHCDA)and the United States Department of Housing and Urban Development.
2. The City of Greencastle,Indiana hereby commits previously expended local funds in the amount of
Two Hundred Sixty-Eight Thousand,Three Hundred Eighty-Eight Dollars and Zero Cents($268,388.00),
in the forms of the following Previously Expended Land Acquisition: (1)$900 for Title Searches,(2)
$1,388 for Land Surveying, (3)$2,700 for Initial Appraisals,(4)$1,200 for Review Appraisals,(5)
$20,000 in Relocation Fees for the Felling Property,and(4)$242,200 for Purchasing of Parcels,for said
program, such commitment to be contingent upon receipt of Disaster CDBG funding from the IHCDA.

3. Pursuant to the authority vested in the Common Council of the City of Greencastle,after discussion
and upon motion duly made, seconded and carried,the City of Greencastle is hereby authorized to apply
for and accept money in the form of a recoverable grant from the Community Development Block Grant
Program(CDBG)-Disaster Relief,administered by Indiana Housing and Community Development
Authority("IHCDA")in an amount not to exceed Four Million,One Hundred Fifty Thousand Dollars and
Zero Cents($4,150,000.00 made up of$3,550,000.00 in CDBG D Grant Funds and$600,000.00 in
IHCDA Development Loan Funds)according to the terms and conditions as more particularly described
in the Award Agreement,between IHCDA and the City of Greencastle and any other agreement required
by IHCDA to secure IHCDA's investment in the project;
Adopted by the Common Council of the City of Greencastle,Indiana this 9th day of April,2013, at 7:00
pm.

Each Common Council Member and the Mayor are hereby authorized,empowered and directed to execute,
acknowledge and deliver in the City of Greencastle's name and on its behalf any and all applications,award
agreements,documents,covenants binding real estate,instruments or writings,as are necessary and/or as
appropriate to consummate this application and the receipt of funding and to secure IHCDA's investment in the
project.
