JOINT FACILITIES OVERSIGHT COMMITTEE MEETING
June 15, 2017
Attendees: Winter Park Ranch: Jim Cordell, Tom Kalan, Dan Carroll
Town of Fraser: Philip Vandernail, Herb Meyring, Parnell Quinn
Grand County #1: Randy Atwater
Others Present: Jim Fox, Bruce Hutchins, Jeff Durbin, Joe Fuqua, Gene Riordan, Steve
Sumrall, Beth Williams, Allen Nordin
Roll call was taken and the meeting was called to order by Mayor Vandernail at 3:15 p.m.
Election of a new Chair: Discussion was had and decision was made that Mayor Vandernail
would be the new Chair. Herb Meyring moved and Randy Atwater seconded the motion. Motion
carried 7-0.
Minutes of November 17, 2016: Jim Cordell moved to approve the November 17, 2016 minutes
as presented; the motion was seconded by Randy Atwater. Motion carried 7-0.
June 15, 2017 Agenda: Randy Atwater moved to approve the June 15, 2017 agenda but
requested to remove item #6, EQR/Capacity Study Discussion, since Ron McLaughlin was
unable to attend the meeting and to move this item to #11 to set next meeting and reschedule
this item; Herb Meyring moved to approve the agenda as suggested by Randy, this motion was
seconded by Parnell Quin. Motion carried 7-0.
Permit Status Update: Gene Riordan provided an update regarding status of permit renewal
work.
Filter Study Update: Joe Fuqua discussed the Aquarobotics study. The study went well. It
worked better for phosphorous then copper.
Blower Proposal Discussion: Joe Fuqua discussed the need for a high-speed turbine blower to
be installed to lower the electric bill and to have more efficient blower(s).
Capacity Sharing Agreement Discussion: Jeff Durbin began the discussion in regards to Grand
County #1 approaching their 80% capacity per the JFOC agreement. Winter Park Ranch and
Town of Fraser are open to sharing their unused capacity but all parties have questions that
they need addressed before committing to anything.
Other Business & Updates: Northern Update —they have a permit for mitigation but are still
looking at other areas around the County like Granby and 3 Lakes for phosphorous mitigation.
