SUBJECT: APPROVAL OF SALARY RANGE AND CLASS SPECIFICATION FOR
THE SPORTS OFFICIAL POSITION.
SUMMARY:
It is recommended the City Council approve the salary range and class specification
for the Sports Official position .
BACKGROUND:
At the regular City Council meeting of May 5, 2009, the City Council approved
making the recreation class instructors, including Sports Officials, City employees .
Previously, these sports officiating workers were considered and treated as
independent contractors. This classification is self-funded from revenue generated
from sports program registration fees.
Attached are the pay range and class specification for the Sports Official
classification . NOTE : The pay range for the Recreation Specialist positions is
variable, depending on the fee structure for the various recreation programs, which
varies from program to program.
FISCAL IMPACT:
Sufficient funds have already been budgeted in the City's Fiscal Year 2009-10
budget. This part-time position is self-funded , meaning the position(s) are funded by
recreation program registration fees with no net cost to the City.
RECOMMENDATION:
The City Manager recommends the City Council approve the Pay Range and Class
Specification for the Sports Official position.

DEFINITION:

CLASS SPECIFICATIONS
SPORTS OFFICIAL
(Part-Time)
The Sports Official is a part-time position, which performs sports program
officiating . This is specialized recreation work of limited scope and difficulty
officiating recreation sports programs for groups of children or adults .
Work is performed under general supervision of a higher level City administrative
or recreational supervisor, and officiates at sport competitions , games, or events
throughout the City.
EXAMPLE OF DUTIES :
Duties may include , but are not necessarily limited to, the following :
Perform officiating duties at various sports events throughout the City for Youth
Sports or Adult Sports, but may be assigned to other program areas as needed .
Officiate at sporting events, games, or competitions, to maintain standards of
play and to ensure that game rules are observed.
Judge performances in sporting competitions in order to award points, impose
scoring penalties, and determine results.
Signal participants or other officials to make them aware of infractions or to
otherwise regulate play or competition.
Inspect sporting equipment and/or examine participants in order to ensure
compliance with event and safety regulations .
Keep track of event times, including race times and elapsed time during game
segments , starting or stopping play when necessary.
Start competitions or races .
Resolve claims of rule infractions or complaints by participants, and assess any
necessary penalties, according to regulations.
Verify scoring calculations before competition winners are announced .
Direct participants to assigned areas such as starting blocks or penalty areas .
Report to regulating organizations regarding sporting activities, complaints made,
and actions taken or needed such as fines or other disciplinary actions.
Confer with other sporting officials, coaches, players, and facility managers in
order to provide information, coordinate activities, and discuss problems.
Teach and explain the rules and regulations governing a specific sport.
Research and study players and teams in order to anticipate issues that might
arise in future engagements.
Verify credentials of participants in sporting events, and make other qualifying
determinations such as starting order or handicap number.
Compile scores and other athletic records .
Perform other related work as required .
DESIRABLE QUALIFICATIONS:
Any combination of experience and education that would likely provide the
required knowledge and abilities is qualifying . Typical qualifications would be as
follows :
Knowledge of: Rules and regulations of any of the following sports: basketball,
soccer, baseball, football, swimming, volleyball, or any other sports that may be
added by the department.
Ability to : Officiate recreation sports competitions or games. Sports Officials must
effectively communicate and maintain working relationships and with participants,
associates , supervisors, and the general publ ic .
Education and experience: None. Prior officiating experience and/or playing
experience is desirable.
Age: Must be 16 years of age or older.
CERTIFICATIONS:
May be required to have certification(s) or attend a certification course(s) for
some sports.
OTHER QUALIFICATIONS :
Ability to stand and/or run for long periods of time.
Ability to see clearly .
Ability to complete accurate and legible reports.
