Driscoll, Town Manager Date: June 8, 2011 RE: Agenda Item—Approval of Revolving Account As you are aware, as a follow up to the attached June 3`d Miscellaneous Items correspondence, discussion was held regarding the request for a Revolving Account at last night's Committee of the Whole Meeting. As indicated in Ms. Cole's correspondence, in order to accommodate the numerous requests from patrons for both color and wireless printing, it has become necessary for the Library to change and enhance the existing way of delivering printing services. Pursuant to Massachusetts General Laws Chapter 44, Section 53E %2, a City or Town may annually authorize the establishment of a revolving fund by vote of the Town Council, upon recommendation of the Town Manager. Therefore, I respectfully request the approval of a revolving fund for the Library's public printing program for activity during Fiscal Year 2012 be placed on the June 14, 2011 Town Council Agenda. Driscoll,Town Manager"" FROM: Leone E.Cole, Library Director frost L CC: Board of Library Trustees DATE: May 31, 2011 RE: Request for Revolving Account As a follow up to our discussions of this matter,I am hereby requesting that the Honorable Town Council consider a request to establish a revolving account for the purpose of sustaining a public printing program. The library receives numerous requests for both color and wireless printing which we are unable to provide with our current printing vendor(they have been unresponsive to our Inquiries), In order to provide these services to our patrons,we must change the way we deliver printing services. Our current vendor supplies everything,from the printers to paper and toner. They also keep all of the funds collected for printing. After an exhaustive search we were unable to find a vendor who would provide everything we need using the existing model. Given the above, it will be necessary forthe library to purchase the equipment,supplies,and software to enable enhanced printing services for our public, The estimated amount for hardware and software is$27,000 and will be funded by the library's LIG/MEG (state grant)account. The software solution that was selected is fully established and being utilized by several libraries In the state,including Cambridge and Plymouth. Also given that we will need to collect the funds being spent on printing and pay for ongoing supplies and service,a revolving account would enable the library to sustain this important service. I respectfully request that this matter be brought before the Honorable Town Council at their June 14, 2011 meeting. Thank you. Library Director Leone E,Cole Resolution R-2011- WHEREAS: The Watertown Free Public Library(the Library) receives numerous requests for both color and wireless printing and that such requests are unable to be provided with the Library's current printing services; and WHEREAS: In order to provide this printing services to the patrons,the Library must change the way they deliver printing services; and WHEREAS: After an exhaustive search,the Library was unable to find a vendor who would provide everything needed using the existing model. It has become necessary for the Library to purchase the equipment, supplies and software to enable enhanced printing services for the public; and WHEREAS: The General Laws, Chapter 44, 53E 'h authorizes the creation of a revolving find as a mechanism for the dedication of finds derived from a specific municipal operation to the future support of such operation; and WHEREAS: The Town Council of the City known as the Town of Watertown authorizes the establishment of a revolving fund pursuant to G,L. c. 44, 53E %2 to be known as the Watertown Free Public Library- Public Printing Program. NOW THEREFORE BE IT RESOLVED,that there shall be deposited into said Revolving Fund all revenues received from any source in connection with the operation of the Public Printing Program and from said Revolving Fund expenditures may be made for the purchase of ongoing supplies and service to enable enhanced printing services for the public and enable the Library to sustain this service, with the approval of the Town Manager, in an amount not to exceed $12,000 during Fiscal Year 2012, provided that expenditures in excess of said $12,000 may be authorized by vote of the Town Council.
