HomeMy Public PortalAbout1981-060RESOLUTION NO. Y/- ELM CREEK CONSERVATION COMMISSION LOCAL MANAGEMENT OF WATER RESOURCES WHEREAS, the City (Township) of. Medina is a member of the Elm Creek Conservation Commission, an organiza- tion of units of government created under a Joint Powers Agreement to manage water and land related resources in the Elm Creek watershed; and WHEREAS, the Elm Creek Conservation Commission has, since its creation in 1973, successfully addressed and accomplished goals and objectives for the protection and management of water resources within the Elm Creek watershed, without the creation of a new and additional taxing unit; and WHEREAS, the City (Township) of Medina is aware of proposals by the Minnesota Water Planning Board and the Metropolitan Council for the management of water resources at the local level; and WHEREAS, the City (Township) of Medina has been advised that the proposal of the Minnesota Water Planning Board has been incorporated into a bill for an act, S.F. No. 1452/H.F. No. 1540, now pending before the Legislature, which would focus planning responsibility in the counties which could work with either a watershed district or joint powers organiza- tion such as the Elm Creek Conservation Commission, to manage water resources at the local level; and WHEREAS, the City (Township) of Medina has also been advised that another bill for an act, S.F. No. 1451/H.F. No. 1505, now also pending before the Minnesota Legislature would require local water management planning by watershed districts or joint powers agreements, where they exist in the metropolitan area, and by counties where watershed districts or joint powers agreements do not exist: NOW, THEREFORE, BE IT HEREBY RESOLVED AS FOLLOWS: That the City (Township) of Medina opposes any proposed legislation which would not provide for the creation or perpetuation of joint powers agreements to plan for and manage water resources at the local level and supports legislation which will retain authority for water resources manage- ment in local units of government.
