RESOLUTION ORDERING A PRELIMINARY REPORT; RECEIVING A PRELIMINARY REPORT; ORDERING THE PREPARATION OF PLANS; THE APPROVAL OF PLANS AND ORDERING THE ADVERTISEMENT FOR BIDS ON AN IMPROVEMENT OF THE HAMEL WELL AND WATER SYSTEM WHEREAS, it was proposed to improve the Hamel well and water system located in Sections 11 and 12, Township 118, Range 23, Hennepin County, by the construction of a water well and appurtenances and to assess the benefited property for all or a portion of the cost of the improvement, pursuant to Minnesota Statutes Chapter 429; and WHEREAS, the proposed improvement was referred to Bonestroo, Rosene, Anderlik and Associates for study and instructed to report to the Council with all convenient speed advising the Council in a preliminary way as to whether the proposed improvement is feasible and as to whether it should best be made as proposed or in connection with some other improvement, and the estimated cost of the improvement as recommended; and WHEREAS, the said preliminary report was received by the City Council on the 012_ day of , 1983 and a public hearing was scheduled on the propoodd improvement on the 15th day of March, 1983 at 8:00 p.m., in the City Hall Council Chambers located at 2052 County Road 24 in the City of Medina and the Clerk was ordered to give mailed and published notice of such hearing and improvement as required by law; and WHEREAS, the Council determined to consider the improve- ment of the said Hamel well and water system in accordance with the report and the Council determined to consider the assessment of all benefited property for all or a portion of the cost of the improvement pursuant to Minnesota Statutes Chapter 429, at an estimated "total cost" of the improvement of $85,000; and WHEREAS, the said Bonestroo, Rosene, Anderlik and Associ- ates were designated as the engineer for the improvement and the plans and specifications prepared by the engineer pursuant to Council action, a copy of which plans and specifications are attached hereto and made a part hereof, were approved by the City Council and filed with the City Clerk; and WHEREAS, pursuant to Council direction, the City Clerk prepared and caused to be inserted in the official newspaper, /0///////an advertisement for bids upon the making of the said improve- ment under the approved plans and specifications. The adver- tisement was published for /4 days and specified the work to be done, and stated that the bids would be opened on the J/ day of j4Vu,0;t�. , 1983 at /C oa o'clock a.m. and that the City Council Wuld consider those bids on the AS - day of�.-4� , 1983 at i'on o'clock p.m. in the Council Chambers of the City Hall located at 2052 County Road 24, and that no bids would be considered unless sealed and filed with the Clerk and accompanied by a cash deposit, cashiers check, bid bound or certified check payable to the Clerk for -5 % of the amount of such bid; and WHEREAS, ten days published notice of the hearing through two weekly publications of the required notice was given and the hearing was held thereon on the the 15th day of March, 1983, at which time all persons desiring to be heard were given an opportunity to be heard thereon, NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Medina, Minnesota: 1. The said improvement is hereby ordered as•proposed; 2.
