Hearings & Meeting were read and approved Dee Johnson motioned Deb Sorenson seconded the motion. Those present: Karen Hansen, Craig Rockwood, Deb Sorenson, Dave Huntsman, Dee Johnson, Alice Olsen -Clerk. Those visiting: Mike Nye, Leo Mondock & son Travis, Donna Denning, Ryan Bean, Doug Bean, Morgan Bullock, Jed Denning, Ross Johnson, Barbara Schrier & Time Smoley. Mike Nye presented facts on the street light contract from U.Pr.&L for maintenance of lights. He showed the lights the City could buy - U.Pr.L owns the poles. The cost of lights would be $10573.00. Cost U. Pr. L. owned (20 lights) at 15.87 per mo. per light. Now paying $6.12 per light U. Pr.L owned larger lights 27.04 per mo. Now paying $8.36. If City can buy the street lights, Mike could have a contract worked up in 2 weeks. Explained U. Pr. L has an economy development program. It will furnish people to help & train in this area. Mike will visit next meeting & present some of the information in this area. Tim Smoley from Walker Pump stated the electrical equipment in the well downtown was outdated and not adequately identified. It needs refurbishing & made safe and labeled. Suggested we move generator close enough to well and try it out to see if it is sufficient to run pump before constructing a building to house the generator. Craig asked about a drip system to avoid dry starts - the Walker Pump Co. had bid on this at a previous time for $1000.00. Showed a flow meter we could install on pump downtown for less - about $600.00 & would be more efficient. Financial report was presented. The following bills were pre- sented to be paid: W B GEN. Deb talked about trees & is trying to contact Ray Suitter. He will keep working on it. Dave Huntsman stated we should be getting our Manufactured Housing Ordinance. Dale recommends putting in the section on R Vas, felt we should concel previous ordinance on this, & felt we should state minimum size also. Will have hearing in next City Council Meeting. Dave Benton is writing annexation proposal. Dave Huntsman is following up on this. ,Talked about impact area. County has asked us to define an impact area to the south to i mile beyond Lincoln - West area to 12 mile west of Crowley East to Ridge Line - south of Lincoln Rd. through to Tel- ford & west to Beeches Corner. Meeting on this Nov. 14 here in City building. Dave will go further into this with Lee Millis & will report results. Mentioned "Adopt a Road" program - Mayor to contact Co. Road & Bridge Dept on this. Dee Johnson mentioned the fact there is a program to plan` trees to honor those dead. Felt they could put trees by monument in park to do this. Mentioned irrigation mtg. about 20 attended. The purpose of the., meeting was to get a few to function on a board. Felt we whould formulate a board & they would hire 1 person to oversee irg. sch- edules, keep key to culvert to City. Felt we should send a letter to all water users to inform them of the purpose of holding an irrigation meeting. Will try to cold a meeting as soon as possible. Talked about having a pres- surized system, this would have to be administered by this board in the future. Mayor reported she had talked to Gary Archibald for about $150.00 they can bond the Clerk position. We will be paying on our taxes more for waste disposal. A big problem - it will become more & more costly to take care of it. Felt we should send a proposal to let Bonn. Sch. Dist. know we would appreciate their considering us procurring Iona North bldg. inconsideration of us vacat- ing the right of way in Dayton and the alley behind schoo, Has talked to Wade Campbell about Fire Dist. letting us have at least one bay in firehouse. Talked about Clerk resigning last of Dec. Put notices up & will take applications. Felt it would solve a lot of our irrigation problems. Julie Wetzel from economic development division of UPrL, offers survey service u helps on setting up & checking objectives for cities & in- dustries. First must start off with community development process. Takes about 15 to 20 people from community who would be pro development & a few who are anti development. No charge for these services, just a strong commitment. Prizes for Beautification Contest - Those awared were David Olaveson, $100.00, Glade Bean $50.00, Bertha Christensen, $25.00 , & Shane Walker, $25.00. Shane Walker presented a plan to make present dwelling into a 2 family home. :Mould like to rent basement. Dave Huntsman explained he would probably have to apply for a variance, probably wise to check with Building & Zoning in County. Advised to poll his neighbors & then bring plan to City Counccil.. Discussion on City Clerk - Craig Rockwood proposed we appoint Ron Nelson at $400.00/Mo. as City Clerk with Betty McKinlay as Deputy Clerk at $4.50/hr. Deb Sorenson seconded the motion. All approved. Dave Huntsman felt City does not need comprehensive plan, after consulting Dave Benton, he felt Iona had no need for this. Hearing on Manufactured Housing was discussed, it was set for January before the board meeting. Discussed annexation, showed map of areas to be annexed. Hear- inq,for this was scheduled for January 16, Wednesday night mtg. Gave a point of caution to implement a subdivision controlling ordinance to control possible growth in subdivision around new school. This would force developer to come before City Council before developing existing lots. This needs to be done soon. Hearing for this will be done in January before City Council mtg. Dee Johnson reported on irrigation meeting. Much opposititn is forming an active board - Ross Johnson, Bill Storer & Dennis Bateman to direct scheduling & possible problems with water. Still will make $10.00 irrigation maintenance charge in the Spring. Craig suggested charging everyone a one time summer fee for culinary water. To have ditche: cleared & a fair watering turn for each one was primary concern of those in attendance. Karen discussed Christmas party set for Dec. 6th at 7:30 Clerk to make reservations at Ernies. Those visiting: Gerald Searle, Ron Olsen, Mr & Mrs. Shane Walker, Ron Nelson. Gerald Searle presented the audit report. He compliment ed the City on their progress. Dee Johnson motioned we accept the Audit as presented. Craig Rockwood seconded the motion. Craig Rockwood reported on a conference with Ted Hen- drickson and -Engineering firm, Ted Sorenson & Mayor. He felt it was a good price on study of water system. The amount was $2,000.00. The board was in agreement that we do this study. It would probably be completed in early summer. Mayor reported Mike Nye would like a commitment on the service agreement. Would like the board to make a de- cision. Craig felt it would be good to see the purchase agreement document. Then have a hearing & okay the monie: for Utah Pouer & Light in January. Dave Huntsman presented a moratorium to control building in City. At present we have no provisions on controllin, the regulation on developing these subdivisions. This ordinance provided a moratorium on building. Board was -not in favor of this.
