VISITORS: Ted Sorenson, Jim Steele, Ross Johnson, Nancy Smith, Don Thorpe, Susan Barnes, Don a;0AOEr Dave Huntsman explained that Don Aicher wanted an assessory building in his back yard. Advertising was done and notifying of neighbors. The hearing was closed at 7:05 pm. Hearing from May 6th was continued tonight so the Budget could be ammended that we are getting from the Block Grant. The Hearing was closed at 7:10 pm. VISITORS: Ted Sorenson, Jim Steele, Ross Johnson, Nancy Smith, Don Thorpe, Susan Barnes, Don Aicher. Mayor Hansen welcomed everyone. The minutes were read and moved by Craig Rockwood and seconded by Dee Johnson. A11 were in favor. Dave Huntsman moved that we suspend the agenda for a minute and get on with Don Aicher's Variance so he could leave if wanted. Dee Johnson seconded. Dave made a motion to grant Don Aicher his variance to build an assessory building. Dee Johnson seconded and all were in favor. The Financial report was discussed. Accounts were set up at the bank for the Water project at $300,000 for the Bond. Grant money has not come in yet for $31,000 from water account. Deb Sorenson 2nd. A11 were in favor. Don Thorpe from CART was here to explain the CART bus. Idaho Falls wanted to see transportation increased. CART is trying to increase salaries and services. CART is out here in Iona every day. A summer fixed program is in the process of getting started to get kids into swimming lessons etc. They are out here 3 times a day and will come on demand responses for handicapped people. Dave Huntsman asked if our budget could carry this if there was no service or demand service. Mr. Thorpe mentioned that they would meet half way, depending on their budget. Signs should be made to let people know the bus is available. A news letter needs to be sent to let people know about the availability. Deb Sorenson would like to see a schedule and Don will get one then we would have a town meeting. It will be discussed next meeting. They would like to have a town meeting first. Susan Barnes and Nancy Smith will help get one before the 10th of June. The sanitation Engineers Ted Sorenson and Craig Rockwood wiped up Craig's root beer that he spilt on the floor before the meeting continued. Ted Sorenson, Engineer, was here to discuss the Water project. We can do 150 continuious connections. Labor is included, street repair and up to curb stop, 100 more than projected. Every line in town, 350, we do 230 service lines for $38,000 and $15,000. Can we do more? Ted said yes and no. Yes we can, but H & K would have to remold. Need to prioritize. Beginning construction we will need a contingency. Be cautious. Go with $60,000 contingency. If more service lines can be done it is up to the contractor H & K if he does more. H & K will give us a bid on the valves. PVC for line and copper for service. Pass on awarding the bids. High Plaines Drilling will drill the Well. Craig Rockwood moved to approve Oridance 53 Ammendment to 1992-93 Budget waving 3rd readings. Deb Sorenson 2nd and all were in favor. Ted Sorenson recommended award schedule A to low bidder High Plains $223,643 base bid without any deducts. H & K is base bid less deducting 127 connects which comes to $38,100. Schedule B comes to $327,580. Craig Rockwood moved to accept these bids. Dee Johnson 2nd. It was suggested having a meeting once a week to check on the project. Ted will notify us on the pre - construction meeting and the weekly meeting time will be set then. Dee Moved to give Mayor Hansen the authority to sign contract for construction. Dave Huntsman 2nd. All were in favor. Curb stops were discussed rather to bid on or just buy them. We were advised to buy so many and see how much they are. Mayor Hansen mentioned the Budget. We are looking at Truth and Taxation. Taxes may go up. With expenses going up revenues need to be looked at. We need to look at the Budget and go from there. The Outside Water Users meeting was discussed. Dave Huntsman read the minutes from the meeting and explained what happened at the meeting. Dave recommended that all the people outside the City have the same limitations as the City people. No decision was made. Mayor Hansen mentioned a letter she got from Division of Environmental Quality about public drinking water fee assessment. An annual set fee of $4.00 per connection. Dave Huntsman mentioned John Lurus would like to be annexed into the City. He has to pay advertisement fees and write up fees. Dave will pursue it with John with the councils consent. Dee Johnson asked when the water is coming in the ditches. When the roads are torn up how will the water get through the ditches? Craig Rockwood mentioned the Church Youth Service Project. Youth wanted to put in flower bed here by the City building. May be someone would have to donate dirt etc. Another project might be to dig out grass for basketball court. Deb Sorenson mentioned where the basketball court will be. Everything is made. Just need the pad. It will be installed by the play equipment. The electric range downstairs needs to be repaired and the outlet in the office. Mayor Hansen mentioned the Open House was a success. Deb Sorenson made a suggestion to write a letter of thanks to Barbara Elliott, the Chairperson. Craig Rockwood mentioned the Centennial Plus 10 and activities going on. Dee Johnson mentioned the acoustics in the hall. Dave Huntsman moved we adjourn. 10:55 pm.
