RESOLUTION NO. 09 -4607
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TEMPLE CITY DECLARING ITS SUPPORT FOR THE WEST
SAN GABRIEL VALLEY CONSORTIUM'S (dba CAREER
PARTNERS) CONTINUED OPERATION AND
MANAGEMENT OF WORKFORCE INVESTMENT ACT
PROGRAMS IN THE WEST SAN GABRIEL VALLEY.
WHEREAS, the state of the nation's economy is in deep recession, creating very high
unemployment throughout the United States, State of California, County of Los Angeles, and San Gabriel
Valley; and
WHEREAS, the cities in the West San Gabriel Valley, including the City of Temple City, have
increased unemployment and depend on Career Partners as an important job resource center; and
WHEREAS, now more than ever, the value of an experienced One Stop Career Center, such as
Career Partners, is very important to the community; and
WHEREAS, Career Partners is a government agency sponsored by the cities of Alhambra, Bell,
Montebello, Monterey Park, Rosemead, San Gabriel, Temple City, and the Alhambra School, and
Montebello Unified School District; and
WHEREAS, the Career Partners has served these communities for decades under successive
Federally- funded programs, such as CETA, JTPA, and now the Workforce Investment Act (WIA); and
WHEREAS, the County of Los Angeles' Community and Senior Services has now changed the
process for allocating WIA funding by requiring Career Partners and other Regional Workforce Groups
(RWG) to compete with private non - profits for funding, and rated small and relatively less experienced
organizations higher than Career Partners, which has regularly exceeded contract requirements by
substantial margins according to the County's own data, verified by State and Federal fund sources; and
WHEREAS the County of Los Angeles' Community and Senior Services has advised
Career Partners its agreement would terminate on June 30, 2009; and
WHEREAS, some inconsistencies have been identified in the Community and Senior
Services' evaluation of the Request for Proposals submitted by Career Partners:
NOW, THEREFORE, the City Council of the City Temple City does hereby resolve as follows:
SECTION 1. The City of Temple City is requesting the County of Los Angeles review the RFP evaluation
process used by the Community and Senior Services; and
SECTION 2. The City of Temple City is requesting that full WIA funding be restored to the West San
Gabriel Valley Consortium (dba Career Partners).
SECTION 3. The Mayor, or presiding officer, is hereby authorized to affix her signature to this Resolution
and attached letter of support signifying its adoption, and the City Clerk, or her duly appointed
deputy, is directed to attest thereto.
SECTION 4. The City Clerk shall certify to the adoption of this Resolution.
