HomeMy Public PortalAboutMinutes_CCMeeting_03251993MINUTES CITY COUNCIL MEETING MARCH 25, 1993 AT 7:00 PM PRESENT: Mayor Karen Hansen, Dave Huntsman, Dee Johnson, Deb Sorenson, Ron Nelson, Betty McKinlay VISITORS: Johnson Jed Denning, Barbara Elliott, Lois Steele, Ross Mayor Hansen welcomed everyone. Minutes were read and approved. Dave Huntsman moved and Deb Sorenson 2nd. All were in favor. Lois Steele discussed the Old Church Building. The Open House for the building will be on April 17th. Barbara Elliott is Chairman and Sally Sanford and Lois Steele are co-chairmen. The Band they asked to come to play at the Open House are unable to come until May 1st. So, they decided to have the Open House May 1st. starting at Noon. They will have a pledging table, a box to cast ballots for the name of the building, and entertainment. The Lion's Club will have a supper and a dance will follow. There will be a quilt raffled off and refreshments will be served. The Committee would like the City Council to be present. Mrs. Steele mentioned the Committee has done all they can with the money they have and want to try to get a grant now. They want to start using the building. Ron Nelson suggested handing out a flyer to let people know the rates for the building. An Ordinance or something needs to be written so if anything is broken etc. the people renting will be responsible. Publicity has been taken care of. Dee Johnson mentioned the chairs and tables may be available from the Church. He will check. Ted Hendricks from ECIPDA was present. He handed out a Combined Notice of No Significant Impact on the Environment and Notice of request for release of funds. Ted explained it. West One Bank was the one he suggested to go with. There is a possibility we may need to Bond again. They may ask if Iona could use more money and we of course would say "Yes". Ted suggested metering the Commercial Businesses. Next week advertising can start. City needs to negotiate rates per hour. The Well site needs to have dirt moved. Ted mentioned letting Ross Johnson do it and using it as inkind. Need approval from Dept. of Commerence before moving dirt. Need to let Ted know everything we do. Ted mentioned to get the feel of the Community for additional money. Ted will keep us in touch as to the grant for the building. The Financial Report was discussed. Deb Sorenson mentioned Glen Clark wanted the backboards to make the plans for the City Park. Dee Johnson 2nd. A11 were in favor. Ted Sorenson, from Sorenson Engineering, came to discuss the Well site. The Well needs to be mounted up. The road is no longer being used and could be scrapped to build it up. As long as it is under $10,000 it can be done and go for in -kind. The Old Granary over by the Well site, is no longer in use and could be torn down. The old abandoned Well by the 6-12 store just needs to be filled up with concrete. Ted Sorenson mentioned to advertise for bids by 15th. The list is all set up and can be looked at tomorrow at the meeting at Ted Sorenson's office. Ted needs help on the Water right application transferring water right over. The presentation at Boise for the Block Grant went very well and was a good presentation. The Conditional Use Permit for Danny Hodge on Crooke Road was discussed. He wants to put in a manufactured home. Deb Sorenson moved we accept the Conditional Use Permit for Danny Hodge and Dee Johnson 2nd. A11 were in favor. The following Council reports were given: Deb Sorenson said Mick Smith will get the Summer Program going for the year, but he can not be here during the Summer. Deb mentioned new electrical wiring has been done in the one hall. The electrical box is a real fire hazard. Two electrical companys mentioned they could fix it. The Council said to go ahead and do it. Dee Johnson is working on a City Policy with the Civil Defense. We need a Committee for Civil Defense. Dee mentioned the School wanting to do curb and gutter if the City would agree. Dee mentioned a compliment was made to Ross Johnson from members in the Community on a family matter. Ross handled it well. The ponding of water by the Railroad right-of-way was discussed. Dave Huntsman mentioned Jack Forbush and his daughter Tonya Bird want to replot the old Shirtlift property in which they bought. Mr. Forbush gave a drawing to Dave to show the Council. He wants to split it into three 80' lots. It will be referred back to Mr. Forbush. Dave mentioned that the Inservice People from the School District would like to meet in the building for an Inservice Meeting. There would be 12 in attendance. The Council agreed it would be okay. Mayor Hansen is working on making our Community a Development Gem Community Conducted Economic Community. The people from this program will train us to help home businesses etc. The Commercial Property of Cliff Long that Darin Bare is renting, are getting complaints from the neighbors. Do we want to take a stand? Something has to be settled. It was decided to let it go for now. The Council decided to sell the Policy Car.
