RESOLUTION NO. O �- 4
RESOLUTION APPROVING A CONDITIONAL USE PERMIT
FOR THE BOISCLAIR ELECTRIC WIND GENERATOR
WHEREAS, Larry Boisclair has requested a conditional
use permit to erect an electricwind generator on real estate
located at 1825 County Road 24 and legally described on the
survey which is attached hereto and made a part hereof by
reference.
NOW, THEREFORE, Be It Resolved by the City Council
of the City of Medina that a conditional use permit be granted
for the erection of a Small Wind Energy Conversion System con-
sisting of a tower 77 feet in height with three blades, 11-1/2
feet in length, as measured from the hub to the tip of the
blade, subject to the following conditions:
1) That, except as modified herein, the Small
Wind Energy Conversion System (abbreviated
SWECS) be constructed in accordance with
the plans and specifications submitted by the
applicant;
2) That a label be displayed on the structure
stating the voltage being produced;
3) That the structure be equipped with a device
or devices, approved by the Zoning Administrator,
which effectively restricts unauthorized persons
from climbing the structure;
4) That the applicant follow the building permit
procedure and obtain a building permit for the
structure;
5) That the Zoning Administrator, and the City Council,
upon recommendation of the Zoning Administrator,
conduct an annual review of the structure in order
to determine compliance with this permit and other
ordinances of the City, to determine that the
structure is properly maintained, and to verify
that liability insurance coverage is maintained
in force;
6) That the SWECS is constructed in such a manner
that the electrical harmonics are consistent with
those of Wright Hennepin Electric Company;
7) That the applicant pay all fees and expenses
required by the Ordinances of the City of Medina.
Be It Further Resolved, that the Council finds that
the requirements for issuing a special use permit have
been met.
Be It Further Resolved, that the City Council finds
that the project is an effective energy conservation measure.
