Minutes of the Nov. meeting were read and approved. Ron Nelson motined they be approved and Dee Armstrong secon ded the motion. .sisting; Julie Haws Julie Haws presented the audit report for 1981-82. Felt city was in good financial position but felt there should be prevent- ive measures taken to be sure that continues. Ron Nelson motiioned the audit be accepted as presented, Dee Armstrong sedonded the motion. Ron Nelson seconded the motion. Ron Nelson presented the fact that the cemetery district is in need of facilities to dig graves. Wanted to know if the city was interested in using their equi rent for that purpose. City council felt alright about this. Cemetery district will pay for this service. 1983 is Iona's centennial year ---Plans to comemorate it are being made. Date for city dinner was discussed. _Tentative date of Wed. Jan. was _set . Dee Armstrong motioned that a 5% increase on wages ba made. Ron Nelson seconded the motion. Meeting adjourned at 9:15 Clerk 12 MINUTES OF THE IONA,.CITY COUNCIL MEETING Jan. 19, 1983 8P.M. Those present; W .A. Storer, Dee Armstrong, Ron Nelsson, Hubert ONRockwood, Karen Hansen, Alice Bodily, Clerk. The Dec. minutes were read and approved. Hubert Rockwood mot- ioned they be approved and Karen Hansen seconded the motion. Those visiting were; Mike Jepson, Robert Bodily, Renee Bodily, Kathryn Browning, Harold Steele, Lois Steele, Dona Sayer, 2enna Longhurst, Garfield Brammer, Ruby Brammer, Laura Danielson, Vicki Baldwin, Agron Hansen, Jamie Ritchie, Landon Farmer, J. C. Merrill. I ,Mike Jepson representing the Fre A. Moreton Ins, Co. asked opportunity to present his insurance program befor the March meeting when insurance will be renewed. Mayor told him he was welcomed to submit a bid to council in Feb. council meeting. Lois Steele made a formal complaint akicut properties in city that are not being kept up. Felt there was no protection 4 through ordinance. Felt there should be ordinances put into effect for future protection. Karen Hansen referred to an ordinance that could possibly cover the problem. Karen Han- sen to check on seeing what can be done to alleviate the pto- blem . Mayor asked for nomitationa for the council president; Dee Armstrong nominated Hubert Rockwood. Hubert nominated Dee Armstrong. Through secret ballot teh council voted Hubert Rockwood -council president. Mayor reported the new radar was in operation and working well. Was helping in traffic control. Traffic violations ate being written. Mayor reported fire district going to -fix would have first chance to get it. Would provisions will..:-ave to be made to get it be i-2 months before it will be known for Ronnie Barnes interested in having Crook to Iona Road. Board felt it would not be city to do this. Karen Hansen motioned this be done returnable to the city if not used. Hubert Rockwood seconded + the motion. Plans for.firehouse were reviewed. One for enlarging existing firehouse approx., 13,000.O0.and one •for a seperate building approx. $15,000.00. Ron Nelson reported Kim Janes wanted to give tennis lessons. Gordon Steele asked for a variance to build a shop 7' from his property line Asked board's feelings on this. To publish and set up hearing. Mayor brought up preparation for bids on new firehouse. To be published April 24 and May 1. To open bids on May)4, 1� 83 will meet later to award the bid. Ron Nelson brought up the fact of payment for Jim Bird. City to pay him Y,,2400.00. This was approved by the board. Y`aum Larsen still feels the city is obligated to pay expenses on his repairs. Karen Hansen reported Dept. of Health a Welfare investigated Evingers on Scoresby.. There good results and the mess has been cleaned up. The budget was discussed, mayor advised councilmen to study figures and advice if they felt there were some places we can cut back. Two boys were contracted to paint restrooms Darren Drollinaer and Ralph Greenhalgh they are to be paid 5)45.00 each. Those visiting: Frank Pearson, Gail Soliday, . Clerk asked Notary renewal. Board felt they would pay that New fire truck was discussed. Mayor said there was a need to have people to familiarize themselves to the procedures and learn more about the truck. Frank Pearson said there was a problem with Bill Stanger's cattle. questioned to see if city could get_him to build him a fence at end of 3rd street. The board felt the city could not force him , but _would check with. him and tell him to do it and see if that would help. The election was discussed, it was set for Nov. 8, 1983- from 12 nocn to 8:00 P.M.. Vicki Baldwin aid Zenna Longhurst wereapproved to be clerks and Alice Bodily was appointed Chief Election. Judge. Finances were discussed. Possibility tocut down in some areas„ Recreation program for summer and discontinuing Dennis Bateman's wages or modifyin; them was discussed. Possibility of city to join fire district. They could witq a special election Beatrice showed plans for division of her lot on First St. . Hubert Rockwood seconded the motion. Clerk :asked about supper for election board. The cost was 4;i12.00. The board approved this. Ron Nelson motioned & Karen Hansen sconded the motion. Minutes of the meet- ing to canvas votes were also read and approved. Dee Armstrong motioned we approve them and Karen Hansen seconded the motion. Those present : W . A. Storer, Dee Armstrong, Hubert Reckwaod seconded the motion. Those, present: W. A. Fire District is going to try foa an override to manitain 2 men in 2 stations giving better service to the cities in- vited to ,join fire district. They would be assured of better fire protection. The city would have to contract fire district for 46,000.00. The council talked over delinqueTt bills. A decision was made to make tags to hang on door as warning and followin up in 5 days. Payment to be made to city clerk. Also a 45.00 fee be added on. Karen Hansen motioned , all in favor. Having Ross go to police training school was discussed It was tabled for further consideration. Those Visiting: Bruce Allcott, Dee Johnson Mayor told of a meeting of mayors. They discussed joining Fire District. It was felt the decision should be turned over to the people and let them vote on. the issue. Dee Armstrong m_de a mention that we proceed with having an election and turn the decision over to the people. Karen Hansen seconded the motion. All in favor. Those present: W. A. Storer, Ron Nelson, Dee Johnson, Bruce Allcott, Karen Hansen, Alice Bodily, Clerk Those visiting: Christine Johnson, Stacey Johnson, Derek Johnson, Sara. Johnson, Rex Johnson, Dena Johnson, Ivy Smith, Clyde Smith, Hubert Rockwood, Julie Haws, Kahlil Jones, Marilyn Jones,. Ivy Smith asked help on getting a signal on R.R. Crossing on IOna_Road, asked boards approval and support in pursuing this. Council signed letter of recommendation. Mayor brought up v�500,000.00 claim against the city by Kim Sharyn Johnson. Karen Hansen motioned we deny the claim. Ron Nelson seconded the motion. Julie Haws presented the 1983 audit. Felt the city was in good financial condition. Karen Hansen motioned we accept the audi4100 as presented, Dee Johnson seconded the motion. Ron Nelson motiones Karen Hansen be council president, Bruce Allcott seconded the motion. Ron Nelson was appointed over Parks & Recreation --Karen Hansen over building and zoning -- Bruce Allcott over fire & police protection. Dee Johnson over the water dept. W. A. Storer, Mayor over the streets. Max Brinton has asked to have -his monthly fee raised to ,4,75.00 instead of .w50.00. Mayor recommended we raise it in April.
