CALL TO ORDER. 2. PUBLIC COMMENTS. 3. APPROVAL OF MINUTES. 4. ELECTION OF OFFICERS. 4A. Election of RCTC's Chairperson and Vice -Chairperson. Overview In accordance to the Riverside County Transportation Commission's adopted bylaws, an election of Chairperson and Vice -Chairperson must be held annually at its January meeting. Supervisor Corky Larson (Chairperson) and Councilmember Alex Clifford (Vice Chairperson) were last year's officers. Staff is recommending that the Commission hold election of the Chairperson and Vice -Chairperson. 5. PUBLIC HEARINGS. 5A. Unmet Transit Needs. Overview A public hearing is scheduled to be held at the Commission's January 11th and February 8th meetings. The purpose of the public hearing is to solicit testimony on unmet transit needs. In addition, a public hearing will be held on February 2nd at 1:00 p.m. in the City of Blythe. Since the Blythe public hearing is not being held in conjunction with a regular meeting of the Commission, staff is requesting that Commissioners attending the hearing be appointed as the hearing board. Page 2 RCTC Agenda January 11, 1995 5B. Public Hearing - Section 9 Program of Projects Amendment for the Palm Springs Urbanized Area. Overview We have received a request from Sunline Transit Agency to amend the FY 1995 Section 9 Program of Projects for the Palm Springs Urbanized Area. Sunline has been apportioned an additional $440,000 in Section 9 operating funds through a trade with the Ventura County Transportation Commission. A notice of public hearing has been published as required by Federal Transit Administration regulations. 6. ADMINISTRATIVE/FINANCIAL ITEMS. 6A. RCTC Citizen Member and Alternate. Overview On January 13, 1993, the Commission amended the bylaws to annually review and appoint the citizen member and alternate appointment at the same time when the Commission holds the election of officers. The current citizen member and alternate are Russ Beirich and Judy Nieburger, respectively. Staff is recommending that the Commission consider appointment of the Citizen member and alternate. 6B. Composition of RCTC's Administrative Committee and Budget/Finance Committee. Overview The Commission, at their November 9, 1994 meeting, asked to review the composition of the Administrative and Budget/Finance Committees. This item is for discussion and/or action regarding the status, representation and schedule of the Administrative and Budget/Finance Committees. 6C. RCTC Commissioner Orientation and Staff Retreat. Overview The Commission is being asked to select a date for this orientation and staff retreat to be held in late January or early February, prior to the regular February meeting. 6D. Commissioners/Executive Director Report. Overview This item is placed on the agenda to provide Commissioners the opportunity to report on various Committees representing the Commission. Page 3 RCTC Agenda January 11, 1995 7. HIGHWAYS/LOCAL STREETS & ROADS. 7A. Intelligent Vehicle Highway System (IVHS) - Early Deployment Planning Project. This item provides information on the national and regional efforts related to IVHS planning activities. Information is provided on the IVHS planning process and requests authorization to form committees to support development, issuance of an IVHS Request for Proposal and evaluation of consultant proposals as well as participation in the plan development process once a consultant is selected by RCTC and SanBAG. 8. CONGESTION MANAGEMENT/AIR QUALITY PROGRAMS. 8A. 1996-2002 RTIP and CMAQ/STP Call for Projects. Overview SCAG is beginning the 1996-2002 RTIP cycle. The 1996-2002 RTIP will undergo air quality conformity analyses to determine the RTIP does not exceed emissions budgets and conforms with the State Implementation Plan (SIP). All projects are required to be financially constrained. A call for projects has been initiated to program STP and CMAQ Funds for Fiscal Years 1995/96 and 1996/97. In order to meet SCAG's RTIP schedule, project proposals for STP and CMAQ must be submitted to RCTC by February 10, 1995. Project proposals will be reviewed and ranked by an evaluation committee, and forwarded to the Commission for adoption in April. Non-STP and CMAQ projects ready for inclusion into the RTIP must be submitted to RCTC by March 15, 1995. Staff is recommending that the Commission grant staff authorization to proceed with a call for projects for CMAQ and STP programming for fiscal years 1995/96 and 1996/97, and 1996-2002 RTIP cycle; and appoint three Commissioners to serve on the Subcommittee to review the recommendations of the CMAQ Evaluation Committee. 9. COMMUTER RAIL. 9A. Settlement Negotiations with Santa Fe and County Agencies Regarding San Bernardino Subdivision Capital Improvements Cost Escalation and Additional Work. Overview The Santa Fe purchase and sale and capital improvement agreements require the County agencies to provide for escalated costs of track improvements. The RCTC, at their December 14, 1994 meeting, took actions to identify funds to partially address escalation costs. This item requests action to approve staff recommendation. 9B. Promotional Trains, Orange Blossom Festival. Overview RCTC has been asked to facilitate weekend passenger train service to Riverside for the 1995 Orange Blossom Festival. Staff is recommending that, absent sufficient private sponsorship, RCTC provide a limited guarantee from its existing rail operating budget to cover direct costs not recouped from ticket revenue. CONSENT CALENDAR - All matters of the Consent Calendar will be approved in a single motion unless a Commission member requests separate action on specific items. 10A. Consent Calendar - Administrative/Financial Items. 10A 1. Revision of Policy for License Agreement Return on Investment to Provide for Long -Term Compensation. Overview The Commission's current policy provides for executing license agreements with other than public agencies for use of portions of its railroad right-of- ways. These agreements often cover improvements of investor owned utilities. Staff is proposing a policy option to provide for and encourage advance payment of license fees. 10A2. Extension of Contract with Kevin Odom for Data Base Programming. Overview Kevin Odom is under contract with the Commission for the past three years. Since many of the programs that Kevin Odom has developed and supported are still in use and require occasional support and maintenance, Staff is recommending that the Commission approve the extension of the Kevin Odom contract for an additional three years. 10A3. Single Signature Authority Report. Overview For the period ending December 31, 1994, one contract was executed under single signature authority granted to the Executive Director by the Commission. That item is outlined in the attached report. This is a receive and file item. 10A4. Monthly Cost and Schedule Reports. Overview The attached material depicts the current costs and schedule status of contracts reported by routes, commitments, and cooperative agreements executed by the Commission. For each contract and agreement, the report lists the authorized value approved by the Commission, percentage of contract amount expended to date, and the project expenditures by route with status for the month ending November 30, 1994. Measure A S ecialized Transit Funds for Famil Service Association of Western Riverside County Overview Family Services Association of Western Riverside County is requesting $9,740 in Measure A Specialized Transit Funds available in the western Riverside County to be used as the required 20% local match for purchase of a replacement vehicle and radio. Staff recommends approval of this request. 10C2. Amendment to FY 1995-99 Measure "A" Five Year Capital Improvement Plan for City of Moreno Vale_ Overview The Measure "A" Ordinance requires each recipient of streets and roads monies to annually provide to the Commission a five year plan of how those funds are to be expended in order to receive disbursements for local streets and roads. The City of Moreno Valley is requesting approval their amended FY 1995-99 Measure "A" Five Year Capital Improvement Plan. Staff is recommending approval of the amended FY 1995-99 Measure "A" Five Year Capital Improvement Plan for Moreno Valley. 10C3. Transit Integration Plan for Commuter Rail Service to Orange County Overview State guidelines require that rail transit extension projects funded under Proposition 116 include a plan for integrating bus service with rail service in order to avoid duplicative and competing bus service. A plan is needed to look at integrating bus service at the Downtown Riverside, La Sierra and West Corona stations for commuter rail service to Orange County. Staff is requesting that the Commission authorize the Executive Director to execute a contract with Booz, Allen & Hamilton to develop this Transit Integration Plan with a budget not to exceed $15,000. Attached are the operational statistics for the call box system for the month of November, 1994. This is a receive and file item. 10E. Consent Calendar - Commuter Rail. 10E1. Amendment of Contract RO-9324 with Daniel, Mann, Johnson & Mendenhall (DMJM) To Perform Preliminary Design and Site Evaluation for the La Sierra Rail Station. Overview RCTC entered into Agreement RO-9324 with DMJM on December 15, 1992. The purpose of this amendment is to change the agreement scope with DMJM, and provide for needed additional work. Staff is recommending approval of the attached Amendment #1 to Contract RO- 92324 for the performance of the specific engineering and environmental studies subject to Legal Counsel review and approval. 11. CLOSED SESSION (if necessary). 12. ADJOURNMENT. The next meeting of the Riverside County Transportation Commission is scheduled to be held on Wednesday, February 2, 1995, Blythe City Hall, 220 N.
