RESOLUTION No. 09 -4616
A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF TEMPLE CITY, CALIFORNIA
APPOINTING CYNTHIA STERNQUIST TO
THE CITY COUNCIL FOR THE REMAINDER
OF THE UNEXPIRED TERM OF THE SEAT
DEEMED VACANT DUE TO THE
RESIGNATION OF DAVID CAPRA
WHEREAS, David Capra was duly elected to and confirmed in the position of
City Council of the City of Temple City ( "City ") on March 18, 2003; and
WHEREAS, the term of office to which Mr. Capra was elected will, in accordance
with the City Charter and the laws of the State of California, expire on March 8, 2011;
and
WHEREAS, Mr. Capra filed a written letter of resignation effective upon receipt
with the City Clerk on June 2, 2009; and
WHEREAS, pursuant to Section 505.0 of the City Charter, Mr. Capra's office and
seat on the City Council was deemed vacated; and
WHEREAS, pursuant to Section 602 of the City Charter, the City Council, by a
unanimous vote of its remaining members after due deliberation in open session at its
meeting of June 2, 2009, determined to fill the vacancy through appointment by the City
Council of a qualifying member of the City; and
WHEREAS, pursuant to Section 602 of the City Charter, the City Council
conducted a special open session of the City Council on June 11, 2009 at which time
the City Council heard nominations from the City Council, heard the statements of
persons nominated, conducted interviews, and took public comments; and
WHEREAS, based on the foregoing, and in light of the information received and
the deliberations had at its June 11, 2009 meeting, the City Council desires to make and
hereby does make an appointment to fill the vacant office and seat of David Capra as
provided herein:
NOW, THEREFORE, the City Council of the City of Temple City does hereby
resolves as follows:
SECTION 1. Determination of Qualification.
a. The City Council hereby declares that Cynthia Sternquist meets the
requirements to hold the office of City Council member in the City of Temple City as set
forth in Section 502 of the City Charter.

b. The City Council hereby declares that Cynthia Sternquist has the
experience, commitment to the community and other qualities as determined by the City
Council, in their capacity as elected representatives of the community, to serve as a
member of the City Council of Temple City.
SECTION 2. Appointment. The City Council hereby appoints Cynthia Sternquist to the
City Council to fill, for the remainder of the unexpired term, the vacated office and seat
created by the resignation of David Capra. The term will expire on March 8, 2011.
SECTION 3. Authorized Signatures. The Mayor, or presiding officer, is hereby
authorized to affix his signature to this Resolution signifying its adoption and the City
Clerk, or her duly appointed deputy, is directed to attest thereto.
SECTION 4. Clerk's Certification. The City Clerk shall certify to the adoption of this
Resolution.

regular meeting held on the 11th day of June, 2009 by the following vote:
