motion unless a Commission member requests separate action on specific items.
5A. Consent Calendar - Administrative Items.
5A1. APTA Scholarship/Conference Attendance.
Overview
David Ledwitz, FICTC's Student Intern, has been selected as a 1993 American
Public Transit Foundation Transit Hall of Fame Scholarship Winner. An awards
dinner for all recipients will be held in conjunction with the APTA conference in
New Orleans on October 4, 1993. Funding of this trip is usually paid by the
sponsoring agency, in this case, RCTC.
5A2. FY 1993-94 Overall Work Program - Coachella Valley Association of Governments.
Overview
The Overall Work Program for FY 1993-94 for CVAG is presented to the
Commission as a condition of approval of 50% of FY 1993-94 LTF planning funds.

5A3. Inland Empire Showcase '93.
Overview
The Commission is requested to consider sponsorship of the Inland Empire
Showcase '93 which is scheduled to be held on October 7, 1993 at the Red Lion
Inn in Ontario.
5B. Consent Calendar - Transit/Rideshare/Park-n-Rlde.
5B1. FY 1993-94 FTA Section 16 Applications.
Overview
The FTA Section 16 program provides capital grants for the purpose of assisting
private nonprofit corporations and public agencies, under certain circumstances,
in providing transportation services to meet the needs of elderly persons and
persons with disabilities for whom public mass transportation services are
otherwise unavailable, insufficient, or inappropriate. The program provides
funding for approved projects on an 80% federal/20% local match basis. Five
agencies in Riverside County have applied for funding.
5B2. FY 1993-94 Local Transportation Fund Allocation for SunLine Transit Agency.
Overview
In order for the public transit operators to claim Local Transportation Funds (LTF)
for operating and capital purposes, the Commission must allocate funds to
support the transit services and capital projects contained in the approved FY
1994-2000 SRTP. SunLine's SRTP estimated a need for $5,416,400 in LTF for FY
1994, which would leave a balance of $1,300,290 in contingency reserve.
5B3. Amendment to the FY 1993-94 Local Transportation Fund Allocation for City of
Banning.
Overview
The preliminary budget used by the City of Banning and Commission staff to
prepare the LTF allocation was slightly lower than the final budget. An additional
$22,700 is required to fund transit personnel costs that were not accounted for
in the preliminary budget.

5B4. Amendment to the FY 1993-94 Local Transportation Fund Allocation for the City of
Riverside.
Overview
The City of Riverside has been awarded funding through Caltrans' Intelligent
Vehicle Highways Systems (IVHS) program to purchase On -Board
computer/communications equipment. The city is requesting an additional $6,000
in local transportation funds to provide the required 20% match.
5B5. FY 1993-94 SB 821 Program.
Overview
The Commission received project proposals from 17 agencies including 7
bikeway proposals and 14 sets of various sidewalk improvement projects to be
funded under the Commission's SB 821 Program. The proposals were reviewed
by the SB 821 Evaluation Committee, and each agency was provided time to
present their respective projects and answer questions from the Committee.
5B6. SB 821 Bicycle and Pedestrian Facilities Program - Extension Request from the
City of Corona.
Overview
The City of Corona was allocated $13,600 of FY 1992-93 SB 821 funds for the
construction of the Vicentia Avenue sidewalk project. The City is requesting a
three (3) month extension to September 30, 1993, to complete the project.
5B7. Minimum Fare Revenue Ratio for the Riverside Transit Agency and SunLine Transit
Agency.
Overview
The Riverside Transit Agency and the SunLine Transit Agency serve both
urbanized and non -urbanized areas of Riverside County. Therefore, their
minimum required fare revenue to operating expense ration required by State
Law falls somewhere between the 10% requirement for non -urbanized area
service and the 20% requirement for urbanized area services. The Commission
is responsible for calculating the intermediate ratio.

5B8. Resolution No. 93-012 'Resolution of the Riverside County Transportation
Commission Establishing Guidelines for the Administration of its Measure A
Commuter Assistance Program.'
Overview
Adoption of the FY 93/94 Measure A Commuter Assistance Program and its
individual budgets required that Resolution No. 93-009 be updated to reflect the
approved program changes. Resolution No. 93-012, prepared by staff and Legal
Counsel, incorporates all new program parameters.
5B9. Riverside Employer Transportation Forum Update.
Overview
The Third Annual Transportation Fair was held during June by Commuter
Transportation Services, Inc. as part of the monthly Riverside Employer
Transportation Forums. Images of the event held in Coachella Valley and
Western Riverside County areas highlight the importance of the Fair in providing
an opportunity for Employee Transportation Coordinators to meet with a broad
range of vendors and expand their individual program resources.
5B10. Request to Stop Amtrak Buses at Riverside -Downtown Commuter Rail Station.
Overview
Staff from the Caltrans Division of Rail have requested permission to stop Amtrak
Buses at the Riverside -Downtown Commuter Rail Station instead of their current
stop location at the Downtown Riverside Bus Terminal. The Amtrak buses
provide connections to the Amtrak trains in Bakersfield.
5B11. Request for Measure A Funds from the Foundation for the Retarded of the Desert
and Five Star Club of Eisenhower Medical Center.
Overview
Two requests have been received through SunLine Transit Agency for a total of
$19,510 in Measure A funds from the Coachella Valley Specialized Transit
Program.

5C. Consent Calendar - Highways/Local Streets & Roads.
5C1. Measure A Local Streets and Roads Financing Guidelines.
Overview
At the request of the Western Riverside Council of Governments, staff
recommends deferring adoption of the Measure A Streets and Roads Financing
Guidelines until the September meeting.
5C2. City of Riverside - Vacation of Prospect Avenue - Status.
Overview
The item discusses the City of Riverside's recent approval of RCTC's request to
vacate Prospect Avenue to enable switching mechanisms to be installed for future
Metrolink connections to the Santa Fe mainline tracks. The City also approved
several environmental mitigations to be completed by RCTC.
5C3. Caltrans District 11 Presentation.
Overview
The Commission, at the July meeting, requested a presentation on the
contracting out issue and the status of Route 86. Joel Haven requested that a
presentation be made at the September meeting as Caltrans will be meeting with
the Army Corp of Engineers and FHWA on August 19th.
5D. Consent Calendar - Service Authority for Freeway Emergencies (SAFE).
5D1. Funding Agreement Between Department of California Highway Patrol and
Riverside County Service Authority for Freeway Emergencies.
Overview
The Riverside County Freeway Service Patrol program is operated as a joint
venture between Caftrans, the CHP and the Riverside County SAFE. Riverside
County SAFE is responsible for administering the program and Caltrans and CHP
jointly provide daily field supervision to ensure service performance. The
attached funding agreement provides for the reimbursement from Riverside
County SAFE to CHP of those reasonable overtime expenses necessary to
support the Riverside County FSP operations.

5D2. Monthly Call Box Update.
Overview
The operational statistics for the Riverside County Motorist Aid Call Box System
for the month of June 1993 will be presented to the SAFE Board.
5E. Consent Calendar - Commuter RaII.
Santa Fe Railroad Phase 1 Environmental Assessment - Amendment Number 1 Adjustment
to Authorized Converse Consultants - Inland Empire Contract Amount (RCTC Agreement
No. RO 93-25).
Overview
CCIE (Converse Consultants - Inland Empire) has requested an adjustment of $37,302.99
to their present authorized contract limit to complete additional work requested by
O'Melveny & Myers, SCRRA and Legal Counsel.
5F. Consent Calendar - Financial.
Cost and Schedule Reports for the Month of July.
Overview
The data included in the agenda depicts the current costs and schedule status of
contracts reported by Route, commitments and Cooperative Agreements executed by the
Commission . For each contract and Agreement, the report lists the authorized value
approved by the Commission, percentage of contract amount expended to date, and the
project expenditures by route for the month ending June 30, 1993.
6. ADMINISTRATIVE ITEMS.
6A. Commissioner(s) Reports, if needed.
Overview
This item is placed on the agenda to provide Commissioners the opportunity to report on
various Committees representing the Commission.
6B. Legislative Monthly Report.
Overview
This is a monthly report of transportation related legislative issues prepared by Will
Kempton of D.J. Smith Associates, the Commission's legislative consultant.
6C. FY 1993-94 Overall Work Program - Western Riverside Council of Governments.
Overview
The Overall Work Program for FY 1993-94 for WRCOG is presented to the Commission
as a condition of approval of 50% of FY 1993-94 LTF planning funds.

6D. Transportation Enhancement Activities (TEA) Program.
Overview
This item relates to developing criteria for ranking the TEA applications.
6E. Regional Mobility Element of SCAG's Regional Comprehensive Plan.
Overview
Copies of the Draft SCAG Mobility Element are distributed to all the Commissioners with
the August Commission agenda package. Commissioners are encouraged to review this
document and provide comments to staff prior to the September Commission meeting.
6F. Upcoming Conference(s).
Overview
The Commission is requested to determine whether to send a participant to the Clean Air
Marketplace 1993 Conference in Washington D.C. on September 8-10, 1993, and
participation to the California Transportation Plan Workshop on August 17, 1993.
6G. CVAG Regional Arterial Financial Plan and Expenditure Program.
Overview
Nick Nickerson, Director of Transportation and Planning of the Coachella Valley
Association of Governments will make a presentation on their Regional Arterial Financial
Plan and Expenditure Program at the August 11th Commission's meeting.
7. TRANSIT/RIDESHARE/PARK-N-RIDE.
Inland Empire Connection Route 110/496.
Overview
This is to discuss, and possible action, on LAMTA's effort to terminate the Route 110/496 transit
service.
8. HIGHWAYS/LOCAL STREETS & ROADS.
8A. 1994 State Transportation Improvement Program Fund Estimate.
Overview
Staff will update the Commission on the California Transportation Commission's (CTCs)
action on the 1994 Fund Estimate.

8B. Measure A Highway Program Local Circulation improvements.
Overview
Action on this item was deferred from the June 1993 Commission meeting at the request
of the County of Riverside for the Commission to assemble an overall needs assessment
of current and future needs for interchange improvement in the Western County Area.
A meeting of Department Heads from the Public Works Departments of the Western
County cities and the County Transportation Department was held on July 21, 1993 to
discuss the needs assessment and the Measure A Local Circulation Program
recommendations.
8C. Excess Dirt Disposal Agreement for the Route 79, Gilman Springs Road to First Street in
the City of Beaumont, Measure A Highway Improvement Protect.
Overview
This item deals with disposing excess soil material from the Lamb Canyon project.
9. FINANCIAL ITEMS.
9A. $75,000,000 Commercial Paper Program and Letter of Credit/Direct Borrowing Facility.
Overview
The Commission has in place a $25 million Commercial Paper Program and has granted
approval for a $25 million line of credit. Based on rating agency requirements, our
liquidity facility that supports our commercial paper is being changed to a letter of credit.
Staff proposes to combine the authorized $25 million line of credit with the Commercial
Paper letter of credit for a combined bank facility of $75,000,000. This effectively
increases our authorized commercial paper from $50,000,000 to $75,000,000.
9B. Loan Documents for Corona Financing.
Overview
The Commission approved up to a $6 million dollar loan for the City of Corona. The firm
of Thomas Luebs & Mort has drafted preliminary documents for this loan. The loan
document is being presented in draft form for Commission review and approval.
10. CLOSED SESSION.
11. ADJOURNMENT.
The next RCTC meeting is scheduled to be held on September 8, 1993 at the Commission's
Conference Room, 3560 University Avenue, Suite 100, Riverside.
