CALL TO ORDER
The March 8, 2010, Council Work Session was convened at 5:30 P.M. by Mayor John
Landwehr.
ATTENDANCE
The following Council Members were present:

Scrivner
Absent: Harvey
* Councilwoman Carroll and Councilman Koon arrived at 5:45 p.m.
A quorum was present.
DISCUSSION OF AGENDA ITEMS
CHAMBER OF COMMERCE: 2009 ECONOMIC DEVELOPMENT REPORT
Randy Allen and Missy Bonnot of the Chamber of Commerce gave a power point
presentation to the City Council on the Economic and Community Development for 2009.
The Chamber updated the Council on business attractions, marketing events, small
businesses and land management among other topics. After questions from the Council,
Mayor Landwehr thanked the Chamber of Commerce for the presentation and continued
partnership with the City.
UPDATE ON CAPITAL IMPROVEMENT PROGRAM
Matt Morasch, Deputy Director of Public Works, gave an update on the amount of sales tax
funds already used, and the amount remaining for future use by the Community
Development Department. Mayor Landwehr and Council Members asked about sidewalk
development and repair.
Fire Chief Bob Rennick presented the fire department's allocation of sales tax money.
Police Chief Roger Schroeder stated one of the Police Department's potential major
purchases would be improvements to the outdoor warning system and a reverse 9 -1 -1
system, and the Public Safety Committee will discuss the options in the near future.
Bill Betts presented I.T.'s allocation of sales tax funds.
Finance director Steve Schlueter explained that there was approximately $1.7 million

expended in the Contingency and Miscellaneous area. Mayor Landwehr requested a memo
with a breakdown of the $1.7 million expended. Councilman Pope asked if the State's
economic forecast affects the way the City should budget in the future. Mr. Schlueter
answered that the State's economic position would not affect the Capital Improvement
Sales Tax since the State depends on other sources of revenue such as income tax and
stimulus money.
UPDATE OF CODE ENFORCEMENT
Charles Lansford, Assistant Director of Community Development, reported that Code
Enforcement has 29 full time employees currently divided among Neighborhood Inspection
& Code Enforcement (N.I.C.E), Building Regulations, Animal Control, and Environmental
Health Services. The N.I.C.E. staff is presently focused on the trash cart issue, and in about
a month will shift more focus to the abatement of weeds and tall vegetation. Mr. Lansford
also explained how a vacant structure is determined to be dangerous and subsequently
demolished.

A motion was made by Councilman Bob Scrivner, seconded by Councilman Jim Penfold,
to adjourn, and was approved unanimously at 7:30 P.M.
