Smith and Associates, the Commission's legislative consultant, details the proposed and approved legislation. 5A2. o t nd Schedule Reonnc for he Month of February Ove— rvigw The data depicts the current costs and schedule status of contracts reported by routes, commitments, and Cooperative Agreements executed by the Commission. For each contract and Agreement, the report lists the authorized value approved by the Commission, percentage of contract amount expended to date, and the project expenditures for route for the month ending December 31, 1992. 5B. CONSENT rALENDAR - TRANSIT /RIDE SHARE /PARK N RIDE 5B1. Measure A Western Riverside ount Rideshare Incentive Pro ram dat Overview The Western Riverside County Rideshare Incentive Program exceeded its FY 92/93 trip reduction goal of 325 in mid -January. Local commuter participation has been overwhelming and, as a result, additional Measure A funds in the amount of $30,000 are required to supplement the expended incentive line item budget of $35,000 to continue delivery of this Program through the end of the current fiscal year. 562. Measure A Commuter Bic an Demon tration Pro ram U dat Overview The implementation of the approved Measure A Commuter Bicycling Demonstration Program by the Riverside Bicycle Commuter Coalition has been delayed due to the Coalition's need to establish itself as a private non-profit organization. The Program end day of June 1993 is no longer realistic and is proposed to be changed to January 1994. Page 3 February 10, 1993 RCTC Agenda 5B3. FY 1992-93 Proposition 116 Clean Air and Transportation Improvement Act Bicycle Program Overview Under the Proposition 116 Program of competitive grants to local agencies for bicycle improvement projects, five applications were received by RCTC and ranked by the SB 921 Evaluation Committee. Approximately $10.8 million is available in FY 1992-93 for grant awards Statewide. 5B4. Request for Measure A Funds from the Mt. San Jacinto Alliance for the Mentally 111 Overview This is a request from the Mt. San Jacinto Alliance for the Mentally III for approximately $1,000 in Measure A Specialized Transit funds to be used towards the 20% match on a Federal Transit Administration Section 16(b)(2) vehicle. 5B5. Amendment to the FY 1993-99 SunLine Short Range Transit Plan Overview SunLine Transit Agency is requesting an amendment to their FY 1993-99 Short Range Transit Plan to implement a new downtown circular service in cooperation with the City of Palm Desert and local businesses. 5C. CONSENT CALENDAR - SERVICE AUTHORITY FOR FREEWAY EMERGENCIES (SAFE) 5C1. Authority to Advertise Reauest for Bids - Freeway Service Patrol Tow Truck Service Overview The Riverside County SAFE submitted an application for funding under the Freeway Service Patrol Act (AB 3348) for a "demonstration" program on Route 91. The original intent was to have Caltrans administer the tow truck contracts for the program. However, due to the lengthy contract review and approval process, it may be advantageous to administer the contracts in-house. If Legal Counsel determines the enacting legislation permits the Riverside County SAFE to enter into these contractual agreements, staff will prepare and public a "Request for Bid" for tow truck service for the Freeway Service Patrol program. Page 4 February 10, 1993 RCTC Agenda 5C2. Monthly Call Box Update Overview This is the operational statistics for the Riverside County Motorist Aid Call Box System for the month of December 1992. 5D. CONSENT CALENDAR - HIGHWAYS/LOCAL STREETS AND ROADS 5D1. STP/CMAQ Program Policies Overview A series of proposed policies and recommendations for the selection of projects and allocation of the Surface Transportation Program (STP) and Congestion Mitigation and Air Quality Improvement Program (CMAQ) funds available to Riverside County under the federal Intermodal Surface Transportation Efficiency Act (ISTEA) is presented. 5D2. Measure A Local Streets and Roads Program Amendment - City of Riverside Overview In order to meet the requirements of the Measure A Local Streets and Roads Program, the County of Riverside Submitted a Draft 5 Year Capital Improvement Program which was approved by the Commission in June 1992. This is to approve the revised FY 1992-96 Measure A Local Streets and Roads Program submitted by the County of Riverside. The revised program is consistent with the Transportation Improvement Program for the County of Riverside as approved by the Riverside County Board of Supervisors. 5D3. SR 91 Freeway Magnolia Avenue to Mary Street HOV Proiect Revised Construction Joint Powers Agreement (Ca/trans District Agreement No. 8-802) Overview A previous Cooperative Agreement with Caltrans for construction of the Magnolia to Mary project on Route 91 is being revised to include some administrative clarifications including construction administration for State funded portions of the project. 5D4. Amendment No. 1 to Agreement No. RO-9306 for Geotechnica/ Services, Materials Report, for the Route 79 Gilman Springs Road to First Street Measure A Highway Widening Proiect Overview Staff has requested Converse Consultants to submit a proposal to perform additional geotechnical investigations and analysis for the Route 79 Lambs Page 5 February 10, 1993 RCTC Agenda Canyon project in order to refine designs for costly earthwork and retaining wall portions of the project. 5D5. Contract Amendment No. 1 for Agreement RO-9106 with Rick Engineering Company, for Digital Mapping and Field Surveying Services Overview RCTC will be asked to consider approval of Amendment No. 1 to contract RO- 9106 with Rick Engineering for additional survey services on Route 74 in support of the engineering effort for right-of-way acquisition. This work is being performed at -risk in advance of final environmental approval for the project which is expected in June 1993. 5D6. Route 74 Right -of -Way Mapping Contracts Overview This item is to request the Commission to approve for right-of-way mapping and utility identification on Route 74 from Dexter Avenue in Lake Elsinore to 7th Street in Perris as follows: (1) Robert Bein, William Frost & Associates - $480,738; (2)) Rick Engineering - $480,470; and (3) Hernandez, Kroone & Associates - $657,529. 5E. CONSENT CALENDAR - COMMUTER RAIL 5E1. Santa Fe Appraisal Revision for Internal Revenue Service Overview This item is to comply with the Internal Revenue Service Requirement of appraisal of lands acquired from Santa Fe. 5E2. Commuter Rail Station Maintenance Overview RCTC is the owner of the commuter rail stations in Riverside County. Therefore, staff is recommending that RCTC authorize staff to develop and RFP for maintenance of commuter rail station(s) and authority to select and contract with a vendor to provide landscape maintenance and cleaning services. 5E3. The Pedley Commuter Rail Station Overview Project development for The Pedley Commuter rail station is proceeding quickly. This item relates to the proposed site design and authorization for fast track bidding and construction of the facility. Page 6 February 10, 1993 RCTC Agenda 6. GENERAL ITEM 6A. TRANSIT/RIDESHARE/PARK-N-RIDE TranSvstems Specialized Transit Grant Proposals from the Senior and Disabled Citizens Coalition and the Volunteer Center of Greater Riverside Overview The Commission has received proposals for TranSystems Specialized Transit Grants from the Senior and Disabled Citizens Coalition ($86,817.71) and the Volunteer Center of Greater Riverside ($91,401) requesting a total of $178,218.71 in Measure A funds. Both organizations have agreed to jointly develop marketing materials (which will be more cost effective) and will be more cost effective) and will work cooperatively in the provision of services. 9. HIGHWAYS/LOCAL STREETS & ROADS 9A. Cooperative Agreement for Right-of-Wav Services with Caltrans Overview As Measure A highway projects reach the right-of-way acquisition phases, RCTC requires the services of FHWA/Caltrans prequalified agencies to perform appraisal and acquisition services on a reimbursable basis. In this item, RCTC is being asked to approve a Master Agreement with Caltrans. This is a shell agreement and will require approval of project specific addenda to implement any work with Caltrans. 9B. Magnolia to Mary HOV Lane Extension Overview This item is for authorization to contract construction for the Route 91 Mary to Magnolia HOV lane to qualify for the anticipated federal economic stimulus program. 10. COMMUTER RAIL 10A. Short -Line Operations for Citrus Spur Overview The Commission will be requested to review options concerning the shortline operations for Citrus Spur and make a determination. 10B. Vacation of Prospect Avenue Railroad Grade Crossing Overview Prospect Avenue is located to the east of Route 91 between 14th Street and Cridge Street. Prospect currently is an at -grade crossing of the Santa Fe railroad. SCRRA and Page 8 February 10, 1993 RCTC Agenda RCTC will be constructing tracks between 10th Street on the north to a connection with the existing Union Pacific tracks south of Cridge. The new track construction is to serve the Downtown Riverside Commuter Rail Station. This track construction will involve the location of 1 additional track to the Prospect Avenue at -grade crossing. The track will be located to the west of the existing Santa Fe tracks and results in significant modification to the Prospect crossing at a cost of approximately $170,000. 1 1.
