RESOLUTION ADOPTING ASSESSMENT FOR THE MEDINA MORNINGSIDE IMPROVEMENT AND THE IMPROVEMENT OF UNPLATTED LAND CONSOLIDATED THEREWITH IN CITY OF MEDINA RESOLUTION NO. 81-48 WHEREAS, the City Clerk, with the assistance of the City Engineer, has prepared proposed assessment rolls identifying each and every lot, piece, or parcel of land to be specially assessed and the amount calculated against the same, for the following improvement: ` The installation of storm sewer, sanitary sewer, water improvement and street restoration in Medina Morningside, Medina Morningside First, Second and Third Additions, and land adjacent thereto, together with the unplatted land con- solidated therewith and described in City of Medina Resolution No. 81-48; and WHEREAS, such proposed assessments, and amendments thereto, have been on file with the City Clerk and open to inspection and copying by all persons interested; and WHEREAS, pursuant to proper notice duly given as required by law, the City Council has met and heard and passed upon all objections to such proposed assessments. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Medina, Minnesota, as follows: 1. Such proposed assessment, a copy of which shall be certified to by the City Clerk and filed in her office, is hereby adopted and shall constitute the special assessment against the lands named therein, and each tract of land therein included is hereby found to be benefited by the improvement in the amount of the assessment levied against it. 2. Such assessment shall be payable in equal annual installments extending over a period of /f9 years. The first of the installments shall be payable on or before the first Monday .in January, 1982, and shall bear interest at the rate of AV",q per cent per annum from November 1, 1981, until the amounts have been paid in full. To the first installment shall be added interest on the entire assessment for fourteen months from November 1, 1981, until December 31, 1982. To each subsequent install- ment when due shall be added interest for one year on all unpaid installments. 3. The owner of any property so assessed may at any time prior to certification of the assessment to the County Auditor, pay the whole of the assessment, with interest accrued to the date of payment, to the City Treasurer, except that no interest shall be charged if the entire assessment is paid within 30 days from the adoption of this resolution; and such property owner may, at any tine thereafter, pay to the City Treasurer, the entire amount of the assessment remaining unpaid with interest accrued to December 31 of the year in which such payment is made. Such pay- ment must be made before November 15, or interest will be charged through December 31 of the succeeding year 4. The City Clerk shall forthwith transmit a certified duplicate of this assessment to the County Auditor to be extended on the proper tax lists of the County, and such assessments shall be collected and paid over in the same manner as other municipal taxes.
