PUBLIC HEARING. - 1992 DRAFT MEASURE A STRATEGIC FINANCIAL PLAN UPDATE The Commission will conduct a public hearing at its November 12, 1992 meeting for the purpose of soliciting comments from the public on the Draft Strategic Financial Plan. Budget & Finance Committee and Staff Recommendation That the Commission, at their November 12th meeting, hold a public hearing. Action on this item will ? scheduled for the December 9th Commission meeting. 5. Staff Recommendation That the Commission appoint Audylynn Gries to the Citizens Advisory Committee/Social Service T►a, ,spurtation Advisory Council, with her term expiring in February- 1996. RESOLUTION NO. 92-022, AMENDING PERSONNEL RULES AND REGULATIONS. Staff Recommendation That the Commission adopt Resolution No. 92-022, Resolution of the Riverside County Transportation Commission Amending Personnel Rules and Regulations. 5A5. QUARTERLY FINANCIAL REPORTS. Budget & Finance Committee and Staff Recommendation Receive and file. 5B. CONSENT CALENDAR - HIGHWAYS/LOCAL STREETS AND ROADS. 5B1. AMENDMENT NO. 2 TO CONTRACT RO-91-22 TO ENGINEERING SCIENCE FOR A RELOCATION IMPACT REPORT FOR THE ROUTE 74 PROJECT. Budget & Finance Committee and Staff Recommendation To authorize staff to develop, and the Executive Director to execute, Amendment No. 2 to Contract RO-91-22 in the amount of $15,060 for a Relocation Impact Report for the Route 74 project. ADDENDUM NO. 1 TO THE MASTER AGREEMENT WITH RIVERS/DE COUNTY GENERAL SERVICES AGENCY, BUILDING SERVICES DIVISION (RCGSABSD) FOR REAL PROPERTY ACQUISITION AND RELOCATION ASSISTANCE SERVICES. Budget & Finance Committee and Staff Recommendation 1. To direct staff to develop (working with Legal Counsel) and authorize the Executive Director to implement Addendum No. 1 to the Master Agreement for Right -of -Way services, with Riverside County to include: (A) Pierce Street Commuter Station relocation (RAP) labor cost is estimated at $5,000, with an Extra Work budget of $750. (B) Lambs Canyon appraisal and acquisition labor cost is estimated at $60,000, with an Extra Work budget of $9,000; (C) A specific schedule with delivery milestones, and budget; and 2. To authorize the Executive Director to issue a limited Notice -to -Proceed not to exceed $50,000.00 subject to implementation of Addendum No. 1. 5C. CONSENT CALENDAR - TRANSIT/RIDESHARE/PARK-N-RIDE. 5C1. MEASUREA SPECIALIZED TRANSIT ALLOCATION TO MAINTAIN REDUCED FARES - CITIES OF RIVERSIDE AND CORONA. Budget & Finance Committee and Staff Recommendation To: (1) Allocate up to $19,000 in Measure A Specialized Transit funds to the City of Riverside for FY 1992-93; and (2) Allocate up to $27,400 in Measure A Specialized Transit funds to the City of Corona for FY 1992-93. 5C2. AMENDMENT TO THE FY 1993-99 SUNLINE TRANSIT AGENCY SHORT RANGE TRANSIT PLAN. Staff Recommendation That the Commission approve the amendments to the SunLine Transit Agency Short Range Transit Plan for FY 1993-99 as presented. 5C3. AUTHORIZATION FOR PUBLIC HEARING ON THE DRAFT SB 1402 REGIONAL !NTERCOUNTY BUS SERVICE PROGRAM. Staff Recommendation To authorize a public hearing to be held on December 9, 1992 to allow for public comment on the draft SB 1402 Regional Intercounty Bus Service Program. Staff Recommendation Receive and file. 502. SAFE COORDINATOR CONTRACT BETWEEN THE CALIFORNIA HIGHWAY PATROL AND RIVERSIDE COUNTY SAFE. Staff Recommendation That the SAFE Board adopt Resolution No. 92-023 'A Resolution of the Riverside County Service Authority for Freeway Emergencies Authorizing a Letter of Agreement Between the Riverside County SAFE and the State of California, Department of Highway Patrol', and authorize the Executive Director to execute the agreement on behalf of the Commission. 5E. CONSENT CALENDAR - COMMUTER RAIL. 5E1. CITY OF RIVERSIDE DESIGN REVIEW BOARD CONDITIONS ON DOWNTOWN COMMUTER RAIL STATION PROJECT. Staff Recommendation Receive and file. 5E2. RIGHT OF ENTRY AGREEMENT WITH UNION PACIFIC FOR FIELD INVESTIGATIONS AT THE PEDLEY COMMUTER RAIL SITE. Staff Recommendation To authorize the Executive Director to enter into the Right of Entry Agreement with Union Pacific for field investigations at the proposed Pedley Commuter Rail Station. Final agreement on the language with Union Pacific in the Agreement should be subject to review by RCTC Legal Counsel. 6. GENERAL ITEMS. 6A. ELECTION RESULTS. Staff Recommendation Receive and file. PUBLIC RELATIONS UPDATE I & Il. Staff Recommendation Receive and file. 7. FINANCIAL ITEMS. 7A. RESOLUTION AUTHORIZING THE ISSUANCE OF SALES TAX REVENUE BONDS (LIMITED TAX BONDS), 1992 SERIES A. Budget & Finance Committee and Staff Recommendation To approve the Resolution No. 92-021, 'A Resolution of the Board of Commissioners of the Riverside County Transportation Commission, Authorizing the Issuance and Sale of Its Sales Tax Revenue Bonds (Limited Tax Bonds), 1992 Series A, and Other Matters Related Thereto' authorizing the issuance of sales tax revenue bonds in an amount not to exceed $160,000,000(includes rough estimate of $60,000,000 for CVAG's requirements) and the related bond documents. 78. SELECTION OF FINANCIAL ADVISOR. Budget & Finance Committee and Staff Recommendation 1. Authorize the Executive Director to execute a contract with Charles A. Bell Securities, Inc. to serve as financial advisor for a two year period in an amount not to exceed $150,000 annually plus expenses, subject to Legal Counsel review. 2. Authorize the Executive Director to execute an amendment to the contract with Public Financial Management to serve as co financial advisor through completion of the current bond transaction, but no later than February 15, 1992, for an additional $38,000 (including expenses of $3,000), subject to Legal Counsel review. Total contact value will not exceed $60,000. Page 6 Riverside County Transportation Commission Agenda November 12, 1992 8. HIGHWAYS/LOCAL STREETS & ROADS. 8A. MEASURE A COOPERATIVE AGREEMENT WITH THE CITY OF CORONA FOR THE MCKINLEY STREET INTERCHANGE PROJECT ON ROUTE 91. Budget & Finance Committee and Staff Recommendation. To approve the Cooperative Agreement included with the staff memorandum, between the Commission and the City of Corona to share the costs for improvements to the McKinley Street Interchange on Route 91. It is estimated that the Commission's share of the total project cost will be $1,614,951 (41%) minus the 41% share the Commission will receive from the State SB-300 Program fund. 8B. 1992 CONGESTION MANAGEMENT PROGRAM Staff Recommendation Receive and file. 8C. STATUS OF CARBON MONOXIDE (CO) ATTAINMENT PLAN. Staff Recommendation To support the recommendation to the SCAOMD for a 'No Plan' alternative. 8D. AMENDMENT TO CONTRACT RO-93-02 WITH GREINER, INC. FOR FINAL DESIGN PS&E ENGINEERING SERVICES CONSULTANT AGREEMENTS FOR THE ROUTE 79, GILMAN SPRINGS ROAD GRADE SEPARATION. Budget & Finance Committee and Staff Recommendation To approve Amendment No. 1 to Contract RO-93-02 with Greiner, Inc. for additional design services to add a grade separation at Gilman Springs to the Route 79 PS&E. The Amendment shall not exceed $550,000 for Base Work and $75,000 for extra work, for a total cost not -to -exceed $625,000. A standard contract amendment will be used and reviewed by Legal Counsel prior to approval. 9. TRANSIT/RIDESHARE/PARK-N-RIDE. 9A. ACTION PLANS FOR IMPROVEMENT OF RTA ROUTES 3. 7. 8, 23. 34, AND THE CALIMESA AND MORENO VALLEY DIAL -A -RIDES. Staff Recommendation To provide additional operating funds to the Riverside Transit Agency in an amount not to exceed $798,950 to allow full year funding for Lines 3, 7, 8, 23, 34 and the Calimesa and Moreno Valley Dial -A -Rides. REQUEST FOR PROPOSAL - ESTABLISHMENT OF AN INTEGRATED TRANSIT PLANNING PROCESS FOR THE DEVELOPMENT AND COORDINATION OF NEW TRANSIT SERVICES IN THE WESTERN RIVERSIDE COUNTY. Budget & Finance Committee and Staff Recommendation That the Commission: (1) Direct Commission staff to send letters to the Riverside Transit Agency, City of Banning, City of Beaumont, City of Corona, and the City of Riverside Special Services asking that they appoint a representative to serve on the Executive Steering Committee for this study; and (2) Direct staff to circulate the request for proposal as discussed above with a budget not to exceed $70,000. 10. COMMUTER RAIL 10A. COMMUTER RAIL UPDATE (RCTC/OCTA AGREEMENTS). Staff Recommendation Receive and file. 10B. DISADVANTAGED BUSINESS ENTERPRISE (DBE) PROGRAM TO COMPLY WITH FEDERAL ISTEA REQUIREMENTS FOR USING CMAQ FUNDS FOR THE PEDLEY/LIMONITE COMMUTER RAIL STATION. Staff Recommendation To adopt the Disadvantaged Business Enterprise Program as developed by Legal Counsel to be generally used for projects using federal funds and specifically for work related to the Pediey/Limonite commuter rail station by the UPRR. 11.
