AGENDA ADDITIONWEVISIONS. 5. CONSENT CALENDAR — All matters of the Consent Calendar will be approved in a single motion unless a Commission member requests separate action on specific Items. 5A. Consent Calendar - Administrative Items. 5A1. Legislative Monthly Report. Overview This is a monthly report of transportation related legislative issues prepared by 1M611 Kempton of D.J. Smith Associates, the Commission's legislative consultant. 5A2. RCTC Sponsorship of CVAG Transcon 2000 Conference. Overview CVAG representatives have requested RCTC to contribute toward CVAG's Transcon 2000 Conference. 5A3. Joint RCTC/WRCOG/SANBAG/CVAG/Caltrans District 8 Meeting. Overview The Chairs and Executive Directors of RCTC, SANBAG, WRCOG and CVAG staff will be meeting with Ken Steele to discuss the possibility of a joint meeting of the agencies. Enclosed are suggested appropriate agenda topics. 5A4. FY 1994-95 Transit Capital improvement Program. Overview Staff will provide a report on the status of this years TCI program at the Administrative Committee. Page 3 September 8, 1993 RCTC Agenda 5C. Consent Calendar - Hlahways/Local Streets do Roads. 5C1. Measure A Local Streets and Roads Financing Guidelines. Overview Staff has prepared guidelines for providing financing for local jurisdictions which receive Measure A streets and roads monies. 5C2. Moreno Valley Transportation Model Reimbursement. Overview RCTC has committed to reimburse local jurisdictions for 50 percent of the costs associated in development of local transportation models. The City of Moreno Valley is requesting reimbursement for the development of their local transportation model. 5C3. Amendment to Contract RO9336 to Address Clean-up of Waste Concrete on Carlson Property. Overview This is an Amendment to Contract RO9336 (Excavate and Remove Dumped Debris from Ferguson Property) for an amount up to, but not to exceed $76,830 to remove concrete debris, and concrete and soil contaminated with trace amounts of asbestos floor tile. 5C4. FY 1993-94 SB 821 Program. Overview The Commission received project proposals from 17 agencies including 7 bikeway projects and 14 sets of various sidewalk improvement projects to be funded under the Commission's SB 821 Program. As directed by the Commission, the proposals were re -reviewed by the Commission's SB 821 Evaluation Committee to consider additional information provided by SB 821 applicant(s). 5D. Consent Calendar - Service Authority for Freeway Emergencies (SAFE). 5D1. Monthly Call Box Update. Overview The operational statistics for the Riverside County Motorist Aid Call Box System for the month of July 1993 are presented to the SAFE Board. 5D2. Update on the intelligent Vehicle Highway System Project. Overview This is a status report of the Intelligent Vehicle Highway System (IVHS). Page 5 September 8, 1993 RCTC Agenda 6. ADMINISTRATIVE ITEMS. 6A. Commissioner(s) Reports, if needed. Overview This item is placed on the agenda to provide Commissioners the opportunity to report on various Committees representing the Commission. 6B. Upcoming Conference(s). Overview The Commission is requested to determine whether to send participants to the Transcon 2000 Conference, Palm Springs, CA on October 25 and 26, 1993. 6C. Citizen Member Alternate Replacement. Overview As requested by the Commission, advertisements to solicit letters of interest were placed in county newspapers. The Commission could either: (1) take action at the September meeting to appoint the citizen member aftemate, (2) schedule to interview all candidates; or, (3) appoint an ad hoc committee to interview the candidates and made a recommendation to the full Commission in October. 6D. Policy Regarding Executive Director's Authority to Sign Contracts and Purchase Orders. Overview This is to amend the policy for the Executive Directors' single signature to cover all contracts. 6E. Support for Joint RCTC/SANBAG/WRCOG Contract with Jacki Bacharach for Air Quality Policy Support Through FY 93-94. Overview Staff is requesting the Commission to consider supporting the concept of a joint RCTC/SANBAG/WRCOG contract with Jacki Bacharach and Associates for air quality policy coordination. 6F. Transportation Enhancement Activities (TEA) Program. Overview Selection of TEA projects to be forwarded for consideration by the California Transportation in the 1994 STIP cycle. Page 7 September 8, 1993 RCTC Agenda 8C. interregional Road System Update Request to Ca&ans. Overview Caltrans is updating the IRR System and has requested the County Transportation Commissions to nominate highways to be added to the IRR system. The request for these additions must be submitted to Caltrans by October 1, 1993. There are several additions which staff proposes the Commission should submit and request CaRrans approval to be added to the IRR System. 9. SERVICE AUTHORITY FOR FREEWAY EMERGENCIES (SAFE). Freeway Service Patrol Tow Truck Contract Award. Overview Commissioners are requested to take action on Tow Truck Contracts for the Freeway Service Patrol Program. 10. COMMUTER RAIL Draft Los Angeles - Coachella Valley: Weekend Demonstration Passenger Rail Service. A Feasibility Study. Overview The Executive Summary of a study prepared by Schiermeyer Consulting Services is enclosed for review and endorsement. 11. CLOSED SESSION (If necessary). 12. ADJOURNMENT. RIVERSIDE COUNTY TRANSPORTATION COMIVIISSION DATE: September 8, 1993 TO: Riverside County Transportation Commission FROM: Jack Reagan, Executive Director SUBJECT: Acceptance of Quit Claim Deed for San Jacinto Branch Line @ Lyon Street to Accommodate Hemet Flood Control Project During its June meeting, RCTC approved a license agreement with the City of Hemet for construction of a drainage structure (5' x 4' Box) within the San Jacinto Branch line right- of-way. Since that meeting, it has come to staff's attention that Lyon Avenue crosses the San Jacinto Branch line in an area that was not obtained in fee from Santa Fe. An easement for certain section of the branch line was granted to RCTC by Santa Fe. The property at Lyon Avenue was taken as an easement rather than fee title until such time as the completion of a phase 2 environmental study on the easement sections. Based upon RCTC's action, Hemet advertised and awarded a construction contract. Santa Fe, as still the owner in fee of Lyon Avenue, has indicated that in order for Santa Fe to grant a License to the City of Hemet they would need to go through the normal review procedure to approve the license agreement. This process usually takes months and would result in significant delays to the City of Hemet. Santa Fe is willing to provide a Quit Claim Deed for the property required for the flood control license agreement from Hemet. This would mean some minimal risk since the phase 2 environmental assessment has not been completed, but would resolve the problems with Hemet. Staff Recommendation: To accept Santa Fe's Quit Claim Deed. JR/TH:sc t Page 6 September 8, 1993 RCTC Agenda 6G. Combined AB 2766 and Congestion Midaat7ion Air QualitylCMAQ) Call for Proiects. Overview Staff is requesting authorization to forward notification letter to SCAOMD indicating RCTC's intent to submit projects for all available FY 93-94 AB 2766 funds and proceed with development of a joint call for projects for the AB 2766 and unprogrammed CVAO funds. 6H. RCTC Comments on SCAG's Regional Mobility Element (Discussion Draft) of the Regional Comprehensive Plan. Overview Staff is preparing comments on the draft document 'Regional Mobility Element' for review by Commissioners and will attempt to coordinate that effort with SANBAG and WRCOG. 7. TRANSIT/RIDESHARE/PARK-N-RIDE. 7A. Telecommuting WorkCenter. Overview RCTC staff and the Inland Empire Economic Partnership have been discussing various options regarding continuance of the WorkCenter. Third year options including funding impacts will be available for discussion. 7B. Update on Route 110/496. Overview The Commission is provided updates on the recent meetings concerning the Route 110/496. 8. HIGHWAYS/LOCAL STREETS do ROADS. 8A. Status of the North/South Corridor Study. Overview The North/South Corridor study is entering in Phase II which will provide additional alignment detail and cost information for the preferred alternative consisting of several improvements on more than one arterial in the study area A presentation will be made by P 8 D Technologies. 8B. Route 86 Safety Improvements Efforts. Overview This agenda item is a status report of safety improvement efforts being done for Route 86. Joel Haven, Caltrans District 11, will be present at the meeting. Page 4 September 8, 1993 RCTC Agenda 5D3. Single Sionature Authority Report Overview This is a report on contracts approved by the Executive Director through single signature authority. 5E. Consent Calendar - Commuter Rall. 5E1. Press Enterprise Reconstruction of Facilities and Street Improvements related to Property Acquisition for Commuter Rail Tracks to Riverside -Downtown Station. Overview This item outlines the needed agreements and authorizations to complete the Press Enterprise reconstruction and complete the mitigation required for the vacation of Prospect. 5E2. Conditional Approval of Short -Term Lease with Latimer Trust. Overview Latimer Trust has approached the Commission to determine its willingness to enter into a short-term lease of the property for storage of bins and packing material. A copy of the draft lease agreement is included in the agenda packet. 5E3. Grade Crossing Improvements on the Riverside to Los Angeles via Ontario Commuter Rail Service Line. Overview This agenda item is a request for RCTC to approve allocation of Measure A funds to match state funds for grade crossing improvements associated with the Metrolink Riverside to Los Angeles via Ontario commuter rail line in the City of Riverside. 5E4. Commuter Rail Update. Overview This agenda item provides a status report on commuter rail activities. 5F. Consent Calendar - Financial Items. Quarterly Financial Reports. Overview The data enclosed depicts the Combining Statements of Revenues and Expenditures and Changes in Fund Balances and the Cost & Schedule reports for the Quarter Ended June 30, 1993. Also enclosed are the RCTC Measure A Highway Projects Budget Report by -% route, contract commitment and Amendments Report for the month ending July 31,1993. Page 2 September 8, 1993 RCTC Agenda 5A5. Regional Transportation Improvement Program Amendment Financial Plan Resolution. Overview SCAG is in the process of preparing an amendment to the 1993-99 RTIP in which a financial plan resolution certification is required from the transportation commissions in order to prove its financial capacity to fund the projects programmed in the amendment. 5B. Consent Calendar - Translt/Rldeshare/Park-n-Rlde. 561. Calt/ans Cooperative Agreement No. 08-850, 'The Commuter' Newsletter. Overview As a result of previous actions by the Commission and Caltrans, funding in the amounts of $8,903 and $50,080 respectively, have been allocated to 'The Commuter' newsletter, an AB 2766 funded project. An agreement between Transportation Communications, Inc. and the Commission is required to initiate the transfer of funds. 562. Cahrans Small Employer Commuter Incentive Demonstration Program. Overview Pursuant to Cooperative Agreement No. 08-858, RCTC staff has proceeded with the development of the Small Employer Incentive Demonstration Program which includes the use of a video as the tool to market to a large number of small employers. Approval of a contract with Ambit Video Communications, Diamond Bar, California for video,production services is requested. 563. Allocation of State Transportation Assistance Funds. Overview A letter was sent to all transit operators requesting them to submit proposed projects that could be funded through STAF. Enclosed is a list of the agencies requesting State Transportation Assistance Funds and the projects. 5134. Proposed RTA Short Range Transit Plan Amendment. Overview RTA has submitted a request to amend their Short Range Transit Plan to purchase 6 vans which will be used to provide for limited general public services in developing areas, an expansion of dial a ride service in Moreno Valley and Lake Elsinore, and a base level of intercity ADA service.
