Idaho Falls is an urbanized area and Iona has been taken
in . We need a Metropolitian Planning Organization .
Pres . of the Council was voted on . Deb Sorenson moved
that Craig Rockwood continue as Pres . Dave Huntsman
seconded . All were in favor . The Civil Defense Dept .
was turned over to Dee Johnson and the rest of the
1 Council positions stayed the same .
S The Mayor suggested Deb Sorenson look for a person to do
the recreation program this summer , as Dave & Kathy
3 Palica will not be returning .
OINThe Ice Skating Rink was discussed . It has had some
use . The Possie has not paid their light bill . Deb
Sorenson will check on it . Dave Huntsman suggested
leaving the lights on one night a week for ice skating .
Darrin Long discussed the addition going in by the new
school . . Randy Hill will be the builder . There are 35
lots to be sold .
Karen would like to appoint a Zoning and Development
Committee to help with the growth of the City , such
as investigating buildings , and make recommendations etc .

Dale Storer letter on old school proposal was discuss-
ed . Council decided to have independent study and in-
spection as per Dale Storer recommendation . The school
will be notified that we are still discussing the
possibilities . The Water policy was discussed .
Little League World Series will be Aug . 12 through the
15th . It is scheduled for Iona Park . Scoreboard is to
be built by Lyons Club . Also need Home Run fence .
Centennial plus 10 activity to be planned for summer
1993 . Deb Sorenson and Craig Rockwood agreed to serve
on the Committee . Chairman needs to be appointed .
Spring community clean up is April 26 through May 2 .
Zoning Board to be set up , Lon Huls , Bill Storer , Daren
Long , Sandra Thornton . Craig Rockwood moved to approve

Don Thorp from CART was in attendence to discuss the
CART Bus Run . The City of Idaho Falls , is urbanized 1110.
and Iona falls into this . Mayor Campbell of Idaho F=;lls
had the option to let the surrounding cities use this
urban service . CART is proposing a fixed route 4 tines
a day . Craig Rockwood motioned we approve the servic" .

Dave Huntsman mentioned the Burning and Fencing Ordinance
is being put together . Deb Sorenson mentioned that the
,! Western Boys Baseball does not pay any funds to the City .
If we have to rent toilets then Dave feels we should have
a fee .
Tony Rutz was asking what could be done for his road . It
has alot of holes . Gravel could be put on it . We need
1 to maintain it .
A Commercial Business is operating in the residential
area . Clif Long has leased his shop out to a Cabinet
builder . There is a lot of noise & dust in the building .

ured Home . Dave Huntsman is concerned on the size of
the lot . Karen will visit with them .
Jean Kelly has done appraisal for the old school . We
are waiting for Kelly ' s report . We need to let the schoo
District know what we are going to do . Dee Johnson wil
check with Goodworth when the next Board Meeting will .
be . Dee Johnson says we need a bid on asbestes remov,a
and demolition . There is a paragraph that Mayor Hansen
wants Dale Storer to explain in his letter & she will
then take it to Goodworth .
Mike Nye recommends 10 people on the Zoning Board . He
would like to bring in some of his people that do it on
the Econimical Board . Dave Huntsman said he would like
to keep the two boards separate . Zoning Board will stand
at 3 plus one more . One of the people asked can not do
it . Dave Huntsman had a couple of other names and he
would ask them .
U . S . West has applied for an application to put their
line down . Karen was concerned on the cable if a water
line ever needs to be dug up . She said she would talk
to them .
A $100 was received from Union Pacific for which we
never thought we would get . John Lurus will work wit '
us on the water line going down Crook Road . They wi:Li
tap in on his line .

property line on south side of Long ' s property .
City council published notice on Mar . 10 , 1992
Deb Sorenson talked with Steve and Steve has no problem as
long as the drip line was on Mike ' s property .
No body was present for public comment .
HEARING FOR RON & ALICE OLSEN VARIENCE
Dave Huntsman conducted the hearing . A roll was passed
around for the visitors to sign . Council members present
were : Dave Huntsman , Deb Sorenson , Dee Johnson , Craig
Rockwood .
A map of the proposed site was shown and explained . A
2 foot varience was requested on the south property line
set back which would leave an 8 foot set back instead of
the required 10 feet . Those visitors present were favor- F
able for the varience . No unfavorable comments were
raised . Closed meeting at 7 : 20 pm .

Sally Crandall requested a variance to put a manufact-
ured home on the property of Terry Morgan . It was
approved for Scott Morgan but he decided not to build .

Everything looks alright . She just needs a permit .
• Council reports were given . The irrigation ditches was
discussed . Flooding is occuring and Ross Johnson and
Dee Johnson will take care of it and visit with those
involved . Dee will take care of the mosquitoes also .
Deb Sorenson mentioned that two applications for the
summer program position have been turned in . Todd Hansen'
and Mick Smith . Flyers for the schools announcing the
baseball are in the process of getting ready . June 1st .
is the starting date . Lyons Club would like to put up
a lighted score board . Posses wants to get sprinkling
system done in the next few weeks . The water hydrant peel
to be fixed . Trees were moved from Jack Forbush ' s to
z the Park .
Craig Rockwood mentioned getting contractors to repair
the roads where water lines were put in . Some have al-
ready been patched . Ralph Steele leased the little park
to the City for 3 years , but the lease is up . Craig will
talk to Ralph .
Streets needing black topped were discussed . Main ,
01• ansen , and Steele were done last summer .
Dave mentioned Dale Storer has not gotten back with the
the Burning and Fencing Ordinance . Ordinances need to
be on file at the County . The Dog Ordinance was discuss .
It was suggested that we go with the County Ordiance
until we get ours written up .
Cliff Long understands how the City feels about the
shop and variance , but he feels he has a Grandfather ' s
Clause . The building has not had any complaints . As we
get complaints we would be forced to take legal action
with Storer , and Long will defend himself under the
Grandfather Clause . The building is insulated and
electric power has been improved . Right now we will let
it go . Cliff Long offered the City a machine to mow the
weeds and charge only man hours . Long wanted to recom-
mend walking lanes on each block .
Ross Johnson mentioned Walker Pump would sell his 1990
Chevy Pick up for $13 , 500 . But the Mayor and Craig ment-
ioned we could bet a three quarter ton for $13 , 000 .
• Mayor Hansen read the letter from Charles Homer an
Attorney , to Dale Storer on the School . They want a copy
f the appraisal . Dee Johnson suggested the Council
100 go to the School Board Meeting and discuss it and let
them know how we feel .
Karen mentioned we need to reapply for Ross ' s Insurance
$47 . 92/mo . deducted to $112 . 91/mo .
Arbor Day was discussed . School will participate April
23 . Clean up is April 26-May 2 .

April 29th and 30th . The cost is $55 . 00
The Governor of Idaho requested Mayor to proclamation
on State wide day of prayer May 7th .

Bertha Stafford reported a problem of cats in her
neighborhood . They are in her garage and her car .
Ross suggested she use the trap and catch them and tak0
them to the pound . Dave Huntsmand is trying to get a
animal control ordinance written up . Ross will
get the trap and let Bertha use it . The neighbors
will be warned and Bertha will sign a complaint
if it happens again .
The Financial report was discussed and the deliquent
water bills .
The old school building was discussed . Goodworth
wants to have a meeting with the Council to discuss
it .
Dale Rockwood came to discuss the water situation .
He suggested to turn the ditch water off every
other week . They will ock the gates on Sun . and
open on the Sun . The water situation is getting
pretty serious . Dave Huntsman suggested we put
out a letter on the use of water .

There is not an ordinance on water . Dave Huntsman '
said he ' d work on one . i
People have asked if the roads will be patched where
they have put down new water lines . They will be done .
Mayor will talk to Ross on getting it done .
Steve Ryan has had complaints from neighbors on starving
his dogs . Ross has been over and the county came out f
and the dog catcher came over . It is getting old , Steve
said and he does not like the harassment .
The Art Association would like $75 . 00 for their program .
No decisions were made because of not enough Council

Minutes were read and approved by all . Deb Sorenson
moved and Craig Rockwood seconded . Bills were approved
for last month . Dave Huntsman moved and Craig Rockwood 4'

The school proposal was discussed . $500 , 000 will
be given to the school and they will give it back
to us for the new school hook up . Craig suggested
the building be boarded up so it won ' t be vandalized
Deb mentioned the roof could be repaired and a couple
of bids were given . The building was appraised

at $3 , 000 . The appraisal value will make it hard I 1
to get a grant . It was decided to wait until we
get the final draft . The Committee,�ydants to have
a town meeting to discuss the building .
The sprinkler system in the park is getting repaired .
011ten we took on Western Boys Baseball Association ,
was decided the park would be up graded . Craig
found fencing for $255 for 300 ft . The score board
is electric and costs $1600 . Coca Cola will donate
$200 and the Lyons Club will pay half. Craig will

Craig Rockwood discussed the Hatch addition and the 7
homes that were to be built . Dave Huntsman mentioned
it was replated but not rezoned . He mentioned that
they are violating the City Ordinance . They are
doing 4 and 5 acreas and violating the County plan
also . The comprehensive plans are not in the trunk 10
line of the water line . The City should have been
notified .
Craig Rockwood discussed the land B . Dolan has . and
may be Ross could talk to her about the City buying
it . The City needs to talk to Ralph Steele about
the little park which is his land .
Dave Huntsman mentioned Bill Stanger stopped him
wanting to know if the water bond survey was done
on the old school . He suggested the survey be
done . Karen is over the water and will need to
talk to her .
Ross needs to get the roads patched .
Dave Huntsman wants to get the Burn Ordinance done .
The only thing now allowed is open ditch burning and
nothing else . We need to decide on an ordinance
prohibiting or letting people burn grass clippings
and etc . We need to allow them to clean the ditches
and etc . and do it during the proclamation in the
Spring and Fall .
Deb Sorenson mentioned the Sinclare credit card and
application needs to be filled out so Ross can charge
gas at the 6-12 .
Deb took the forms to the posses and should returned
by the 15th of the month . He mentioned we need to get
going on the score board . The City will support the
Lyons Club will pay half. Craig will
get the fence . Deb moved and Dave seconded . It I

Minutes from the June Meeting were read & approved. Craig
Rockwood moved & Deb Sorenson seconded. All were in favor.
I ONRuss Dawson, Staff Planner of Bonneville Metropolitan Planning
Organization (BMPO) explained the organization. It needs to be
I voted on & the Mayor's signature. The BMPO will be able to
I help on reports, transporation, impacts, subdivisions, changes
in street movements, roads & etc. Craig Rockwood motioned we
adopt the area BMPO & have the Mayor sign it. Dee Johnson
seconded & all were in favor.
p Cliff Long, Idaho Falls Commissioner, discussed the help they
would give Iona, like spraying the weeds & chipping & sealing
the roads. He said every Railroad Crossing would eventually
have a stop sign. Bike & walking paths are in consideration. ,
He explained the grants available for the 'Old School Building' .
He mentioned the following: C&C Foundation, Wallmart, Anheiser
Bush, Grants Lib. can be used to see what grants are available,
Community Block Grants also. Our own community is another
source. Historical Grants are available. Utah Power has a
grant. ,
• The Mayor was concerned about the 'Old School' & the City pur-
chasing it. She asked Commissioner Long, Gene Kelly, & Ted
Hendricks to take part in the meeting.
Mayor Hansen introduced Gene Kelley, a Certified Appraiser,
& expert in old buildings & done appraisal on the old school for
ONthe City. Mr. Kelley mentioned the cost of restoration can _
exceed the value of the building 80-20. The cost of maintenance
can be a major factor. Asbestos is a problem & will eventually
need to be taken care of. He mentioned if we had grants & ways
to get help then do it. We would have the liability of the
building. The Council from the beginning agreed to let the

Committee see if they could get the grants within 5 yrs. & if no
grants are available then demolish the building. Mr. Kelley men-
tioned to take in consideration the architectural structure. He
warned us to be careful. In most cases, old buildings are not
worth remodeling or using or buying because of things mentioned
above.
Ted Hendricks, Administrator of Economical Development Planner
discussed grants & how to go about getting one. He discussed what
they did in a building in Ashton. It was difficult. The building
was in better shape, already had renters lined up. The County
could apply for a grant for a Community Center and Cliff Long said
they would do that. The City of Iona would have to come up with
some money and they are already trying to get a grant to fix the
water system. So, no more grants would be available to the City
this year. Mr. Hendricks mentioned getting the opinion of the
Architect that did the building in Ashton. He could give an idea
of what we will actually incur. If the Community contributed, it
would not cost a lot of money. However, Mr. Hendricks was not too
encouraging. Mr. Hendricks discussed the Water Survey. The app-
lications for grants are due by Nov. 6. Mr. Hendricks reworded
the Survey that was done previous. The Financial Survey for Fed-
eral grant would tell if we were eligible for a grant. It needs to
be completed in 3 weeks. Mr. Hendricks recommended going door to
door with the survey because we would have a greater ability passing
the bond election. Mr. Hendricks would help the survey meet the
criteria of the grant. A meeting was scheduled for next Thurs. ,
July 23rd at 8:30 pm to outline the committee taking the survey
around. /

Tracie Smith, Shelly Hilton, Brenda Klingler discussed the use of
the old school. They would like a couple of rooms for a private
school. A discussion to keep the building has not been decided.
The City does not have the money to do anything to the building.
• If we go into the building it has to be up graded. The private
school would be willing to do the maintenance & up keep. Deb Soren-
son mentioned to write up a program & bring the proposal to us.
Mayor Hansen said she'd let them know the outcome of this meeting.
Dee Johnson motioned to have Mayor Hansen sign the agreement to buy E
the 'Old School' for $5000. Deb Sorenson seconded & all were in
favor. Dave Huntsman made a clarification that no tax monies from
the City be involved in this renovation. We will commit funds to
the demolition.
Council reports were given. Dave Huntsman had 2 Ordinances to pass.
One on Burning. Dave motioned wave the 2nd & 3rd reading & pass
Burn Ordinance #51. Dee Johnson seconded. All were in favor. The
second Ordinance was Pentality Ordinance #52. Dave motioned wave
2nd & 3rd reading and pass the Pentality Ordinance. Craig Rockwood
seconded and all were in favor.
Deb Sorenson mentioned the World Series coming in Aug. He suggested
letting Bob Evinger, Maintenance, know when the reunions are so the
restrooms are open and tables are available. The bleachers will r
be sat in bark & concrete in front of them to relinquish the mud
problem, Deb said.
Dee Johnson is concerned how he is going to spread the granulars on i
the pond for mosquitos. His boots have a hole in them, & besides
that, the water is neck deep making it a little difficult to spread
filligranulars. Craig mentioned he needed a boat. The water needs
be pumped out. The Mayor said to visit with Bill Torngren since
it is at the end of his field & explain it to him. ;
Mayor Hansen mentioned doing the Budget & Insurance if anyone wants

Albon Hatch presented the Caribou Meadow Estate housing plat
that he is interested in developing. He is considering de-
veloping 8 homes. Resolution to accept the plat was moved by
Dee Johnson & seconded by Craig Rockwood. All were in favor.
The Block Grant Survey was discussed. Some homes have not
been reached yet & need to be done this week.
Ross Johnson discussed the waste ditch. If it is filled in the
water has no place to go. The run off goes along the railroad.
Some of the residence are already filling their's in. If they
are filling them in, they need to put in culverts. Ross will
discuss this with the people.The new well house was discussed. Gaylen Stucki had phoned the Li
Mayor & said he could build it at around $10,000 or under &
the City would not have to bid on it. Gaylen would use block,
& alot of the work could be done by the City with Gaylen over
seeing it. Gaylen Stucki is a construction builder & owns his
own business. Craig Rockwood suggested we talk to some other
contractors & see what they would do it for. We also need to
talk to an electrician to look at the wiring & up date it.
The tentative Budget was discussed. Craig Rockwood had worked
up 2 budgets for the Council to look at and decide on one. It
was decided to keep Budget #2. It needs to be passed by Sept.
11. Next Council Meeting will be Sept. 10. Craig Rockwood
motioned we accept the Budget & Deb Sorenson seconded. All
were in favor.
Craig Rockwood had purchasing agent copy a bid & he showed it
to the Council. It can be sent anywhere to get a bid on a pick
up for Ross Johnson the City Police and maintance man.
Deb Sorenson mentioned the Little League World Series did very
well. He said Ernie's Cafe here in Iona, would donate $200
towards the new scoreboard that was just purchased.

Deb Sorenson mentioned in the June 11, 1992 Council Meeting that
the metal detectors were killing the lawn in the Park. Tonight
Deb suggested posting signs in the Park so people will not be
using their detectors. Dee Johnson suggested putting up signs
of "children playing". A little girl in the neighborhood is
going blind & a sign needs to be put up in the street so people
will be aware of blind children playing & to be careful driving.
Dee suggested even putting stop signs on Scoresby & Denning.
Deb Sorenson mentioned the Committee for the Old School getting
together. They want to have a back-to-school dance for the High
School kids at the Old School Parking lot. The Committee wants
to fix the roof of the old school. They are wondering why the
City Office doesn't move their office over there & pay rent ther
instead of paying rent where they are at.
Mayor Hansen asked for an executive meeting next week, Thurs.
